Iran Sanctions

This report focuses on the United States' relationship with Iran and how the Obama Administration is handling prior administration's economic sanctions against Iran. The Obama Administration's policy approach toward Iran has contrasted with the Bush Administration's by attempting to couple the imposition of sanctions to an active and direct U.S. effort to negotiate with Iran on the nuclear issue. That approach was not initially altered because of the Iranian dispute over its June 12, 2009, elections. However, with subsequent negotiations yielding no firm Iranian agreement to compromise, since early 2010 the Administration has focused on achieving the imposition of additional U.N., U.S., and allied country sanctions whose cumulative effect would be to compel it to accept a nuclear bargain.

2001 Gordon Research Conference on Quantum Control of Light and Matter. Final progress report [agenda and attendee list]

The Gordon Research Conference on Quantum Control of Light and Matter [Quantum Control of Atomic and Molecular Motion] was held at Mount Holyoke College, South Hadley, Massachusetts, July 29 - August 3, 2001. The conference was attended by 119 participants. The attendees represented the spectrum of endeavor in this field, coming from academia, industry, and government laboratories, and included US and foreign scientists, senior researchers, young investigators, and students. Emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate discussion about the key issues in the field today. Session topics included the following: General perspectives, Phase control, Optimal control, Quantum information, Light manipulation and manipulation with light, Control in the condensed phase, Strong field control, Laser cooling and Bose-Einstein Condensate dynamics, and Control in the solid phase.

Tank 241U102 Grab Samples 2U-99-1 and 2U-99-2 and 2U-99-3 Analytical Results for the Final Report

This document is the final report for tank 241-U-102 grab samples. Five grab samples were collected from riser 13 on May 26, 1999 and received by the 222-S laboratory on May 26 and May 27, 1999. Samples 2U-99-3 and 2U-99-4 were submitted to the Process Chemistry Laboratory for special studies. Samples 2U-99-1, 2U-99-2 and 2U-99-5 were submitted to the laboratory for analyses. Analyses were performed in accordance with the Compatibility Grab Sampling and Analysis Plan for Fiscal year 1999 (TSAP) (Sasaki, 1999) and the Data Quality Objectives for Tank Farms Waste Compatibility Program (DQO) (Fowler 1995, Mulkey and Miller 1998). The analytical results are presented in the data summary report. None of the subsamples submitted for differential scanning calorimetry (DSC), total organic carbon (TOC) and plutonium 239 (Pu239) analyses exceeded the notification limits as stated in TSAP.

Status of Database for Electrochemical Noise Based Corrosion Monitoring

Underground storage tanks made of mild steel are used to contain radioactive waste generated by plutonium production at the Hanford Site. Corrosion of the walls of these tanks is a major issue. Corrosion-related failure of waste tank walls could lead to the leakage of radioactive contaminants to the soil and groundwater. It is essential to monitor corrosion conditions of the tank walls to determine tank integrity and ensure safe waste storage until retrieval and final waste disposal can be accomplished. Corrosion monitoring/control is currently provided at the Hanford Site through a waste chemistry sampling and analysis program. In this process, tank waste is sampled, analyzed and compared to a selection of laboratory exposures of coupons in simulated waste. Tank wall corrosion is inferred by matching measured tank chemistries to the results of the laboratory simulant testing. This method is expensive, time consuming, and does not yield real-time data. A project to improve the Hanford Site's corrosion monitoring strategy was started in 1995.

Proceedings of RIKEN BNL Research Center Workshop: Brookhaven Summer Program on Quarkonium Production in Elementary and Heavy Ion Collisions

Understanding the structure of the hadron is of fundamental importance in subatomic physics. Production of heavy quarkonia is arguably one of the most fascinating subjects in strong interaction physics. It offers unique perspectives into the formation of QCD bound states. Heavy quarkonia are among the most studied particles both theoretically and experimentally. They have been, and continue to be, the focus of measurements in all high energy colliders around the world. Because of their distinct multiple mass scales, heavy quarkonia were suggested as a probe of the hot quark-gluon matter produced in heavy-ion collisions; and their production has been one of the main subjects of the experimental heavy-ion programs at the SPS and RHIC. However, since the discovery of J/psi at Brookhaven National Laboratory and SLAC National Accelerator Laboratory over 36 years ago, theorists still have not been able to fully understand the production mechanism of heavy quarkonia, although major progresses have been made in recent years. With this in mind, a two-week program on quarkonium production was organized at BNL on June 6-17, 2011. Temperature and Heat Flow in a Graphite Electrode

In making various experimental heat studies a power producing metal slug is simulated by a slug with a graphite rod electrode of 3/8" diameter inserted lengthwise through it. There is a helium filled annular space between the graphite and the inner surface of the slug cylinder. Radiant heat passes from the electrode to the metal; with proper adjustment of the electrode current the slug in the steady state will therefor "produce" the same amount of energy from its exterior surface as it would under operating conditions. The question arises, however, as to how uniform the electrode temperature is along its length. And also, in some cases one end of the electrode is embedded in the slug metal; it is then desirable to know how much heat flows by conduction from the electrode into the slug.

Growth and Metabolism of Individual Bacterial Cells Utilizing Nanosims [Summary of Work]

This work involved the use of the Nano-SIMS Instrument at Lawrence Livermore Laboratory, in an effort to utilize this unique tool for experiments in Biology. The work consisted primarily of experiments to measure in real time, C and N fixation in cyanobacteria. The work revealed a number of the difficulties in using the nano-SIMS approach with biological material, but with collaboration from a number of individuals at USC and LLNL, major progress was made. The collaborators from LLNL were from the Chemistry Group (Dr. Peter Weber), and the Biology Group (Dr. Jennifer Pett-Ridge). In addition, there were a number of other scientists involved from LLNL. The USC group consisted of Dr. K.H. Nealson, the PI on the grant, Dr. R. Popa, a postdoctoral fellow and research associate at USC, Professor Douglas Capone, and Juliet Finze, a graduate student in biology. Two major experiments were done, both of which yielded new and exciting data. (1) We studied nitrogen and carbon fixation in Anabaena, demonstrating that fixation ofN occurred rapidly in the heterocysts, and that the fixed N was transported rapidly and completely to the vegetative cells. Co-firing high sulfur coal with refuse derived fuels. Technical report {number_sign}4

In order to study combustion performance under conditions similar to that in the AFBC system, the authors conducted a series of experiments at a heating rate of 100 C/min using the TGA/FTIR/MS system. Results indicate that more hydrocarbons are evolved at the faster heating rate, owing to incomplete combustion of the fuel. Chlorinated organic compounds can be formed at high heating rates. Certain oxidation products such as organic acids and alcohols are obtained at the slow heating rate. To simulate the conditions used in the atmospheric fluidized bed combustor (AFBC) at Western Kentucky University, studies were also conducted using a quartz tube in a tube furnace. The temperature conditions were kept identical to those of the combustor. The products evolved from the combustion of coal, PVC, and mixtures of the two were trapped in suitable solvents at different temperatures, and analyzed using the Shimadzu GC/MS system. The detection limits and the GC/MS analytical parameters were also established. The experiments were conducted keeping in mind the broader perspective; that of studying conditions conducive to the formation of chlorinated organic compounds from the combustion of coal/MSW blends. 32 figs., 16 tabs.
