Estimates were made of the volume of sludge expected from Integrated Process Strategy (IPS) processing fuel elements and in the fuel storage canisters in K East Basin, These were based on visual observations of fuel element condition in the basin and laboratory measurements of canister sludge density. The estimates, made in early 1997, are reviewed and the basic assumptions used discussed.

Sealing Rohacell to Prevent Flaking

The light, rigid foam, Rohacell, is an insulator in the cassettes for the VLPC cryostat. Focusing attention on the flaking of the Rohacell, the fear was that the Rohacell particles would interfere with the electrical equipment of the cassette. Several methods were tested to find a way to prevent the flaking, including cleaning, coating, and heating the Rohacell. Various coatings were used in trying to seal the Rohacell: Krylon, red insulating epoxy, vacuum sealant and Dapco 2030. After immersing the samples in liquid Nitrogen and letting them warm to room temperature ten times, the results were clear. Using nothing produced 8 larger flakes and countless smaller flakes. The sample coated with the Krylon exhibited 5 larger flakes and 25 smaller particles. The vacuum sealant coated specimen only generated 5 smaller flakes. When tapped, the sample coated with the red insulating epoxy produced 1 larger red flake, 20 smaller red particles and 10 white particles. The specimen heated with an electric iron only exhibited 5 smaller particles. The sample coated with the black Dapco 2030 resulted in no flakes after being tapped.

Integrated safety management system verification: Volume 1

Department of Energy (DOE) Policy (P) 450.4, Safety Management System Policy, commits to institutionalizing an Integrated Safety Management System (ISMS) throughout the DOE complex. The DOE Acquisition Regulations (DEAR 48 CFR 970) requires contractors to manage and perform work in accordance with a documented Integrated Safety Management System. The Manager, Richland Operations Office (RL), initiated a combined Phase 1 and Phase 2 Integrated Safety Management Verification review to confirm that PNNL had successfully submitted a description of their ISMS and had implemented ISMS within the laboratory facilities and processes. A combined review was directed by the Manager, RL, based upon the progress PNNL had made in the implementation of ISM. This report documents the results of the review conducted to verify: (1) that the PNNL integrated safety management system description and enabling documents and processes conform to the guidance provided by the Manager, RL; (2) that corporate policy is implemented by line managers; (3) that PNNL has provided tailored direction to the facility management; and (4) the Manager, RL, has documented processes that integrate their safety activities and oversight with those of PNNL. Interview with John Hargrove, a Army Air Corps WWII veteran from Oklahoma City, Oklahoma. Hargrove discusses growing up and his family background, being drafted into the Air Corps, training, assignment to the 18th Reconnaissance Squadron, 22nd Bomb Group at Langley Field as a radio operator, life and work at Langley, transition to the B-26, the start of the war, submarine patrol, deployment to Townsville, Australia via Hawaii, flying his first mission, liberty and recreation, bombing and close air support missions, the crew being awarded the Distinguished Flying Cross, losses, returning to the US, work as a radio instructor, meeting his wife, postwar service, and reflections on the atomic bomb. In appendix is a manuscript for an autobiography written by Hargrove, an addendum to the interview, and a letter to Ron Marcello making corrections to the interview.

Equation of state of insensitive high explosives

Detonation of an insensitive high explosive formulated with a fluorine containing binder produces a large amount of condensed carbon and gaseous HF product, which transforms into CF{sub 4} as the pressure is increased. The former (carbon condensation) is characterized by slow energy release, while the latter (HF) has no shockwave data. We have identified that these two items are the key factors, which make reliable prediction of the performance of an insensitive high explosive very difficult. This paper describes physical models to address these issues and apply the models to analyze experimental data of LX-17.

UNT program gets $600,000

The University of North Texas received a grant from the Edward and Betty Marcus Foundation, who have promised to fund the UNT Marcus Fellows Program. The new grant will fund five graduate students each year, fifteen total for three years, and each will receive a stipend of $15,000. In return the graduate students much work with the university faculty, museum staff and school teachers to create and test innovative ways to teach art.

Project W-314 specific test and evaluation plan for AZ tank farm upgrades

The purpose of this Specific Test and Evaluation Plan (STEP) is to provide a detailed written plan for the systematic testing of modifications made by the addition of the SN-631 transfer line from the AZ-O1A pit to the AZ-02A pit by the W-314 Project. The STEP develops the outline for test procedures that verify the system`s performance to the established Project design criteria. The STEP is a lower tier document based on the W-314 Test and Evaluation P1 an (TEP). Testing includes Validations and Verifications (e.g., Commercial Grade Item Dedication activities, etc), Factory Tests and Inspections (FTIs), installation tests and inspections, Construction Tests and Inspections (CTIs), Acceptance Test Procedures (ATPs), Pre-Operational Test Procedures (POTPs), and Operational Test Procedures (OTPs). The STEP will be utilized in conjunction with the TEP for verification and validation.

Deformation Mechanisms is a-Phase Silicon Nitride Ceramics

Changes of phase composition and morphology were investigated in Si{sub 3}N{sub 4} both before and after compressive deformation testing. Si{sub 3}N{sub 4} specimens, with 5 wt% Y{sub 2}O{sub 3} and 5 wt% MgAl{sub 2}O{sub 4} additives, were rapidly consolidated to preserve the initial, metastable {alpha}-phase present in the Si{sub 3}N{sub 4} starting powders. Constant strain rate compression tests were used to evaluate the strain rate dependency of the flow stress. At 1723 K, a flow stress dependency value of n = 2 was observed.
