The Budget for Fiscal Year 1998
This report discusses the efforts to reach an agreement on the fiscal year (FY) 1998 budget were, in many respects, a continuation of the efforts to balance the federal budget by (or before) FY2002. The proposals and legislation for FY1998 were designed to move the budget further towards balance.

The Capitol Visitors' Center: An Overview
This report presents the cost of the center, the most extensive addition to the Capitol since the Civil War, and the largest in the structure’s more than 200-year history, is now estimated to be at least $555 million. The project is being financed with appropriated funds, and a total of $65 million from private donations and revenue generated by the sale of commemorative coins.

Campaign Finance Bills in the 105th Congress: Comparison of H.R. 2183 (Hutchison -Allen), H.R. 3526 (Shays-Meehan), and Current Law
As pledged by Speaker Gingrich, the House renewed consideration of campaign finance reform in May 1998. The principal bill is H.R. 2183, known as the freshman bipartisan bill, introduced July 17, 1997, by Messrs. Hutchinson and Allen. Selected floor amendments and substitutes will be in order. The legislation that has generated the most publicity in the 105th Congress has been the McCain-Feingold bill (S. 25), offered on March 19, 1998, as H.R. 3526 by Messrs. Shays and Meehan;1 this has also been offered as substitute amendment no. 13 to H.R. 2183 in the current debate. Table 1 highlights key differences between the two bills, and Table 2 summarizes and compares H.R. 2183, H.R. 3526, and current law.

Africa: U.S. Foreign Assistance Issues
This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

China-U.S. Trade Issues
U.S.-China economic ties have expanded substantially over the past several years. China is now the third largest U.S. trading partner, its second largest source of imports, and its fourth largest export market. However, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China, China's refusal to float its currency, and failure to fully comply with its World Trade Organization (WTO) commitments, especially its failure to provide protection for U.S. intellectual property rights (IPR). This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

Cuba: Issues for the 107th Congress
This report examines the economic and political situation in Cuba, including the human rights situation, and U.S. policy toward Cuba. The report also analyzes a number of issues facing Congress in U.S. policy toward Cuba, including: the overall direction of U.S. policy; challenges to U.S. policy in the World Trade Organization; restrictions on commercial food and medical exports; restrictions on travel; bilateral drug trafficking cooperation; Cuba and terrorism; funding for U.S.-government sponsored radio and television broadcasting to Cuba; the Russian signals intelligence facility in Cuba; migration issues; and compensation to the families of those Americans killed in 1996 when Cuba shot down two U.S. civilian planes. The report cites legislation that was passed in the 106th Congress, and also tracks legislative action on these various issues in U.S. policy toward Cuba in the 107th Congress.

Cuba: U.S. Restrictions on Travel and Legislative Initiatives in the 107th Congress
Since the United States imposed a comprehensive trade embargo against Cuba in the early 1960s, there have been numerous policy changes to restrictions on travel to Cuba. The embargo regulations do not ban travel itself, but place restrictions on any financial transactions related to travel to Cuba, which effectively result in a travel ban. This report reflects legislative or other major developments , including a listing and discussion of legislative initiatives in the 107th Congress.

Defense Outsourcing: The OMB Circular A-76 Policy
This report provides information on the Office of Management and Budget’s (OMB) Circular A-76, “Performance of Commercial Activities,” and the impact of a related reform initiative, the Federal Activities Inventory Reform Act (FAIR) of 1998, within the Department of Defense. The Circular defines federal policy for determining whether recurring commercial activities should be outsourced to commercial sources, Governmental facilities, or through inter-service support agreements. The FAIR Act creates statutory reporting requirements for federal executive agencies, by requiring Federal executive agencies to identify activities “not inherently governmental” and consider outsourcing through managed competitions. However, FAIR does not require that agencies contract out these activities.
