Review of waste package verification tests. Semiannual report, October 1984-March 1985

The potential of WAPPA, a second-generation waste package system code, to meet the needs of the regulatory community is analyzed. The analysis includes an indepth review of WAPPA`s individual process models and a review of WAPPA`s operation. It is concluded that the code is of limited use to the NRC in the present form. Recommendations for future improvement, usage, and implementation of the code are given. This report also describes the results of a testing program undertaken to determine the chemical environment that will be present near a high-level waste package emplaced in a basalt repository. For this purpose, low carbon 1020 steel (a current BWIP reference container material), synthetic basaltic groundwater and a mixture of bentonite and basalt were exposed, in an autoclave, to expected conditions some period after repository sealing (150{sup 0}C, {approx_equal}10.4 MPa). Parameters measured include changes in gas pressure with time and gas composition, variation in dissolved oxygen (DO), pH and certain ionic concentrations of water in the packing material across an imposed thermal gradient, mineralogic alteration of the basalt/bentonite mixture, and carbon steel corrosion behavior. Evaluation of a Subunit Vaccine to Infectious Hematopoietic Necrosis (IHN) Virus, 1984 FY Annual Report.

A prototype subunit vaccine to IHN virus is being developed by recombinant DNA techniques. The techniques involve the isolation and characterization of the glycoprotein gene, which encodes the viral protein responsible for inducing a protective immune response in fish. The viral glycoprotein gene has been cloned and a restriction map of the cloned gene has been prepared. Preliminary DNA sequence analysis of the cloned gene has been initiated so that manipulation of the gene for maximum expression in appropriate plasmid vectors is possible. A recombinant plasmid containing the viral gene inserted in the proper orientation adjacent to a very strong lambda promoter and ribosome binding site has been constructed. Evaluation of this recombinant plasmid for gene expression is being conducted. Immunization trials with purified viral glycoprotein indicate that fish are protected against lethal doses of IHNV after immersion and intraperitoneal methods of immunization. In addition, cross protection immunization trials indicate that Type 2 and Type 1 IHN virus produce glycoproteins that are cross-protective.

Report of the task force on SSC commissioning and operations

In 1985 January a Taskforce was organized to study the impact of magnet design on the commissioning and operation of the SSC. The results of the study, in the form of this report, are intended as one of several sources of input for the Magnet Type Selection Committee. Other major input will come from the Magnet Taskforce, the Test String Taskforce, the Cost Estimating Taskforce, and other study groups. All of these efforts will culminate in a magnet type selection, after which concentrated R&D on the selected magnet can commence. The study began with a one-week workshop, held on the UC Berkeley campus in 1985 January 14--18. An interim report of the Taskforce, based on the results of the Workshop, was published on 1985 January 28 (SSC-05). With very few exceptions, the work of the Taskforce was carried out by the participants in the Workshop, both during the workshop and in the subsequent weeks. This report is the collective effort of that group, whose very substantial contribution of time, effort, and thought is gratefully acknowledged.

INFX GUIDE: DEPARTMENT OF ENERGY BILATERAL AGREEMENTS FOR COOPERATION IN THE FIELD OF RADIOACTIVE WASTE MANAGEMENT (INFX: INTERNATIONAL INFORMATION EXCHANGE)

As the U. S. Department of Energy (DOE) and DOE contractors have increased the magnitude and scope of their cooperative activities with other nations in the nuclear fuel cycle and waste management field, a need has developed for ready sources of information concerning foreign waste management programs, DOE technology exchange policies, bilateral fuel cycle and waste management agreements and plans and activities to implement those agreements. The INFX (International InLormation E~change) Guide is one of a series of documents that have been prepared to provide that information. The INFX Guide has been compiled under the charter of PNL's International Support Office (IPSO) to maintain for DOE a center to collect, organize, evaluate and disseminate information on foreign and international radioactive waste management programs. Because the information in this document is constantly subject to change, the document is assembled in loose-leaf form to accommodate frequent updates.

Phase and Amplitude Control of the Radio Frequency Wave in the Two-Beam Accelerator

The sensitivity of the radio frequency (rf) wave generated by the free electron laser portion of a Two-Beam Accelerator (TBA) is analyzed, both analytically and numerically in a 'resonant particle' approximation. It is shown that the phase of the rf wave is strongly dependent upon errors in the wiggler strength and wavelength and upon the electron beam characteristics of energy and current. The resulting phase error is shown to be unacceptable for a TBA, given reasonable errors in various components. A feedback system is proposed which will keep the rf wave phase within acceptable bounds. However, the feedback system is, at best, cumbersome and a simpler system would be desirable.

