Ballistic Missile Defense: Actions Needed to Improve Training Integration and Increase Transparency of Training Resources

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2002, the Department of Defense (DOD) has spent over $80 billion on developing and fielding a Ballistic Missile Defense System (BMDS) comprised of various land-and sea-based elements employed by multiple combatant commands and services. Since the time available to intercept a missile is short, integrating training among all organizations involved is important to connect seams where commands and elements must work together. In response to House Report 111-491 which accompanied H.R. 5136, GAO assessed the extent to which DOD has (1) developed a plan for integrating ballistic missile defense training across and among commands and multiple elements, and identified training roles, responsibilities, and commensurate authorities; and (2) identified and budgeted for the resources to support training. To do so, GAO analyzed DOD training instructions, plans, exercises, and budgets and assessed the extent to which the Missile Defense Agency (MDA) and the services have agreed on training cost estimates and funding responsibilities."

Coast Guard: Civil Rights Directorate Can Enhance Workforce Restructuring Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "The United States Coast Guard's (USCG) Civil Rights Directorate's (CRD) principal functions are to provide Equal Opportunity (EO) services to its approximately 50,000 active duty military, and Equal Employment Opportunity (EEO) services to its 8,000 civilian employees. We reported in April 2010 that CRD had taken action to help resolve its management challenges, such as dissatisfaction among USCG personnel and to improve its civil rights program, primarily guided by recommendations resulting from a 2009 Booz Allen Hamilton (BAH) study that CRD commissioned. Among these recommendations were that CRD centralize its organizational structure and institute a full-time equal employment workforce, which BAH expected would help significantly enhance program components, such as organizational cohesion. According to CRD officials, they implemented these recommendations in July 2009, and at the time of our last review continued to build on the organizational restructuring. In response to BAH recommendations, in July 2009 CRD: (1) Reorganized its field operations to deliver civil rights services by specialists through a centrally managed national structure divided into three national regions headed by regional managers. Troubled Asset Relief Program: The Government's Exposure to AIG Following the Company's Recapitalization

A letter report issued by the Government Accountability Office with an abstract that begins "Assistance provided by the Department of the Treasury (Treasury) under the Troubled Asset Relief Program (TARP), and the Board of Governors of the Federal Reserve System (Federal Reserve) to American International Group, Inc. (AIG) represented one of the federal government's largest investments in a private sector institution. AIG is a holding company that, through its subsidiaries, engages in a broad range of insurance and insurance-related activities in the United States and abroad. As part of GAO's statutory oversight of TARP, this report updates a set of indicators GAO last reported in January 2011. Specifically, GAO discusses (1) trends in the financial condition of AIG and its insurance companies, (2) the status of the government's exposure to AIG, and (3) trends in the unwinding of AIG Financial Products (AIGFP). To update the indicators, GAO primarily used available public filings as of March 31, 2011, and more current publicly available information; reviewed rating agencies' reports; and identified critical activities and discussed them with officials from Treasury, the Federal Reserve, and AIG. Treasury, the Federal Reserve, and AIG provided technical comments that GAO incorporated, as appropriate."

The Solar 2 Green Energy, Arts and Education Center is an 8,000 sq.ft. demonstration project that will be constructed to Platinum LEED certification and will be the first carbon-neutral, net-zero energy use public building in New York City, giving it local and national appeal. Employing “green” building features and holistic engineering practices throughout its international award-winning design, Solar 2 will be powered by a 90kW photovoltaic (PV) array in conjunction with a geothermal heating and cooling system and a high efficient design that seeks to reduce the overall energy load of the building. Solar 2 will replace our current 500 sq.ft. prototype facility - known as Solar 1 - as the educational and cultural centerpiece of a five-block public greenway on the East River in Stuyvesant Cove Park, located along two acres of public riverfront on a newly reclaimed, former brownfield in lower Manhattan. REACTOR PHYSICS MODELING OF SPENT RESEARCH REACTOR FUEL FOR TECHNICAL NUCLEAR FORENSICS

