Oral History Interview with Richard Williams, August 18, 2003

The National Museum of the Pacific War presents an oral interview with Richard Williams. Williams was born in Chicago on 21 April 1925. After quitting school in the sixth grade, he worked with the Works Progress Administration. In 1942, he joined the Navy and went to Camp Perry, Virginia for six weeks of basic training. He was then sent to Eastport, Maine for six months before taking a troop train to California where he was assigned to the 136th Construction Battalion. There he had advanced infantry training as well as training on various tractors, bull dozers and other construction equipment. The unit then sailed for Guam where they were assigned to the 3rd Marine Division. Williams describes burying the dead, both Japanese and American, by covering them with dirt pushed by the bull dozers. He also tells of being on patrol and engaging Japanese infiltrators. While on Guam the unit built a hospital as well as runways for B-29 bombers. The unit remained on Guam until the invasion of Iwo Jima at which time they were assigned to the 5th Marine Division. Williams recalls clearing the beaches of wreckage and burying the dead with bull dozers. Following the surrender of …

Large-Scale Computations Leading to a First-Principles Approach to Nuclear Structure (open access)

Large-Scale Computations Leading to a First-Principles Approach to Nuclear Structure

We report on large-scale applications of the ab initio, no-core shell model with the primary goal of achieving an accurate description of nuclear structure from the fundamental inter-nucleon interactions. In particular, we show that realistic two-nucleon interactions are inadequate to describe the low-lying structure of {sup 10}B, and that realistic three-nucleon interactions are essential.

Survey data of Booster magnet misalignments (open access)

Survey data of Booster magnet misalignments

As a part of the ongoing Booster improvement project, all the available data on booster magnets are collected and tabulated. Data include not only the survey results available at present (July 2003) but the magnet moves as well. The main purpose of this exercise is not to provide a basis for the future magnet moves. Rather, the goal is to present the present knowledge on where magnets are and incorporate it into, for example, the MAD lattice file so that one can see the impact of misaligned magnets on the closed orbit in the absence of any corrections.

Land Border Ports of Entry: Vulnerabilities and Inefficiencies in the Inspections Process

Correspondence issued by the General Accounting Office with an abstract that begins "The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 mandates that we track, monitor, and evaluate the Attorney General's strategy to deter illegal entry and report our findings to Congress. In response, we have evaluated immigration-related inspections at land border Ports of Entry (POE) and made recommendations regarding (1) the integrity of the inspections process; (2) the efficiency and effectiveness of inspections-related port operations; and (3) the collection, analysis, and use of intelligence information. Due to concern that the public release of our detailed findings could compromise law enforcement operations, our report is restricted to Limited Official Use. This letter is intended to summarize our overall findings and confirm agreement to take action to address vulnerabilities and inefficiencies in the inspections process. Most of our work was conducted before the Department of Justice's Immigration and Naturalization Service (INS) and the Department of the Treasury's Customs Service were merged into the newly created Bureau of Customs and Border Protection (CBP) in the Department of Homeland Security (DHS). However, the issues we address remain relevant as DHS merges the functions previously performed by the two agencies and implements major …

VA Health Care: Framework for Analyzing Capital Asset Realignment for Enhanced Services Decisions

Correspondence issued by the General Accounting Office with an abstract that begins "On May 14, 2003, as requested, we briefed Congress on our preliminary views on the Capital Asset Realignment for Enhanced Services (CARES) process initiated by the Department of Veterans Affairs (VA). On July 29, 2003, we shared our additional perspectives, which Congressional Staff indicated would be helpful to the Commission as it considers the draft National CARES Plan that VA presented on August 4, 2003. For this reason, we are providing an overview of the approach that we plan to use during our continuing review of CARES."

Endangered Species: Difficult Choices (open access)

Endangered Species: Difficult Choices

This report discusses issues debated in the 107th Congress while is considering various proposals to amend the Endangered Species Act of 1973 (ESA). Major issues in recent years have included changing the role of science in decision-making, changing the role of critical habitat, reducing conflicts with Department of Defense activities, incorporating further protection for property owners, and increasing protection of listed species, among others. In addition, many have advocated including significant changes to ESA regulations made during the Clinton Administration in the law itself.
