Conference Committee and Related Procedures: An Introduction

Conference committees generally are free to conduct their negotiations as they choose, but they are to address only the matters on which the House and Senate have disagreed. Moreover, they are to propose settlements that represent compromises between the positions of the two houses. When they have completed their work, they submit a conference report and joint explanatory statement, and the House and Senate vote on accepting the report without amendments. Sometimes conference reports are accompanied by amendments that remain in disagreement. Only after the two houses have reached complete agreement on all provisions of a bill can it be sent to the President for his approval or veto.

Application of Reservoir Characterization and Advanced Technology to Improve Recovery and Economics in a Lower Quality Shallow Shelf Carbonate Reservoir

The Class 2 Project at West Welch was designed to demonstrate the use of advanced technologies to enhance the economics of improved oil recovery (IOR) projects in lower quality Shallow Shelf Carbonate (SSC) reservoirs, resulting in recovery of additional oil that would otherwise be left in the reservoir at project abandonment. Accurate reservoir description is critical to the effective evaluation and efficient design of IOR projects in the heterogeneous SSC reservoirs. Therefore, the majority of Budget Period 1 was devoted to reservoir characterization. Technologies being demonstrated include: (1) Advanced petrophysics; (2) Three dimensional (3-D) seismic; (3) Cross-well bore tomography; (4) Advanced reservoir simulation; (5) Carbon dioxide (CO{sub 2}) stimulation treatments; (6) Hydraulic fracturing design and monitoring; and (7) Mobility control agents.

Advanced Secondary Recovery Project for the Sooner ''D'' Sand Unit, Weld County, Colorado

The objective of this project is to increase production from the Cretaceous D Sandstone in the Denver-Julesburg (D-J) Basin through geologically targeted infill drilling and improved reservoir management of waterflood operations. This project involves multi-disciplinary reservoir characterization using high-density 3D seismic, detailed stratigraphy and reservoir simulation studies. Infill drilling, water-injection conversion and re-completing some wells to add short-radius laterals will be based on the results of the reservoir characterization studies. Production response will be evaluated using reservoir simulation and production tests. Technology transfer will utilize workshops, presentations and technical papers which will emphasize the economic advantages of implementing the demonstrated technologies. The success of this project and effective technology transfer should prompt-reappraisal of older waterflood projects and implementation of new projects in oil provinces such as the D-J Basin.

Early-time turn-on characteristics of a high current thyristor

Studies and experiments aimed at increasing the turn-on speed of high current thyristors have been carried out in recent years to meet an expanding need in the pulsed power handling capacity and high pulse repetition rate capability. The present tests were conducted to measure the early-time turn-on characteristics of ABB 2003-45A02 thyristors and to determine whether special triggering techniques could raise the safe turn-on rate to the 100,000 A/{micro}s range which would qualify it for applications such as direct drive accelerator circuits. Results were encouraging. With these devices and special triggering techniques a maximum turn-on rate of 65,373 A/{micro}s and a peak current of 19,040 A were recorded at a pulse repetition rate of 5 Hz.

Oxidative dissolution of chromium from Hanford Tank sludges under alkaline conditions

Because of the expected high cost of vitrifying and disposing of high-level waste at the U.S. Department of Energy`s Hanford Site, pretreatment processes are being developed to reduce the anticipated volume of borosilicate glass. Sludge washing and caustic leaching, the baseline sludge pretreatment process, is expected to leach out a substantial portion of the {sup 137}Cs, possibly other radionuclides, and a significant portion of such major nonradionuclides as Al or P. The decontaminated solution will be routed to the low-level waste stream, where it will be immobilized in a glass matrix. The leached solids, which will contain the transuranic elements and {sup 90}Sr, will be handled as high-level waste. Previous studies indicate that poor removal of chromium in the +3 oxidation state [Cr(III)] occurs during baseline pretreatment. Because the concentration of Cr allowed in high level waste glass is low, a relatively small amount of Cr in the sludge can have a relatively large impact on the volume of high level waste glass produced. For this reason, additional leach steps to remove Cr would be desirable, and oxidative alkaline leaching has been proposed as a simple addition to the baseline sludge pretreatment. Investigation of Combined S02/N0x Removal by Ceria Sorbents

Simultaneous removal of S02 and NOx using a regenerable solid sorbent will constitute an important improvement over the use of separate processes for the removal of these two pollutants from stack gases and possibly eliminate several shortcomings of the individual S02 and NOx removal operations. Recent studies at PHC considered cerium oxide as an alternate adsorbent to CuO. The present study aims to determine the effects of ammonia on the sulfation of the sorbent and to obtain a rate expression for the regeneration of alumina-supported CeOz sorbents. In the past quarter the effect of fly-ash, ammonia, and water on the sulfation of the sorbent was investigated. The analysis of the economics of a commercial scale ceria process has been sub-contracted to TECOGEN. This work has been completed and the report has been received.

A simplified model of aerosol removal by natural processes in reactor containments

Simplified formulae are developed for estimating the aerosol decontamination that can be achieved by natural processes in the containments of pressurized water reactors and in the drywells of boiling water reactors under severe accident conditions. These simplified formulae were derived by correlation of results of Monte Carlo uncertainty analyses of detailed models of aerosol behavior under accident conditions. Monte Carlo uncertainty analyses of decontamination by natural aerosol processes are reported for 1,000, 2,000, 3,000, and 4,000 MW(th) pressurized water reactors and for 1,500, 2,500, and 3,500 MW(th) boiling water reactors. Uncertainty distributions for the decontamination factors and decontamination coefficients as functions of time were developed in the Monte Carlo analyses by considering uncertainties in aerosol processes, material properties, reactor geometry and severe accident progression. Phenomenological uncertainties examined in this work included uncertainties in aerosol coagulation by gravitational collision, Brownian diffusion, turbulent diffusion and turbulent inertia. Uncertainties in aerosol deposition by gravitational settling, thermophoresis, diffusiophoresis, and turbulent diffusion were examined. Electrostatic charging of aerosol particles in severe accidents is discussed. Such charging could affect both the coagulation and deposition of aerosol particles. Development of the applied mathematics originating from the group theory of physical and mathematical problems

This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). Group theoretical methods are a powerful tool both in their applications to mathematics and to physics. The broad goal of this project was to use such methods to develop the implications of group (symmetry) structures underlying models of physical systems, as well as to broaden the understanding of simple models of chaotic systems. The main thrust was to develop further the complex mathematics that enters into many-particle quantum systems with special emphasis on the new directions in applied mathematics that have emerged and continue to surface in these studies. In this area, significant advances in understanding the role of SU(2) 3nj-coefficients in SU(3) theory have been made and in using combinatoric techniques in the study of generalized Schur functions, discovered during this project. In the context of chaos, the study of maps of the interval and the associated theory of words has led to significant discoveries in Galois group theory, to the classification of fixed points, and to the solution of a problem in the classification of DNA sequences.