Technical nuclear forensics (TNF) refers to the collection, analysis and evaluation of pre- and post-detonation radiological or nuclear materials, devices, and/or debris. TNF is an integral component, complementing traditional forensics and investigative work, to help enable the attribution of discovered radiological or nuclear material. Research is needed to improve the capabilities of TNF. One research area of interest is determining the isotopic signatures of research reactors. Research reactors are a potential source of both radiological and nuclear material. Research reactors are often the least safeguarded type of reactor; they vary greatly in size, fuel type, enrichment, power, and burn-up. Many research reactors are fueled with highly-enriched uranium (HEU), up to {approx}93% {sup 235}U, which could potentially be used as weapons material. All of them have significant amounts of radiological material with which a radioactive dispersal device (RDD) could be built. Therefore, the ability to attribute if material originated from or was produced in a specific research reactor is an important tool in providing for the security of the United States. Currently there are approximately 237 operating research reactors worldwide, another 12 are in temporary shutdown and 224 research reactors are reported as shut down. ACCEPTABILITY ENVELOPE FOR METAL HYDRIDE-BASED HYDROGEN STORAGE SYSTEMS

The design and evaluation of media based hydrogen storage systems requires the use of detailed numerical models and experimental studies, with significant amount of time and monetary investment. Thus a scoping tool, referred to as the Acceptability Envelope, was developed to screen preliminary candidate media and storage vessel designs, identifying the range of chemical, physical and geometrical parameters for the coupled media and storage vessel system that allow it to meet performance targets. The model which underpins the analysis allows simplifying the storage system, thus resulting in one input-one output scheme, by grouping of selected quantities. Two cases have been analyzed and results are presented here. In the first application the DOE technical targets (Year 2010, Year 2015 and Ultimate) are used to determine the range of parameters required for the metal hydride media and storage vessel. In the second case the most promising metal hydrides available are compared, highlighting the potential of storage systems, utilizing them, to achieve 40% of the 2010 DOE technical target. Results show that systems based on Li-Mg media have the best potential to attain these performance targets.

Generalized Courant-Snyder Theory and Kapchinskij-Vladimirskij Distribution For High-intensity Beams In A Coupled Transverse Focusing Lattice

The Courant-Snyder (CS) theory and the Kapchinskij-Vladimirskij (KV) distribution for high-intensity beams in a uncoupled focusing lattice are generalized to the case of coupled transverse dynamics. The envelope function is generalized to an envelope matrix, and the envelope equation becomes a matrix envelope equation with matrix operations that are non-commutative. In an uncoupled lattice, the KV distribution function, first analyzed in 1959, is the only known exact solution of the nonlinear Vlasov-Maxwell equations for high-intensity beams including self-fields in a self-consistent manner. The KV solution is generalized to high-intensity beams in a coupled transverse lattice using the generalized CS invariant. This solution projects to a rotating, pulsating elliptical beam in transverse configuration space. The fully self-consistent solution reduces the nonlinear Vlasov-Maxwell equations to a nonlinear matrix ordinary differential equation for the envelope matrix, which determines the geometry of the pulsating and rotating beam ellipse. These results provide us with a new theoretical tool to investigate the dynamics of high-intensity beams in a coupled transverse lattice. A strongly coupled lattice, a so-called N-rolling lattice, is studied as an example. It is found that strong coupling does not deteriorate the beam quality. Instead, the coupling induces beam rotation, and reduces beam pulsation.

There are many uses of predictions of ITER plasma performance. One is assessing requirements of different plasma regimes. For instance, what current drive and control are needed for steady state. The heating, current drive, and torque systems planned for initial DT operation are negative ion neutral beam injection (NB), ion cyclotron resonance (IC), and electron cyclotron resonance (EC). Which combinations of heating are optimal. What are benefits of the torques, current drive, and fueling using NB. What are the shine-through power and optimum voltage for the NB? What are optimal locations and aiming of the EC launchers? Another application is nuclear licensing (e.g. System integrity, how many neutrons).

