Europe's Energy Security: Options and Challenges to Natural Gas Supply Diversification

This report focuses on potential approaches that Europe might employ to diversify its sources of natural gas supply, Russia's role in Europe's natural gas policies, and key factors that could hinder efforts to develop alternative suppliers of natural gas. The report assesses the potential suppliers of natural gas to Europe and the short- to medium-term hurdles needed to be overcome for those suppliers to be credible, long-term providers of natural gas to Europe. The report looks at North Africa, potentially the most realistic supply alternative in the near term, but notes that the region will have to resolve its current political, economic, and security instability as well as the internal structural changes to the natural gas industry.

Next Generation Jammer: DOD Should Continue to Assess Potential Duplication and Overlap As Program Moves Forward

A letter report issued by the Government Accountability Office with an abstract that begins "Generation Jammer (NGJ) program is duplicative using a variety of means, but none of them address all of the system's planned roles or take into account the military services' evolving airborne electronic attack investment plans. DOD analyses support its conclusion that the NGJ meets a valid need and is not duplicative of existing capabilities in its primary role--suppressing enemy air defenses from outside the range of known surface-to-air missiles. However, these analyses do not address all planned NGJ roles, such as communications jamming in irregular warfare environments, or take into account the military services' evolving airborne electronic attack investment plans. According to GAO's analysis, none of the systems that have emerged since DOD completed its NGJ analyses duplicate its planned capabilities; however there is some overlap in the roles they are intended to perform. Redundancy in some of these areas may, in fact, be desirable. However, pursuing multiple acquisition efforts to develop similar capabilities can result in the same capability gap being filled twice or more, lead to inefficient use of resources, and contribute to other warfighting needs going unfilled. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Agriculture's Forest Service and the Department of the Interior have undertaken nine major efforts since 1995 to identify the number and type of firefighting aircraft they need, but those efforts--consisting of major studies and strategy documents--have been hampered by limited information and collaboration. Specifically, the studies and strategy documents did not incorporate information on the performance and effectiveness of firefighting aircraft, primarily because neither agency collected such data. While government reports have long called for the Forest Service and Interior to collect aircraft performance information, neither agency did so until 2012 when the Forest Service began a data collection effort. However, the Forest Service has collected limited data on large airtankers and no other aircraft, and Interior has not initiated a data collection effort. In addition, although firefighting aircraft are often shared by federal agencies and can be deployed to support firefighting operations on federal and nonfederal lands, the agencies have not consistently collaborated with one another and other stakeholders to identify the firefighting aircraft they need. National Transport Code Collaboration (NTCC) PTRANSP, Final Report to the US Department of Energy for the Period August 1, 2007 Through July 31, 2010

This report describes the work done under U.S. Department of Energy grant number DE-FG02-07ER54935 for the period ending July 31, 2010. The goal of this project was to provide predictive transport analysis to the PTRANSP code. Our contribution to this effort consisted of three parts: (a) a predictive solver suitable for use with highly non-linear transport models and installation of the turbulent confinement models GLF23 and TGLF, (b) an interface of this solver with the PTRANSP code, and (c) initial development of an EPED1 edge pedestal model interface with PTRANSP. PTRANSP has been installed locally on this cluster by importing a complete PTRANSP build environment that always contains the proper version of the libraries and other object files that PTRANSP requires. The GCNMP package and its interface code have been added to the SVN repository at PPPL.

Design and Start-to-End Simulation of an X-Band RF Driven Hard X-Ray FEL with LCLS Injector

In this note, it is briefly discussed the accelerator design and start-to-end 3D macro particles simulation (using ELEGANT and GENESIS) of an X-band RF driven hard X-ray FEL with LCLS injector. A preliminary design and LiTrack 1D simulation studies were presented before in an older publication [1]. In numerical simulations this X-band RF driven hard X-ray FEL achieves/exceeds LCLS-like performance in a much shorter overall length of 350 m, compared with 1200 m in the LCLS case. One key feature of this design is that it may achieve a higher final beam current of 5 kA plus a uniform energy profile, mainly due to the employment of stronger longitudinal wake fields in the last X-band RF linac [2].

Final Report

The goal of this project was to quantify organic aerosol precursor concentrations in an urban environment and to measure suitable organic photoproduct species that can act as tracers of photochemical processing to identify the occurrence and rate of secondary organic aerosol formation. Field measurements were made as part of the ASR field program Carbonaceous Aerosols and Radiative Effects Study (CARES) in June 2010. What is new in our approach is the measurement for the total concentration of long chain alkanes (>C10) and heavier alkyl substituted aromatics associated with diesel exhaust gas phase organic compound emissions. A method to measure these so called intermediate volatility organic compounds (IVOCs) was developed by modifying a proton transfer reaction mass spectrometer instrument to perform both volatile organic compound (VOC) and IVOC analysis by thermal desorption from a Tenax adsorbent trap (TD-PTR-MS). Lab and field results show that the TD-PTR-MS technique can measure long chain alkanes associated with diesel engine emissions and thus provide a novel means to measure these compounds to better understand the impact of vehicle emissions on secondary organic aerosol formation.

Solar Grade Silicon from Agricultural By-products

In this project, Mayaterials developed a low cost, low energy and low temperature method of purifying rice hull ash to high purity (5-6Ns) and converting it by carbothermal reduction to solar grade quality silicon (Sipv) using a self-designed and built electric arc furnace (EAF). Outside evaluation of our process by an independent engineering firm confirms that our technology greatly lowers estimated operating expenses (OPEX) to $5/kg and capital expenses (CAPEX) to $24/kg for Sipv production, which is well below best-in-class plants using a Siemens process approach (OPEX of 14/kg and CAPEX of $87/kg, respectively). The primary limiting factor in the widespread use of photovoltaic (PV) cells is the high cost of manufacturing, compared to more traditional sources to reach 6 g Sipv/watt (with averages closer to 8+g/watt). In 2008, the spot price of Sipv rose to $450/kg. While prices have since dropped to a more reasonable $25/kg; this low price level is not sustainable, meaning the longer-term price will likely return to $35/kg. The 6-8 g Si/watt implies that the Sipv used in a module will cost $0.21-0.28/watt for the best producers (45% of the cost of a traditional solar panel), a major improvement from the cost/wafer driven by the …

Effect of Environmental Factors on Sulfur Gas Emissions from Drywall

Problem drywall installed in U.S. homes is suspected of being a source of odorous and potentially corrosive indoor pollutants. The U.S. Consumer Product Safety Commission's (CPSC) investigation of problem drywall incorporates three parallel tracks: (1) evaluating the relationship between the drywall and reported health symptoms; (2) evaluating the relationship between the drywall and electrical and fire safety issues in affected homes; and (3) tracing the origin and the distribution of the drywall. To assess the potential impact on human health and to support testing for electrical and fire safety, the CPSC has initiated a series of laboratory tests that provide elemental characterization of drywall, characterization of chemical emissions, and in-home air sampling. The chemical emission testing was conducted at Lawrence Berkeley National Laboratory (LBNL). The LBNL study consisted of two phases. In Phase 1 of this study, LBNL tested thirty drywall samples provided by CPSC and reported standard emission factors for volatile organic compounds (VOCs), aldehydes, reactive sulfur gases (RSGs) and volatile sulfur compounds (VSCs). The standard emission factors were determined using small (10.75 liter) dynamic test chambers housed in a constant temperature environmental chamber.
