This report discusses the reauthorization of excise tax revenues for the airport and airway trust fund, which has been a contentious issue for the last two years. Most of the concern during this period was about future funding needs for the Federal Aviation Administration (FAA). The issue, somewhat unexpectedly, became an element of the tax plans embedded in House and Senate FY1998 budget reconciliation proposals. The House proposed a major structural change in how aviation taxes would be imposed.

The charge and longitudinal spin responses induced in a spin polarized quantum well by a weak electromagnetic field are investigated within the framework of the linear response theory. The authors evaluate the excitation frequencies for the intra- and inter-subband transitions of the collective charge and longitudinal spin density oscillations including many-body corrections beyond the random phase approximation through the spin dependent local field factors, G{sub {sigma}}{sup {+-}} (q,{omega}). An equation-of-motion method was used to obtain these corrections in the limit of long wavelengths, and the results are given in terms of the equilibrium pair correlation function. The finite degree of spin polarization is shown to introduce coupling between the charge and spin density modes, in contrast with the result for an unpolarized system.

The scope of the Unit-Specific Portion is limited to Part B permit application documentation submitted for individual, `operating` treatment, storage, and/or disposal units, such as the Low-Level Burial Grounds (this document, DOE/RL-88-20).

We are developing low-temperature detectors for optical, ultraviolet, X-ray, and gamma-ray spectroscopy, and for biomolecular mass spectrometry. We present development work on these detectors and materials analysis and biomolecular mass spectrometry. We have measured thin-film Nb/Al/Al2O3/AlNb superconducting tunnel junction (STJ) X-ray detectors in the 0.2 to 1 keV band with a range of different junction sizes and aluminum film thicknesses. In one case, we have achieved the statistical limit to the energy resolution of 13 eV FWHM at 227 eV with an output count rate of 20,600 cts/s.

This research has focused on the development of a parameterization scheme for mesoscale convective systems (MCSs), to be used in numerical weather prediction models with grid spacing too coarse to explicitly simulate such systems. This is an extension to cumulus parameterization schemes, which have long been used to account for the unresolved effects of convection in numerical models. Although MCSs generally require an extended sequence of numerous deep convective cells in order to develop into their characteristic sizes and to persist for their typical durations, their effects on the large scale environment are significantly different than that due to the collective effects of numerous ordinary deep convective cells. These differences are largely due to a large stratiform cloud that develops fairly early in the MCS life-cycle, where mesoscale circulations and dynamics interact with the environment in ways that call for a distinct MCS parameterization. Comparing an MCS and a collection of deep convection that ingests the same amount of boundary layer air and moisture over an extended several hour period, the MCS will generally generates more stratiform rainfall, produce longer-lasting and optically thicker cirrus, and result in different vertical distributions of large-scale tendencies due to latent heating and moistening, momentum …
