Oral History Interview with Fred Aguilar, July 12 2016

Fred Aguilar was born in 1950 in a small barrio located in the affluent Alamo Heights neighborhood of San Antonio. His father's determination along with his his mother's dedication to volunterism provided him the fortitude to not only survive the discrimintation he witnessed in his youth, but to also become an community activist in both Houston and Baytown. After the Jose Campos Torres case sparked Aguilar's participation in the Houston Chicana/o Movement, he would move to Baytown where he became involved in the West Baytown Civic Assocation, the United Concerned Citizens of Baytown, gang prevention, and the co-founding of the Promise Center. He talks about how the Jose Campos Torres case outraged the Houston Chicana/o community, how he tackled gang graffiti and worked with youth on mural projects through the West Baytown Civic Association, how African Americans and Mexican Americans in Baytown came together to address police brutality after the brutal death of Luis Alfonso Torres, and how the Promise Center is committed to serving the community through child, youth, and adult programming. Aguilar also speaks about the importance of gang prevention endeavors, particularly in the area of art and culture.

Collaborative Research: ARM observations for the development and evaluation of models and parameterizations of cloudy boundary layers

This is a collaborative project with Dr. Ping Zhu at Florida International University. It was designed to address key issues regarding the treatment of boundary layer cloud processes in climate models with UM’s research focusing on the analyses of ARM cloud radar observations from MMCR and WACR and FIU’s research focusing on numerical simulations of boundary layer clouds. This project capitalized on recent advancements in the ARM Millimeter Cloud Radar (MMCR) processing and the development of the WACR (at the SGP) to provide high temporal and spatial resolution Doppler cloud radar measurements for characterizing in-cloud turbulence, large-eddy circulations, and high resolution cloud structures of direct relevance to high resolution numerical modeling studies. The principal focus of the observational component of this collaborative study during this funding period was on stratocumulus clouds over the SGP site and fair-weather cumuli over the Nauru site. The statistical descriptions of the vertical velocity structures in continental stratocumulus clouds and in the Nauru shallow cumuli that are part of this study represents the most comprehensive observations of the vertical velocities in boundary layer clouds to date and were done in collaboration with Drs. Virendra Ghate and Pavlos Kollias.

Recovery Act: Energy Efficiency of Data Networks through Rate Adaptation (EEDNRA) - Final Technical Report

This Concept Definition Study focused on developing a scientific understanding of methods to reduce energy consumption in data networks using rate adaptation. Rate adaptation is a collection of techniques that reduce energy consumption when traffic is light, and only require full energy when traffic is at full provisioned capacity. Rate adaptation is a very promising technique for saving energy: modern data networks are typically operated at average rates well below capacity, but network equipment has not yet been designed to incorporate rate adaptation. The Study concerns packet-switching equipment, routers and switches; such equipment forms the backbone of the modern Internet. The focus of the study is on algorithms and protocols that can be implemented in software or firmware to exploit hardware power-control mechanisms. Hardware power-control mechanisms are widely used in the computer industry, and are beginning to be available for networking equipment as well. Network equipment has different performance requirements than computer equipment because of the very fast rate of packet arrival; hence novel power-control algorithms are required for networking. This study resulted in five published papers, one internal report, and two patent applications, documented below. Arturo spoke about growing up in Crystal City. Him working the fields during his earlier years. He speaks a lot about local Crystal City politics. The initial push for representation envisaged by Los Cinco. Some about local Crystal City folks who were drafted for Vietnam. During this period--late 1960s, Arturo went to Wisconsin to work and live. He talked about the Crystal City walkouts--hearing about them in Wisconsin then moving back--and the demands that the students made. Finally, he talks a lot about Raza Unida internal politics, especially his side of the split. He was with the Barrio club/anti-Gutierrez faction and running Gutierrez out of Crystal City.

Fay Batch was born and raised in Fairfield, New Jersey. Her parents were social justice advocates with various organizations, including the NAACP. As a child and teenager, she participated in various rallies and joined picket lines in chain stores to challenge segregation. Upon graduating from high school, Batch attended the University of Southern California from 1975-1979. After graduating from the USC, she moved to the Midland-Odessa area with her husband, also a USC graduate, who was originally from the area. In Midland, Batch began registering African American voters in the east side of the city. Batch was elected to the Ector County ISD Board of Trustees, where she served from 2000 to 2013. In this position, she had a vital role in helping more fully integrate ECISD schools. As an School District Trustee, from 2000-2013, Batch helped oversee the school system reach unitary status under a federal court.

Paraxial WKB Method Applied to the Lower Hybrid Wave Propagation

The paraxial WKB (pWKB) approximation, also called beam tracing method, has been employed in order to study the propagation of lower hybrid (LH) waves in a tokamak plasma. Analogous to the well-know ray tracing method, this approach reduces Maxwell's equations to a set of ordinary differential equations, while, in addition, retains the effects of the finite beam cross-section, and, thus, the effects of diffraction. A new code, LHBEAM (Lower Hybrid BEAM tracing), is presented, which solves the pWKB equations in tokamak geometry for arbitrary launching conditions and for analytic and experimental plasma equilibria. In addition, LHBEAM includes linear electron Landau damping for the evaluation of the absorbed power density and the reconstruction of the wave electric field in both the physical and Fourier space. Illustrative LHBEAM calculations are presented along with a comparison with the ray tracing code GENRAY and the full wave solver TORIC-LH.

Community Development Block Grant Funds in Disaster Relief and Recovery

This report discusses how Community Development Block Grant (CDBG) programs are funded by Congress and what they have been used for in recent years: recovery efforts following terrorist attacks, riots, and natural disasters. The 111th Congress is considering $100 million in CDBG funds to help states and communities undertake disaster recovery activities in presidentially declared disaster areas affected by severe storms and flooding during the period from March 2010 through May 2010. The act limited distribution of these funds to states where the entire state was declared a disaster area (Rhode Island) and to states where at least 20 counties within the state were declared disaster areas (Tennessee, Kentucky, and Nebraska).
