Glass results for the can-in-canister demonstration canister S00144

During the Defense Waste Processing Facility (DWPF) Proficiency Runs, two test canisters containing small cans of surrogate plutonium glass were filled with glass. One of the test canisters contained a rack with eight small cans and one contained a rack with twenty small cans. The canister with eight small cans was discussed in another report.1 The canister with twenty small cans was sectioned by the Savannah River Technology Center (SRTC) and samples of the glass were removed for analysis. This report is a summary of the results of the glass testing of the DWPF canister (S00144) which contained a rack with twenty small cans of surrogate plutonium glass. Significant results of the demonstration with the DWPF canister containing the twenty cans of surrogate plutonium glass are listed.

GNS-12 Packaging design criteria

The purpose of this Packaging Design Criteria (PDC) is to provide criteria for the Safety Analysis Report for Packaging (SARP)(Onsite). The SARP provides the evaluation to demonstrate that the onsite transportation safety criteria are met for the transport and storage of the 324 Building vitrified encapsulated material in the GNS-12 cask. In this application, the approved PDC provides a formal set of standards for the payload requirements, and guidance for the current cask transport configuration and a revised storage seal and primary lid modification design.

Decision document for transuranic tank waste disposal

During the Tank Waste Remediation System systems requirements review, an issue was raised regarding the disposal of potentially transuranic tank waste. This report documents the decision analysis process to resolve this issue. A decision was made to blend the Hanford Site transuranic tank waste with high-level waste for disposal in an offsite repository. In the interim, the transuranic tank waste will remain stored consistent with the existing safety authorization basis and waste compatibility requirements. The transuranic tank waste will not be sent to the Waste Isolation Pilot Plant for disposal. The decision is justified based on several decision criteria including cost,volume of waste produced, operability, safety, and technical maturity. There is no cost incentive to segregate transuranic tank waste for disposal at Waste Isolation Pilot Plant. The additional operating and capital costs required to immobilize segregated transuranic tank waste outweigh the savings gained in disposal cost.

The scope of this Preliminary Design Requirements Document is to identify and define the functions, with associated requirements, which must be performed to demonstrate and accomplish the initial single-shell tank saltcake retrieval from selected tanks. This document sets forth functions, requirements, performance requirements and design constraints necessary to begin conceptual design for the Initial Single-shell Tank Retrieval System. System and physical interfaces between the Initial Single-shell Tank Retrieval System project and the Tank Waste Remediation are identified. The constraints, performance requirements, and transfer of information and data across a technical interface will be documented in an Interface Control Document. The design requirements provided in this document will be augmented by additional detailed design to be documented by the project.

Miscellaneous streams best management practices (BMP) report

The Washington State Department of Ecology (Ecology) and U.S. Department of Energy Consent Order No. DE 91NM-177 (Consent Order) lists regulatory milestones for liquid effluent streams at the Hanford Site to comply with the permitting requirements of Washington Administrative Code (WAC) 173-216 (`State Waste Discharge Permit Program`) or WAC 173-218 (`Washington Underground Injection Control Program`) where applicable. Hanford Site liquid effluent streams discharging to the soil column are categorized as Phase I and Phase II Streams, and Miscellaneous Streams. There were originally 33 Phase I and Phase II Streams, however some of these streams have been eliminated. Miscellaneous Streams are those liquid effluent streams discharged to the ground that are not categorized as Phase I or Phase II Streams, and are subject to the requirements of several milestones identified in the Consent Order. The three criteria for identifying streams that are potentially affecting groundwater are: (1) streams discharging to surface contaminated areas (referred to as category `b` streams); (2) potentially contaminated streams (referred to as category `c` streams); and (3) streams discharging within 91 meters (300 feet) of a contaminated crib, ditch, or trench (referred to as category `d` streams). The Soviet program for peaceful uses of nuclear explosions

The concept of utilizing the weapons of war to serve the peaceful pursuits of mankind is as old as civilization itself. Perhaps the most famous reference to this basic desire is recorded in the Book of Micah where the great prophet Isiah called upon his people `to turn your spears into pitchforks and your swords into plowshares.` As the scientists at Los Alamos worked on developing the world`s first atomic bomb, thoughts of how this tremendous new source of energy could be used for peaceful purposes generally focused on using the thermal energy generated by the slow fission of uranium in a reactor, such as those being used to produce Plutonium to drive electric power stations. However, being scientists in a new, exciting field, it was impossible to avoid letting their minds wander from the task at hand to other scientific or non-military uses for the bombs themselves. During the Manhattan Project, Otto Frisch, one of the pioneers in the development of nuclear fission process in the 1930s, first suggested using an atomic explosion as a source for a large quantities of neutrons which could used in scientific experiments designed to expand their understanding of nuclear physics. U.S./Russian lab-to-lab materials protection, control and accounting program efforts at the Institute of Inorganic Materials. Revision 1

The All-Russian Scientific Research Institute of Inorganic Materials (VNIINM) performs research in nuclear power reactor fuel, spent fuel reprocessing and waste management, materials science of fissionable and reactor structural materials, metallurgy, superconducting materials, and analytical sciences. VNIINM supports the Ministry of Atomic Energy of the Russian Federation (MINATOM) in technologies for fabrication and processing of nuclear fuel. As a participant in the US/Russian Lab-to-Lab nuclear materials protection, control and accounting (MPC and A) program, VNIINM is providing support for measurements of nuclear materials in bulk forms by developing specifications, test and evaluation, certification, and implementation of measurement methods for such materials. In 1996, VNIINM will be working with Brookhaven staff in developing and documenting material control and accounting requirements for nuclear materials in bulk form, Livermore and Los Alamos staff in testing and evaluating gamma-ray spectrometry methods for bulk materials, Los Alamos staff in test and evaluation of neutron-coincidence counting techniques, Oak Ridge staff in accounting of bulk materials with process instrumentation, and Pacific Northwest staff on automating VNIINM`s coulometric titration system.
