A letter report issued by the Government Accountability Office with an abstract that begins "The United States enacted legislation in May 2008 applying federal immigration law to the Commonwealth of the Northern Mariana Islands (CNMI) subject to a transition period. The CNMI is subject to most U.S. laws but has administered its own immigration system, including admitting foreign workers, tourists, and foreign investors. The Secretary of Homeland Security, in consultation with the Secretaries of the Interior, Labor, and State, and the Attorney General, has the responsibility to establish a transition program. GAO was asked to review how the legislation's implementation may affect the CNMI economy, in particular the CNMI's (1) labor market, including foreign workers; (2) tourism sector; and (3) foreign investment. Funeral program for Wilton J. Boxie, Sr., born June 24, 1918 and died July 28, 2008. The funeral was held August 4, 2008 at St. Gerard's Catholic Church, officiated by Father Alton Carr. Funeral arrangements were made through Lewis Funeral Home and he was buried in Fort Sam Houston National Cemetery near San Antonio, Texas.

Iraq's political system, the result of a U.S.-supported election process, continues to be riven by sectarianism and ethnic and factional infighting. The Administration asserts that the passage of key laws in 2008 will help heal remaining rifts and continue to reduce violence. Others see the schisms widening as Iraqi leaders wrangle over unresolved issues that are complicating the holding of provincial elections.

Ring polymer molecular dynamics (RPMD) is used to directly simulate the dynamics of an excess electron in a supercritical fluid over a broad range of densities. The accuracy of the RPMD model is tested against numerically exact path integral statistics through the use of analytical continuation techniques. At low fluid densities, the RPMD model substantially underestimates the contribution of delocalized states to the dynamics of the excess electron. However, with increasing solvent density, the RPMD model improves, nearly satisfying analytical continuation constraints at densities approaching those of typical liquids. In the high density regime, quantum dispersion substantially decreases the self-diffusion of the solvated electron. In this regime where the dynamics of the electron is strongly coupled to the dynamics of the atoms in the fluid, trajectories that can reveal diffusive motion of the electron are long in comparison to {beta}{h_bar}.

We present a measurement of the branching fraction of neutral B meson decaying to final states containing a K1 meson, i.e. K{sub 1}(1270) and K{sub 1}(1400), and a charged pion. The data, collected with the BABAR detector at the Stanford Linear Accelerator Center, represent 454 million B{bar B} pairs produced in e{sup +}e{sup -} annihilation. We measure the branching fraction {Beta}(B{sup 0} {yields} K{sub 1}{sup +}{pi}{sup -}) = (31.0 {+-} 2.7 {+-} 6.9) x 10{sup -6}, where the first error quoted is statistical and the second is systematic. In the framework of the K-matrix formalism used to describe these decays, we also set limits on the ratio of the production constants for the K{sub 1}(1270){sup +} and K{sub 1}(1400){sup +} mesons in B{sup 0} decays.

The authors present evidence of D{sup 0}-{bar D}{sup 0} mixing using a time-dependent amplitude analysis of the decay D{sup 0} {yields} K{sup +}{pi}{sup -}{pi}{sup 0} in a data sample of 384 fb{sup -1} collected with the BABAR detector at the PEP-II e{sup +}e{sup -} collider at SLAC. Assuming CP conservation, they measure the mixing parameters x{prime}{sub K{pi}{pi}{sup 0}} = [2.61{sub -0.68}{sup +0.57}(stat.) {+-} 0.39(syst.)]%, y{prime}{sub K{pi}{pi}{sup 0}} = [-0.06{sub -0.64}{sup +0.55}(stat.) {+-} 0.34(syst.)]%. The confidence level for the data to be consistent with the no-mixing hypothesis is 0.1%, including systematic uncertainties. This result is inconsistent with the no-mixing hypothesis with a significance of 3.2 standard deviations. They find no evidence of CP violation in mixing.

