Methods for implementing Coulomb collisions in particle codes were studied and developed. At first, a lattice-Boltzmann method seemed promising. After considering this in more detail, it was found not to be efficient enough. A method was then sought for implementing collisional effects as changes in particle weights, instead of changes in velocities. Although this may eventually be done, it was decided that a Langevin method would be more straightforward to develop, since it was possible to build on previous work. The rest of the contract period was spent developing the Langevin method, which ultimately resulted in a published paper, in April 2008 [F.L. Hinton, Phys. Plasma 15, 042501 (2008)].

SELECTION AND PRELIMINARY EVALUATION OF ALTERNATIVE REDUCTANTS FOR SRAT PROCESSING

Defense Waste Processing Facility - Engineering (DWPF-E) has requested the Savannah River National Laboratory (SRNL) to perform scoping evaluations of alternative flowsheets with the primary focus on alternatives to formic acid during Chemical Process Cell (CPC) processing. The reductants shown below were selected for testing during the evaluation of alternative reductants for Sludge Receipt and Adjustment Tank (SRAT) processing. The reductants fall into two general categories: reducing acids and non-acidic reducing agents. Reducing acids were selected as direct replacements for formic acid to reduce mercury in the SRAT, to acidify the sludge, and to balance the melter REDuction/OXidation potential (REDOX). Non-acidic reductants were selected as melter reductants and would not be able to reduce mercury in the SRAT. Sugar was not tested during this scoping evaluation as previous work has already been conducted on the use of sugar with DWPF feeds. Based on the testing performed, the only viable short-term path to mitigating hydrogen generation in the CPC is replacement of formic acid with a mixture of glycolic and formic acids. An experiment using glycolic acid blended with formic on an 80:20 molar basis was able to reduce mercury, while also targeting a predicted REDuction/OXidation (REDOX) of 0.2 expressed as …

Status Report on Transfer of Physical and Hydraulic Properties Databases to the Hanford Environmental Information System - PNNL Remediation Decision Support Project, Task 1, Activity 6

This document provides a status report on efforts to transfer physical and hydraulic property data from PNNL to CHPRC for incorporation into HEIS. The Remediation Decision Support (RDS) Project is managed by Pacific Northwest National Laboratory (PNNL) to support Hanford Site waste management and remedial action decisions by the U.S. Department of Energy and their contractors. The objective of Task 1, Activity 6 of the RDS project is to compile all available physical and hydraulic property data for sediments from the Hanford Site, to port these data into the Hanford Environmental Information System (HEIS), and to make the data web-accessible to anyone on the Hanford Local Area Network via the so-called Virtual Library. These physical and hydraulic property data are used to estimate parameters for analytical and numerical flow and transport models that are used for site risk assessments and evaluation of remedial action alternatives. In past years efforts were made by RDS project staff to compile all available physical and hydraulic property data for Hanford sediments and to transfer these data into SoilVision{reg_sign}, a commercial geotechnical software package designed for storing, analyzing, and manipulating soils data. Steam Turbine Materials for Ultrasupercritical Coal Power Plants

The Ultrasupercritical (USC) Steam Turbine Materials Development Program is sponsored and funded by the U.S. Department of Energy and the Ohio Coal Development Office, through grants to Energy Industries of Ohio (EIO), a non-profit organization contracted to manage and direct the project. The program is co-funded by the General Electric Company, Alstom Power, Siemens Power Generation (formerly Siemens Westinghouse), and the Electric Power Research Institute, each organization having subcontracted with EIO and contributing teams of personnel to perform the requisite research. The program is focused on identifying, evaluating, and qualifying advanced alloys for utilization in coal-fired power plants that need to withstand steam turbine operating conditions up to 760°C (1400°F) and 35 MPa (5000 psi). For these conditions, components exposed to the highest temperatures and stresses will need to be constructed from nickel-based alloys with higher elevated temperature strength than the highchromium ferritic steels currently used in today’s high-temperature steam turbines. In addition to the strength requirements, these alloys must also be weldable and resistant to environmental effects such as steam oxidation and solid particle erosion. Study of the Production of Radioactive Isotopes through Cosmic Muon Spallation in KamLAND

Radioactive isotopes produced through cosmic muon spallation are a background for rare event detection in {nu} detectors, double-beta-decay experiments, and dark-matter searches. Understanding the nature of cosmogenic backgrounds is particularly important for future experiments aiming to determine the pep and CNO solar neutrino fluxes, for which the background is dominated by the spallation production of {sup 11}C. Data from the Kamioka Liquid scintillator Anti-Neutrino Detector (KamLAND) provides valuable information for better understanding these backgrounds, especially in liquid scintillator, and for checking estimates from current simulations based upon MUSIC, FLUKA, and Geant4. Using the time correlation between detected muons and neutron captures, the neutron production yield in the KamLAND liquid scintillator is measured to be (2.8 {+-} 0.3) x 10{sup -4} n/({mu} {center_dot} (g/cm{sup 2})). For other isotopes, the production yield is determined from the observed time correlation related to known isotope lifetimes. We find some yields are inconsistent with extrapolations based on an accelerator muon beam experiment.

