Management Pre-Start Review Final Report for the Biosafety Level 3 (BSL-3) Facility (B368) Lawrence Livermore National Laboratory

A Lawrence Livermore National Laboratory (LLNL) Management Pre-Start Review (MPR) Team was formed to independently verify the operational readiness of Building 368 (B368) Biosafety Level III (BSL-3) Facility to conduct research with biological pathogens and toxins including those considered Select Agents. Review objectives and criteria were developed from the DOE/NNSA and LLNL requirements. These were provided in the Implementation Plan for the Biosafety Level III (BSL-3) Facility Management Pre-Start Review (BSL-3 MPR) at Lawrence Livermore National Laboratory that was reviewed and approved by DOE/NNSA-LSO. The formal part of the LLNL MPR for the BSL-3 Facility was begun in August of 2005 but work on the MPR was stopped in October of 2005 due to the need for LLNL to reassess organizational and operational controls and respond to Centers for Disease Control and Prevention inquiries related to a shipping incident involving select agents. The MPR was restarted in mid-June of 2006. Preliminary facility tours and familiarization with project documents took place in June of 2005. Characterization of Suspect Fuel Rod Pieces from the 105 K West Basin

This report provides physical and radiochemical characterization results from examinations and laboratory analyses performed on {approx}0.55-inch diameter rod pieces found in the 105 K West (KW) Basin that were suspected to be from nuclear reactor fuel. The characterization results will be used to establish the technical basis for adding this material to the contents of one of the final Multi-Canister Overpacks (MCOs) that will be loaded out of the KW Basin in late FY2006 or at a later time depending on project priorities. Fifteen fuel rod pieces were found during the clean out of the KW Basin. Based on lack of specific credentials, documentation, or obvious serial numbers, none of the items could be positively identified nor could their sources or compositions be described. Item weights and dimensions measured in the KW Basin indicated densities consistent with the suspect fuel rods containing uranium dioxide (UO2), uranium metal, or being empty. Extensive review of the Hanford Site technical literature led to the postulation that these pieces likely were irradiated test fuel prepared to support of the development of the Hanford ''New Production Reactor'', later called N Reactor. Technology for Increasing Geothermal Energy Productivity. Computer Models to Characterize the Chemical Interactions of Goethermal Fluids and Injectates with Reservoir Rocks, Wells, Surface Equiptment

This final report describes the results of a research program we carried out over a five-year (3/1999-9/2004) period with funding from a Department of Energy geothermal FDP grant (DE-FG07-99ID13745) and from other agencies. The goal of research projects in this program were to develop modeling technologies that can increase the understanding of geothermal reservoir chemistry and chemistry-related energy production processes. The ability of computer models to handle many chemical variables and complex interactions makes them an essential tool for building a fundamental understanding of a wide variety of complex geothermal resource and production chemistry. With careful choice of methodology and parameterization, research objectives were to show that chemical models can correctly simulate behavior for the ranges of fluid compositions, formation minerals, temperature and pressure associated with present and near future geothermal systems as well as for the very high PT chemistry of deep resources that is intractable with traditional experimental methods. Our research results successfully met these objectives. We demonstrated that advances in physical chemistry theory can be used to accurately describe the thermodynamics of solid-liquid-gas systems via their free energies for wide ranges of composition (X), temperature and pressure. Natural and Enhanced Attenuation of Chlorinated Solvents Using RT3D

RT3D (Reactive Transport in 3-Dimensions) is a reactive transport code that can be applied to model solute fate and transport for many different purposes. This document specifically addresses application of RT3D for modeling related to evaluation and implementation of Monitored Natural Attenuation (MNA). Selection of MNA as a remedy requires an evaluation process to demonstrate that MNA will meet the remediation goals. The U.S. EPA, through the Office of Solid Waste and Emergency Response (OSWER) Directive 9200.4?17P, provides the regulatory context for the evaluation and implementation of MNA. In a complementary fashion, the context for using fate and transport modeling as part of MNA evaluation is described in the EPA?s technical protocol for chlorinated solvent MNA, the Scenarios Evaluation Tool for Chlorinated Solvent MNA, and in this document. This document describes a suite of MNA/EA reaction modules that were developed for addressing complex chlorinated solvent reactions using RT3D. As an introduction, an overview of these MNA/EA reaction modules is presented, including discussions of similarities between reaction modules, the purpose of key reaction parameters, and important considerations for using the reaction modules. Subsequent sections provide the details of the reaction kinetics (conceptual model and equations), data input requirements, and example (batch reactor) results for each reaction module. This document does not discuss reaction module implementation or validation; such information will accompany the software in the form of release notes or a supplement to the RT3D manual.

Mammography: Current Nationwide Capacity Is Adequate, but Access Problems May Exist in Certain Locations

A letter report issued by the Government Accountability Office with an abstract that begins "Mammography, an X-ray procedure that can detect small breast tumors, is an important tool for detecting breast cancer at an early stage and, when coupled with appropriate treatment, can reduce breast cancer deaths. In 2002, GAO reported in Mammography: Capacity Generally Exists to Deliver Services (GAO-02-532) that the capacity to provide mammography services was generally adequate, but that the number of mammography facilities had decreased by 5 percent from 1998 to 2001 and that about one-fourth of counties had no machines. GAO was asked to update its information on facility closures and mammography service capacity. The Food and Drug Administration (FDA) regulates mammography quality and maintains a database on mammography facilities and other capacity elements. GAO reviewed FDA data on facility closures and examined reasons for closures in recent years. GAO analyzed changes in the nation's capacity for and use of mammography services using FDA capacity data and National Center for Health Statistics data on service use. The Administration's Mid-Session Review (July 2006) had a revised deficit estimate for FY2006 of $296 billion (2.3% of gross domestic product). This was over $100 billion below the FY2006 deficit estimate in the President's FY2007 budget (February 2006). On March 17, 2005, the House and Senate adopted their respective budget resolutions for FY2006. After extensive leadership discussion, a conference reached agreement on April 28; both chambers adopted it later that day. The conference agreement included reconciliation instructions for mandatory spending reductions, tax reductions, and an increase in the statutory debt limit. This report explores these issues in full, as well as detailing additional legislation regarding the FY2006 Budget and budget resolutions.