EXPERIMENTAL INVESTIGATION OF NATURAL CONVECTION HEAT TRANSFER OF IONIC LIQUID IN A RECTANGULAR ENCLOSURE HEATED FROM BELOW

This paper presents an experimental study of natural convection heat transfer for an Ionic Liquid. The experiments were performed for 1-butyl-2, 3-dimethylimidazolium bis(trifluoromethylsulfonyl)imide, ([C{sub 4}mmim][NTf{sub 2}]) at a Raleigh number range of 1.26 x 10{sup 7} to 8.3 x 10{sup 7}. In addition to determining the convective heat transfer coefficients, this study also included experimental determination of thermophysical properties of [C{sub 4}mmim][NTf{sub 2}] such as, density, viscosity, heat capacity, and thermal conductivity. The results show that the density of [C{sub 4}mmim][NTf{sub 2}] varies from 1.437-1.396 g/cm{sup 3} within the temperature range of 10-50 C, the thermal conductivity varies from 0.105-0.116 W/m.K between a temperature of 10 to 60 C, the heat capacity varies from 1.015 J/g.K - 1.760 J/g.K within temperature range of 25-340 C and the viscosity varies from 18cp-243cp within temperature range 10-75 C. The results for density, thermal conductivity, heat capacity, and viscosity were in close agreement with the values in the literature. Measured dimensionless Nusselt number was observed to be higher for the ionic liquid than that of DI water. This is expected as Nusselt number is the ratio of heat transfer by convection to conduction and the ionic liquid has lower thermal conductivity (approximately 18%) …

Parallel Index and Query for Large Scale Data Analysis

Modern scientific datasets present numerous data management and analysis challenges. State-of-the-art index and query technologies are critical for facilitating interactive exploration of large datasets, but numerous challenges remain in terms of designing a system for process- ing general scientific datasets. The system needs to be able to run on distributed multi-core platforms, efficiently utilize underlying I/O infrastructure, and scale to massive datasets. We present FastQuery, a novel software framework that address these challenges. FastQuery utilizes a state-of-the-art index and query technology (FastBit) and is designed to process mas- sive datasets on modern supercomputing platforms. We apply FastQuery to processing of a massive 50TB dataset generated by a large scale accelerator modeling code. We demonstrate the scalability of the tool to 11,520 cores. Motivated by the scientific need to search for inter- esting particles in this dataset, we use our framework to reduce search time from hours to tens of seconds.

INTEGRATION OF FACILITY MODELING CAPABILITIES FOR NUCLEAR NONPROLIFERATION ANALYSIS

Developing automated methods for data collection and analysis that can facilitate nuclear nonproliferation assessment is an important research area with significant consequences for the effective global deployment of nuclear energy. Facility modeling that can integrate and interpret observations collected from monitored facilities in order to ascertain their functional details will be a critical element of these methods. Although improvements are continually sought, existing facility modeling tools can characterize all aspects of reactor operations and the majority of nuclear fuel cycle processing steps, and include algorithms for data processing and interpretation. Assessing nonproliferation status is challenging because observations can come from many sources, including local and remote sensors that monitor facility operations, as well as open sources that provide specific business information about the monitored facilities, and can be of many different types. Although many current facility models are capable of analyzing large amounts of information, they have not been integrated in an analyst-friendly manner. This paper addresses some of these facility modeling capabilities and illustrates how they could be integrated and utilized for nonproliferation analysis. Geometric Phase of the Gyromotion for Charged Particles in a Time-dependent Magnetic Field

We study the dynamics of the gyrophase of a charged particle in a magnetic field which is uniform in space but changes slowly with time. As the magnetic field evolves slowly with time, the changing of the gyrophase is composed of two parts. The rst part is the dynamical phase, which is the time integral of the instantaneous gyrofrequency. The second part, called geometric gyrophase, is more interesting, and it is an example of the geometric phase which has found many important applications in different branches of physics. If the magnetic field returns to the initial value after a loop in the parameter space, then the geometric gyrophase equals the solid angle spanned by the loop in the parameter space. This classical geometric gyrophase is compared with the geometric phase (the Berry phase) of the spin wave function of an electron placed in the same adiabatically changing magnetic field. Even though gyromotion is not the classical counterpart of the quantum spin, the similarities between the geometric phases of the two cases nevertheless reveal the similar geometric nature of the different physics laws governing these two physics phenomena.