Search for the neutrinoless muon decay. mu. /sup +/. -->. e/sup +/. gamma

Separate muon, electron, and tau numbers are conserved in the minimal standard model of electroweak interactions with massless neutrinos. However, in many extensions to the standard model, separate lepton numbers are not expected to be conserved quantities. A new search for muon number non-conserving processes has been undertaken at the Los Alamos Meson Physics Facility (LAMPF), specifically to look for three neutrinoless decay modes of the muon. The search for the decay of a muon to an electron and a photon is discussed here. A new detector facility, located in the LAMPF stopped muon channel, was developed for this experiment. This Crystal Box detector consists of a cylindrical drift chamber surrounded by a plastic scintillator hodoscope and a large solid angle, modularized, NaI(Tl) calorimeter. The apparatus measures the trajectories, relative timing, and energies of charged particles and photons from the decays of positive muons stopped in a central target. The assembly and calibration of the detector are described, and the procedure for taking data is discussed. The sample of 1.3 million candidate events, from the first data run of the Crystal Box, was analyzed using a maximum-likelihood method. Electron energy loss spectroscopy of CH/sub 3/N/sub 2/CH/sub 3/ adsorbed on Ni(100), Ni(111), Cr(100), Cr(111)

A study of the adsorption of CH/sub 3/N/sub 2/CH/sub 3/ on Ni(100), Ni(111), Cr(100), and Cr(111) using high resolution electron energy loss spectroscopy (EELS) is presented. Under approximately the same conditions of coverage, the vibrational spectra of CH/sub 3/N/sub 2/CH/sub 3/ on these four surfaces are quite distinct from one another, implying that the CH/sub 3/N/sub 2/CH/sub 3/-substrate interaction is very sensitive to the physical and electronic structure of each surface. In addition to the room temperature studies, the evolution of surface species on the Ni(100) surface in the temperature range 300 to 425 K was studied. Analysis of the Ni(100) spectra indicates that molecular adsorption, probably through the N lone pair, occurs at room temperature. Spectra taken after annealing the CH/sub 3/N/sub 2/CH/sub 3/-Ni(100) surfaces indicate that CH and CN bond scission occurred at the elevated temperatures. Decomposition of CH/sub 3/N/sub 2/CH/sub 3/ takes place on the Ni(111), Cr(100), and Cr(111) surfaces at room temperature, as evidenced by the intensity of the carbon-metal stretch in the corresponding spectra. Bounce-averaged Fokker-Planck code for stellarator transport

A computer code for solving the bounce-averaged Fokker-Planck equation appropriate to stellarator transport has been developed, and its first applications made. The code is much faster than the bounce-averaged Monte-Carlo codes, which up to now have provided the most efficient numerical means for studying stellarator transport. Moreover, because the connection to analytic kinetic theory of the Fokker-Planck approach is more direct than for the Monte-Carlo approach, a comparison of theory and numerical experiment is now possible at a considerably more detailed level than previously.

Structural study of multilayered vanadium/nickel superlattices

We have studied the microstructure of V/Ni metallic superlattice, using x-ray and neutron diffraction. We find a sharp and broad rocking curves around the first-order Bragg peak, and attribute them to a columnar structure which gives rise to two modulation structures; one the ordinary layered structure within the columns and the other the averaged modulation structure which produces the sharp rocking peak.

Validation of KENO V. a. and two cross-section libraries for criticality calculations of low-enriched uranium systems

The SCALE code system, utilizing the Monte Carlo computer code KENO V.a, was employed to calculate 37 critical experiments. The critical assemblies had /sup 235/U enrichments of 5% or less and cover a variety of geometries and materials. Values of k/sub eff/ were calculated using two different results using either of the cross-section libraries. The 16-energy-group Hansen-Roach and the 27-energy-group ENDF/B-IV cross-section libraries, available in SCALE, were used in this validation study, and both give good results for the experiments considered. It is concluded that the code and cross sections are adequate for low-enriched uranium systems and that reliable criticality safety calculations can be made for such systems provided the limits of validated applicability are not exceeded.