The authors present an investigation of the decays {bar B}{sup 0} {yields} {Lambda}{sub c}{sup +}{bar p} and B{sup -} {yields} {Lambda}{sub c}{sup +}{bar p}{pi}{sup -} based on 383 x 10{sup 6} {Upsilon}(4S) {yields} B{bar B} decays recorded with the BABAR detector. They measure the branching fractions of these decays; their ratio is {Beta}(B{sup -} {yields} {Lambda}{sub c}{sup +}{bar p}{pi}{sup -})/{Beta}({bar B}{sup 0} {yields} {Lambda}{sub c}{sup +}{bar p}) = 15.4 {+-} 1.8 {+-} 0.3. The B{sup -} {yields} {Lambda}{sub c}{sup +}{bar p}{pi}{sup -} process exhibits an enhancement at the {Lambda}{sub c}{sup +}{bar p} threshold and is a laboratory for searches for excited charm baryon states. They observe the resonant decays B{sup -} {yields} {Sigma}{sub c}(2455){sup 0}{bar p} and B{sup -} {Sigma}{sub c}(2800){sup 0}{bar p} but see no evidence for B{sup -} {yields} {Sigma}{sub c}(2520){sup 0}{bar p}. This is the first observation of the decay B{sup -} {yields} {Sigma}{sub c}(2800){sup 0}{bar p}; however, the mass of the observed excited {Sigma}{sub c}{sup 0} state is (2846 {+-} 8 {+-} 10) MeV/c{sup 2}, which is somewhat inconsistent with previous measurements. Finally, they examine the angular distribution of the B{sup -} {yields} {Sigma}{sub c}(2455){sup 0}{bar p} decays and measure the spin of the {Sigma}{sub c}(2455){sup …

This memo summarizes simple calculations and results of the thermal analysis on the second stripper to be used in the driver linac of Rare Isotope Accelerator (RIA). Both liquid (Sodium) and solid (Titanium and Vanadium) stripper concepts were considered. These calculations were intended to provide basic information to evaluate the feasibility of liquid (thick film) and solid (rotating wheel) second strippers. Nuclear physics calculations to estimate the volumetric heat generation in the stripper material were performed by 'LISE for Excel'. In the thermal calculations, the strippers were modeled as a thin 2D plate with uniform heat generation within the beam spot. Then, temperature distributions were computed by assuming that the heat spreads conductively in the plate in radial direction without radiative heat losses to surroundings.

The APS photoinjector drive laser system has been in operation since 1999 and is achieving a performance level exceeding the requirement of stable operation of the LEUTL FEL system. One remarkable number is the UV energy stability of better than 2% rms, sometimes less than 1% rms. This report summarizes the operation experience of the laser system and the improvements made along the way. We also outline the route of upgrade of the system and some frontier laser research and development opportunities in ultrabright electron beam generation.

He was trained as an engine mechanic in Iowa and upon completion was assigned to Motor Boat Torpedo Squadron 31, aboard PT-464, as a motor machinist. He patrolled the Solomon Islands, Palau, Leyte, and Okinawa. The small crew often traveled across the open ocean under their own power, burning 500 gallons of gasoline an hour at top speed. They never saw action or fired a torpedo, but at Okinawa Sanders was kept busy in the engine room as their boat constantly transported military personnel between ships. He recalls dragging two passengers aboard in a typically rough manner, only to realize once they were on deck that they were Admiral Turner and General Buckner. Sanders returned home and was discharged in December 1945.

The specific hydrogen market determines the value of hydrogen from different sources. Each hydrogen production technology has its own distinct characteristics. For example, steam reforming of natural gas produces only hydrogen. In contrast, nuclear and solar hydrogen production facilities produce hydrogen together with oxygen as a by-product or co-product. For a user who needs both oxygen and hydrogen, the value of hydrogen from nuclear and solar plants is higher than that from a fossil plant because 'free' oxygen is produced as a by-product. Six factors that impact the relative economics of fossil, nuclear, and solar hydrogen production to the customer are identified: oxygen by-product, avoidance of carbon dioxide emissions, hydrogen transport costs, storage costs, availability of low-cost heat, and institutional factors. These factors imply that different hydrogen production technologies will be competitive in different markets and that the first markets for nuclear and solar hydrogen will be those markets in which they have a unique competitive advantage. These secondary economic factors are described and quantified in terms of dollars per kilogram of hydrogen.
