Radiation leukaemogenesis at low doses DE-FG02-05 ER 63947 Final Technical Report 15 May 2005 – 14 May 2010

This report provides a complete summary of the work undertaken and results obtained under US Department of Energy grant DF-FG02-05 ER 63947, Radiation leukaemogenesis at low doses. There is ample epidemiological evidence indicating that ionizing radiation is carcinogenic in the higher dose range. This evidence, however, weakens and carries increasing uncertainties at doses below 100-200 mSv. At these low dose levels the form of the dose-response curve for radiation-induced cancer cannot be determined reliably or directly from studies of human populations. Therefore animal, cellular and other experimental systems must be employed to provide supporting evidence on which to base judgements of risk at low doses. Currently in radiological protection a linear non-threshold (LNT) extrapolation of risk estimates derived from human epidemiological studies is used to estimate risks in the dose range of interest for protection purposes. Myeloid leukaemias feature prominently among the cancers associated with human exposures to ionising radiation (eg UNSCEAR 2006; IARC 2000). Good animal models of radiation-induced acute myeloid leukaemia (AML) are available including strains such as CBA, RFM and SJL (eg Major and Mole 1978; Ullrich et al 1976; Resnitzky et al 1985). Deprivation of Honest Services as a Basis for Federal Mail and Wire Fraud Convictions

The United States Supreme Court in Skilling v. United States construed the honest services branch of the federal mail and wire fraud statutes to reach no more than cases involving bribery or kickbacks. The mail and wire fraud statutes, 18 U.S.C. §§ 1341 and 1343, impose criminal penalties for the use of mail or interstate wire communications to deprive another of money or property through a "scheme or artifice to defraud." Commerical-Scale CO2 Capture and Sequestration for the Cement Industry

On June 8, 2009, DOE issued Funding Opportunity Announcement (FOA) Number DE-FOA-000015 seeking proposals to capture and sequester carbon dioxide from industrial sources. This FOA called for what was essentially a two-tier selection process. A number of projects would receive awards to conduct front-end engineering and design (FEED) studies as Phase I. Those project sponsors selected would be required to apply for Phase II, which would be the full design, construction, and operation of their proposed technology. Over forty proposals were received, and ten were awarded Phase I Cooperative Agreements. One of those proposers was CEMEX. CEMEX proposed to capture and sequester carbon dioxide (CO2) from one of their existing cement plants and either sequester the CO2 in a geologic formation or use it for enhanced oil recovery. The project consisted of evaluating their plants to identify the plant best suited for the demonstration, identify the best available capture technology, and prepare a design basis. The project also included evaluation of the storage or sequestration options in the vicinity of the selected plant.

Effects of Quartz Particle Size and Sucrose Addition on Melting Behavior of a Melter Feed for High-Level Glass

The behavior of melter feed (a mixture of nuclear waste and glass-forming additives) during waste-glass processing has a significant impact on the rate of the vitrification process. We studied the effects of silica particle size and sucrose addition on the volumetric expansion (foaming) of a high-alumina feed and the rate of dissolution of silica particles in feed samples heated at 5 C/min up to 1200 C. The initial size of quartz particles in feed ranged from 5 to 195 {micro}m. The fraction of the sucrose added ranged from 0 to 0.20 g per g glass. Extensive foaming occurred only in feeds with 5-{micro}m quartz particles; particles {ge}150 {micro}m formed clusters. Particles of 5 {micro}m completely dissolved by 900 C whereas particles {ge}150 {micro}m did not fully dissolve even when the temperature reached 1200 C. Sucrose addition had virtually zero impact on both foaming and the dissolution of silica particles. Over 100 sites in the United States are currently tasked with the storage of nuclear waste. The largest is the Hanford Site located in southeastern Washington State with 177 subterranean tanks containing over fifty-million gallons of nuclear waste from plutonium production from 1944 through 1987. Heavy-Duty Diesel Engine No{Sub X} Reduction With Nitrogen-Enriched Combustion Air. Final Crada Report.

The concept of engine emissions control by modifying intake combustion gas composition from that of ambient air using gas separation membranes has been developed during several programs undertaken at Argonne. These have led to the current program which is targeted at heavy-duty diesel truck engines. The specific objective is reduction of NO{sub x} emissions by the target engine to meet anticipated 2007 standards while extracting a maximum of 5 percent power loss and allowing implementation within commercial constraints of size, weight, and cost. This report includes a brief review of related past programs, describes work completed to date during the current program, and presents interim conclusions. Following a work schedule adjustment in August 2002 to accommodate problems in module procurement and data analysis, activities are now on schedule and planned work is expected to be completed in September, 2004. Currently, we believe that the stated program requirements for the target engine can be met, based upon extrapolation of the work completed. Planned project work is designed to experimentally confirm these projections and result in a specification for a module package that will meet program objectives.

Guidelines for Estimating Unmetered Landscaping Water Use

The document lays-out step by step instructions to estimate landscaping water using two alternative approaches: evapotranspiration method and irrigation audit method. The evapotranspiration method option calculates the amount of water needed to maintain a healthy turf or landscaped area for a given location based on the amount of water transpired and evaporated from the plants. The evapotranspiration method offers a relatively easy “one-stop-shop” for Federal agencies to develop an initial estimate of annual landscape water use. The document presents annual irrigation factors for 36 cities across the U.S. that represents the gallons of irrigation required per square foot for distinct landscape types. By following the steps outlined in the document, the reader can choose a location that is a close match their location and landscape type to provide a rough estimate of annual irrigation needs without the need to research specific data on their site. The second option presented in the document is the irrigation audit method, which is the physical measurement of water applied to landscaped areas through irrigation equipment. PNNL Coal Gasification Research

This report explains the goals of PNNL in relation to coal gasification research. The long-term intent of this effort is to produce a syngas product for use by internal Pacific Northwest National Laboratory (PNNL) researchers in materials, catalysts, and instrumentation development. Future work on the project will focus on improving the reliability and performance of the gasifier, with a goal of continuous operation for 4 hours using coal feedstock. In addition, system modifications to increase operational flexibility and reliability or accommodate other fuel sources that can be used for syngas production could be useful.