Crystal fields, disorder, and antiferromagnetic short-range order in (Yb{sub 0.24}Sn{sub 0.76})Ru

We report extensive measurements on a new compound (Yb{sub 0.24}Sn{sub 0.76})Ru that crystallizes in the cubic CsCl structure. Valence band photoemission and L{sub 3} x-ray absorption show no divalent component in the 4f configuration of Yb. Inelastic neutron scattering (INS) indicates that the eight-fold degenerate J-multiplet of Yb{sup 3+} is split by the crystalline electric field (CEF) into a Γ{sub 7} doublet ground state and a Γ{sub 8} quartet at an excitation energy 20 meV. The magnetic susceptibility can be fit very well by this CEF scheme under the assumption that a Γ{sub 6} excited state resides at 32 meV; however, the Γ{sub 8}/Γ{sub 6} transition expected at 12 meV was not observed in the INS. The resistivity follows a Bloch-Grüneisen law shunted by a parallel resistor, as is typical of systems subject to phonon scattering with no apparent magnetic scattering. All of these properties can be understood as representing simple local moment behavior of the trivalent Yb ion. At 1 K, there is a peak in specific heat that is too broad to represent a magnetic phase transition, consistent with absence of magnetic reflections in neutron diffraction. Novel Self-Thickening Chemicals for Improved Conformance Control

The objective of this project is to identify single chemical agents that exhibit a desirable rheological property whereby if such a chemical is dissolved in salt water it increases the solution viscosity significantly with time. We term that behavior as 'self-thickening' and have nicknamed this as 'T85 technology'. As detailed in the original project proposal, such single chemical products can be applied to advantage as agents for selectively slowing or blocking high flow water channels in subsurface oil reservoirs. The net effect is a decrease in water and an increase in oil flow and production. The initial testing has focused on five different synthetic co-polymers that have two or more chemical groups. These chemicals were dissolved at a concentration of 2500 ppm into different salt solutions (sodium chloride, potassium chloride, and calcium chloride) that encompass a range of dissolved salt concentrations. For the sodium chloride and potassium chloride solutions the salt concentration ranged from 1-5 wt%. The calcium chloride dihydrate sample concentrations ranged from 0.1-1 wt%. One set of samples being aged at 25 C and a second set at 50 C. Viscosity measurements versus aging time show two of these agents may exhibit apparent self-thickening behavior under certain salinity …

CONTAINMENT EVALUATION OF PU-METAL TRANSPORT USING MULTIPLE BARRIERS

A methodology was developed previously by SRNL to show that Al-SNF with cladding breaches can be directly transported in standard casks and maintained within the allowable release rates. This novel approach may be extended to other nuclear material systems. Utilizing an adaptation to the methodology, a containment analysis has been performed for the scenario of non-routine transfer of a damaged 9975 package containing plutonium metal from K-area monitored storage to F-area on the Savannah River Site. A multiple barrier system with each barrier having a defined leakage rate of less than 1 x 10{sup -3} cm{sup 3}/sec of air at Standard Temperature and Pressure was analyzed to determine the number of barriers needed to transport the package under normal transportation conditions to meet transportation requirements for containment. The barrier system was analyzed parametrically to achieve a composite system that met the federal requirements for the maximum permissible release rate. The multiple barrier system acts to retard the release of radioactivity. That is, a build-up in the radioactivity release rate occurs with time.
