Horse Slaughter Prevention Bills and Issues

More than 90,000 U.S. horses were slaughtered for human food in 2005, mainly for European and Asian consumers. Congress voted to limit the use of FY2006 appropriated funds for such slaughter, but the practice continues, funded by industry user fees. Debate continues on the acceptability of horse slaughter, and how care for and/or humanely dispose of horses if they no longer went for human food.

Sri Lanka: Background and U.S. Relations

Sri Lanka is a constitutional democracy with relatively high educational and social standards. The country's political, social, and economic development has been seriously constrained by ethnic conflict between the majority Sinhalese and minority Tamil ethnic groups. U.S. policy supports efforts to reform Sri Lanka's democratic political system in a way that provides for full political participation of all communities; it does not endorse the establishment of another independent state on the island. Since Sri Lankan independence in 1948, the U.S. has provided more than $1.7 billion in assistance funds, including some $13 million in FY2006.

Millennium Challenge Account

In a speech on March 14, 2002, President Bush outlined a proposal for a major new U.S. foreign aid initiative. The Millennium Challenge Account (MCA) is managed by the Millennium Challenge Corporation (MCC) and provides assistance, through a competitive selection process, to developing nations that are pursuing political and economic reforms in three areas: ruling justly, investing in people, and fostering economic freedom. If fully implemented, the initiative would represent one of the largest increases in foreign aid spending in half a century. A growing question raised by some Members of Congress concerns the level of funding to support MCC programs.

Free Trade Agreements: Impact on U.S. Trade and Implications for U.S. Trade Policy

Free trade areas (FTAs) are arrangements among two or more countries under which they agree to eliminate tariffs and nontariff barriers on trade in goods among themselves. However, each country maintains its own policies, including tariffs on trade outside the region. In the last few years, the United States has engaged or has proposed to engage in negotiations to establish bilateral and regional free trade arrangements with a number of trading partners. The United States has been conducting negotiations with 33 Western Hemispheric countries with a stated goal of forming a Free Trade Area of the Americas (FTAA) by 2005 and with various Asian and Pacific-Rim countries to achieve free trade and investment by 2020. These efforts are of direct interest to Congress. FTAs raise several important policy issues for the second session of 109th Congress as it considers implementing legislation and monitors negotiations as part of its oversight responsibilities, which this report explores and examines.

North Korea's Nuclear Weapons Program

North Korea's decisions and policies regarding nuclear weapons create a foreign policy problem for the United States. The main objective of the Bush Administration is to secure the dismantling of North Korea's plutonium and uranium-based nuclear programs. Critics of the Bush Administration have charged that despite its tough rhetoric, the Administration gives North Korea a relatively low priority in U.S. foreign policy and takes a passive diplomatic approach to the nuclear issue and other issues. This report outlines the Administration's strategy in regards to this. It also describes international reactions and responses to this strategy and to the U.S.-North Korean relations in general.
