Drunk Driving and the National Driver Register

At the 0.08 BAC level of alcohol, braking, steering, lane changing, and judgment are degraded and the driving performance of virtually all drivers is substantially impaired. During the debate on reauthorization of the federal surface transportation programs, an amendment that would require each state either to enact a 0.08 BAC law or face the loss of a portion of its Federal Highway Trust Fund monies passed the Senate and will likely be considered in the House. This proposal raises questions about the effectiveness and impacts of a 0.08 BAC law, the rights of states versus the federal government, and alternative ways to encourage the states to adopt stronger impaired driving countermeasures.

African Elephant Issues: CITES and CAMPFIRE

The conservation of African elephants has been controversial recently on two fronts: the Convention on International Trade in Endangered Species (CITES, to which the United States is a party), and a Zimbabwean program for sustainable development called CAMPFIRE, which is partially funded by the U.S. Agency for International Development (USAID). Two controversies have sprung up recently about the African elephant. One is the changing status of this species under the Convention on International Trade in Endangered Species (CITES), of which the United States is a signatory. The other is over a program in Zimbabwe called "CAMPFIRE." The partial funding of this program by the U.S. Agency for International Development has been criticized by animal welfare groups and some conservation groups, though it has been supported by other conservation groups as well as many hunting organizations.

Chemical Weapons Convention: Issues for Congress

The CWC bans the development, production, stockpiling, and use of chemical weapons by members signatories. It also requires the destruction of all chemical weapons stockpiles and production facilities. Neither the United States nor Russia will be able to meet the original CWC’s deadlines for destruction of their CW stockpiles, and have been granted extensions to at least 2012. The Convention provides the most extensive and intrusive verification regime of any arms control treaty, extending its coverage to not only governmental but also civilian facilities. The Convention also requires export controls and reporting requirements on chemicals that can be used as warfare agents and their precursors. The CWC establishes the Organization for the Prohibition of Chemical Weapons (OPCW) to oversee the Convention’s implementation.

China’s economy remained relatively healthy in 2002, despite economic slowdowns in other parts of the world. Foreign investment continued to pour into China, and the Chinese government effectively used public spending to boost the economy. However, painful economic reforms will be necessary to keep the economic strong in 2003 and beyond. The recent outbreak in early 2003 of a very contagious virus called SevereAcuteRespiratory Syndrome (SARS) in China appears to have had a short-term negative impact on the Chinese economy.