Elastic scattering of polarized protons on helium three at 800 MeV

A set of spin dependent parameters and cross sections has been measured for polarized p-/sup 3/He elastic scattering over the range of q .7 to 4.2 fm/sup -1/. The experiment was done at the Los Alamos Meson Physics Facility (LAMPF) using the High Resolution Spectrometer (HRS) with a polarized proton beam at .8 GeV. The focal plane polarimeter of the HRS was used to determine the spin direction of the scattered proton. Since /sup 3/He is one of the simplest nuclei, polarized p-/sup 3/He scattering provides a very sensitive test of multiple scattering theories. The theoretical analysis was done by using two different wave functions for /sup 3/He as input to the multiple scattering theory. The theoretical calculations and experimental data together will give us useful information about nucleon-nucleon amplitudes and also help us to obtain a better understanding of the scattering process. 68 refs., 55 figs., 9 tabs.

Each summary elucidates the information or data most pertinent to situations encountered in siting, constructing, and operating a mined repository in salt for high-level radioactive waste. Real time analysis under EDS

This paper describes the analysis component of the Enrichment Diagnostic System (EDS) developed for the Atomic Vapor Laser Isotope Separation Program (AVLIS) at Lawrence Livermore National Laboratory (LLNL). Four different types of analysis are performed on data acquired through EDS: (1) absorption spectroscopy on laser-generated spectral lines, (2) mass spectrometer analysis, (3) general purpose waveform analysis, and (4) separation performance calculations. The information produced from this data includes: measures of particle density and velocity, partial pressures of residual gases, and overall measures of isotope enrichment. The analysis component supports a variety of real-time modeling tasks, a means for broadcasting data to other nodes, and a great degree of flexibility for tailoring computations to the exact needs of the process. A particular data base structure and program flow is common to all types of analysis. Key elements of the analysis component are: (1) a fast access data base which can configure all types of analysis, (2) a selected set of analysis routines, (3) a general purpose data manipulation and graphics package for the results of real time analysis. Each of these components are described with an emphasis upon how each contributes to overall system capability. 3 figs.

Use of logic flowgraph models in a computer aided process analysis and management system

The development of a multi-function computer-aided process analysis and management (CAPAM) system, to be implemented in nuclear power plant control rooms, is proposed and discussed. The design goals identified for such a system are early disturbance detection and diagnosis, accompanied by identification of the best possible recovery actions or alternative success paths. The CAPAM structure is articulated in three functional levels with dedicated CRT displays. Increasing amount of diagnostic or recovery information is made available to the operators at the lower display levels. Probabilistic safety margins to the loss of important safety functions may be also calculated. The proposed implementation of the CAPAM concept is based on the use of logic flowgraph networks for the more detailed system modeling. Lawrence Berkeley Laboratory magnetic-moment sorting system

The Magnetic Measurements Engineering Group at Lawrence Berkeley Laboratory (LBL) has designed and built, and is currently using, a Magnetic-moment Measurement and Sorting System (MMSS). The MMSS measures magnetic moments of permanent-magnet material and sorts the material according to selected criteria. The MMSS represents the latest application of the LBL General Purpose Magnetic Measurement Data Acquisition System reported on a MT-8. We describe the theoretical basis for the MMSS, the analog and digital components, and a unique method of calibrating tne MMSS using only measured electrical quantities. We also discuss the measurement and sorting of permanent-magnet material to be incorporated in beam-line elements (dipoles and quadrupoles) in the Lawrence Livermore National Laboratory Advanced Test Accelerator Beam Director.

Testing of the superconducting solenoid for the Fermilab collider detector

The 3 m phi x 5 m long x 1.5 T superconducting solenoid for the Fermilab Collider Detector has been installed at Fermilab and was tested in early 1985 with a dedicated refrigeration system. The refrigerator and 5.6-Mg magnet cold mass were cooled to 5 K in 210 hours. After testing at low currents, the magnet was charged to the design current of 5 kA in 5-MJ steps. During a 390 A/min charge a spontaneous quench occurred at 4.5 kA due to insufficient liquid helium flow. Three other quenches occurred during ''slow'' discharges which were nevertheless fast enough to cause high eddy current heating in the outer support cylinder. Quench behavior is well understood and the magnet is now quite reliable.

ION-1 technical manual

The portable gamma-ray and neutron detector electronics (ION-1) gives a digital readout of the current-mode response produced by gamma rays in an ion chamber and of amplification and scaling of pulses received from a neutron detector. The primary application is the measurement of gamma-ray and neutron activity of irradiated reactor fuels stored at a reactor or at a storage pond away from a reactor. ION-1 is the first such instrument to use a design that allows communication of procedures, response, and results between instrument and inspector. It prompts the inspector through procedures, carries out programmed measurement steps, calculates results and error estimates, and performs internal diagnostic checks. This Technical Manual describes adjustment procedures and limited technical information that enable the inspector to troubleshoot at the board level. 5 figs., 10 tabs.
