FISCAL YEAR 2006 REPORT ON ELECTROLYZER COMPONENT DEVELOPMENT FOR THE HYBRID SULFUR PROJECT

Thermochemical processes are being developed to provide global-scale quantities of hydrogen. A variant on sulfur-based thermochemical cycles is the Hybrid Sulfur (HyS) Process which uses a sulfur dioxide depolarized electrolyzer (SDE) to produce the hydrogen. In FY05, testing at the Savannah River National Laboratory (SRNL) explored a low temperature fuel cell design concept for the SDE. The advantages of this design concept include high electrochemical efficiency and small volumetric footprint that is crucial for successful implementation on a commercial scale. A key component of the SDE is the ion conductive membrane through which protons produced at anode migrate to the cathode and react to produce hydrogen. An ideal membrane for the SDE should have both low ionic resistivity and low sulfur dioxide transport. These features allow the electrolyzer to perform at high currents with low potentials, along with preventing contamination of both the hydrogen output and poisoning of the catalysts involved. Another key component is the electrocatalyst material used for the anode and cathode. Good electrocatalysts should be chemically stable and low overpotential for the desired electrochemical reactions. Eruptive and Geomorphic Processes at the Lathrop Wells Scoria Cone

The {approx}80 ka Lathrop Wells volcano (southern Nevada, U.S.A.) preserves evidence for a range of explosive processes and emplacement mechanisms of pyroclastic deposits and lava fields in a small-volume basaltic center. Early cone building by Strombolian bursts was accompanied by development of a fan-like lava field reaching {approx}800 m distance from the cone, built upon a gently sloping surface. Lava flows carried rafts of cone deposits, which provide indirect evidence for cone facies in lieu of direct exposures in the active quarry. Subsequent activity was of a violent Strombolian nature, with many episodes of sustained eruption columns up to a few km in height. These deposited layers of scoria lapilli and ash in different directions depending upon wind direction at the time of a given episode, reaching up to {approx}20 km from the vent, and also produced the bulk of the scoria cone. Lava effusion migrated from south to north around the eastern base of the cone as accumulation of lavas successively reversed the topography at the base of the cone. Late lavas were emplaced during violent Strombolian activity and continued for some time after explosive eruptions had waned. Annual Technical Progress Report of Radioisotope Power System Materials Production and Technology Tasks for October 1, 2004 through September 30, 2005

The Office of Space and Defense Power Systems of the Department of Energy (DOE) provides Radioisotope Power Systems (RPS) for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. For the Cassini Mission, ORNL produced carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS) used in the generators. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. This report reflects program guidance from the Office of Space and Defense Power Systems for fiscal year (FY) 2005. Production activities for prime quality (prime) CBCF insulator sets, iridium alloy blanks and foil, and CVS are summarized in this report. Technology activities are also reported that were conducted to improve the manufacturing processes, characterize materials, or to develop information for new radioisotope power systems.

State and Local Homeland Security: Unresolved Issues for the 109th Congress

Arguably, the three most important homeland security public laws enacted following the terrorist attacks on September 2001 are the USA PATRIOT Act, the Homeland Security Act of 2002, and the Intelligence Reform and Terrorism Prevention Act of 2004. This report describes each of these pieces of legislation and their respective domestic security enhancements. Many important state and local homeland security policy issues remain, separate from these three laws, which the 109th Congress might address. This report also describes these such issues, which include unmet emergency responder needs, absence of emergency responder equipment standards, and the development of state and local homeland security strategies, among others.

Technology Transfer: Use of Federally Funded Research and Development

The federal government spends approximately one-third of its annual research and development budget for intramural R&D to meet mission requirements in over 700 government laboratories (including Federally Funded Research and Development Centers). The technology and expertise generated by this endeavor may have application beyond the immediate goals or intent of federally funded R&D. Congress has established a system to facilitate the transfer of technology to the private sector and to state and local governments. Critics of this policy argue that working with the agencies and laboratories continues to be difficult and time-consuming. Proponents of the current effort assert that while the laboratories are open to interested parties, the industrial community is making little effort to use them.

International Atomic Energy Agency (IAEA) inspections since 2003 have revealed almost two decades' worth of undeclared nuclear activities in Iran, including uranium enrichment and plutonium separation efforts. The Security Council called upon Iran to take steps requested of it by the IAEA Board in February -- resuspend enrichment and reprocessing, reconsider construction of its heavy water reactor, ratify and implement the Additional Protocol, and implement transparency measures. Iran has continued enrichment activities and failed to meet the Security Council's request.

Arguably, the three most important homeland security public laws enacted following the terrorist attacks on September 2001 are: P.L. 107-56, “Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USA PATRIOT Act)”; P.L. 107-296, “Homeland Security Act of 2002”; and P.L. 108-458, “Intelligence Reform and Terrorism Prevention Act of 2004.” The PATRIOT Act focused on enhancing domestic security through anti-terrorism measures, specifically, law enforcement and legal responses to terrorism. The Homeland Security Act established the Department of Homeland Security (DHS), and the Intelligence Reform and Terrorism Prevention Act restructured the U.S. intelligence community to better assist in terrorism preparedness and response.