Subtask 4.2 - Coal Gasification Short Course

Major utilities, independent power producers, and petroleum and chemical companies are intent on developing a fleet of gasification plants primarily because of high natural gas prices and the implementation of state carbon standards, with federal standards looming. Currently, many projects are being proposed to utilize gasification technologies to produce a synthesis gas or fuel gas stream for the production of hydrogen, liquid fuels, chemicals, and electricity. Financing these projects is challenging because of the complexity, diverse nature of gasification technologies, and the risk associated with certain applications of the technology. The Energy & Environmental Research Center has developed a gasification short course that is designed to provide technical personnel with a broad understanding of gasification technologies and issues, thus mitigating the real or perceived risk associated with the technology. Based on a review of research literature, tutorial presentations, and Web sites on gasification, a short course presentation was prepared. The presentation, consisting of about 500 PowerPoint slides, provides at least 7 hours of instruction tailored to an audience's interests and needs. The initial short course is scheduled to be presented September 9 and 10, 2009, in Grand Forks, North Dakota.

Techniques and use of a tunable, laser-based, MeV-Class Compton scattering light source

A Compton scattering {gamma}-ray source, capable of producing photons with energies ranging from 0.1 MeV to 0.9 MeV has been commissioned and characterized, and then used to perform nuclear resonance fluorescence (NRF) experiments. The key source parameters are the size (0.01 mm{sup 2}), horizontal and vertical divergence (6 x 10 mrad{sup 2}), duration (10 ps), spectrum and intensity (10{sup 5} photons/shot). These parameters are summarized by the peak brightness, 1.5 x 10{sup 15} photons/mm{sup 2}/mrad{sup 2}/s/0.1%bandwidth, measured at 478 keV. Additional measurements of the flux as a function of the timing difference between the drive laser pulse and the relativistic photoelectron bunch, {gamma}-ray beam profile, and background evaluations are presented. These results are systematically compared to theoretical models and computer simulations. NRF measurements performed on {sup 7}Li in LiH demonstrate the potential of Compton scattering photon sources to accurately detect isotopes in situ.

TECHNOLOGY REQUIREMENTS FOR IN SITU DECOMMISSIONING WORKSHOP REPORT

In recognition of the increasing attention being focused on In Situ Decommissioning (ISD or entombment) as an acceptable and beneficial decommissioning end state, the Department of Energy's (DOE) Office of Environmental Management (EM) is developing guidance for the implementation of ISD of excess facilities within the DOE complex. Consistent with the overarching DOE goals for increased personnel and environmental safety, reduced technical uncertainties and risks, and overall gains in efficiencies and effectiveness, EM's Office of Deactivation and Decommissioning and Facility Engineering (EM-23) initiated efforts to identify the technical barriers and technology development needs for the optimal implementation of ISD. Savannah River National Laboratory (SRNL), as the EM Corporate Laboratory, conducted an ISD Technology Needs Workshop to identify the technology needs at DOE sites. The overall goal of the workshop was to gain a full understanding of the specific ISD technical challenges, the technologies available, and those needing development. The ISD Workshop was held December 9-10, 2008 in Aiken, SC. Experienced decommissioning operations personnel from Richland Operations Office (RL), Idaho National Laboratory (INL) and Savannah River Site (SRS) along with scientists and engineers specific expertise were assembled to identify incremental and 'game changing' solutions to ISD technology challenges. As part of a cooperative agreement with the United States Department of Energy (DOE) ‐‐ entitled Technology’s Impact on Production: Developing Environmental Solutions at the State and National Level ‐ ‐ the Interstate Oil and Gas Compact Commission (IOGCC) has been tasked with assisting state governments in the effective, efficient, and environmentally sound regulation of the exploration and production of natural gas and crude oil, specifically in relation to orphaned and abandoned wells and wells nearing the end of productive life. Project goals include: Developing (a) a model framework for prioritization and ranking of orphaned or abandoned well sites; (b) a model framework for disbursement of Energy Policy Act of 2005 funding; and (c) a research study regarding the current status of orphaned wells in the nation. U.S. Agriculture: Retail Food Prices Grew Faster Than the Prices Farmers Received for Agricultural Commodities, but Economic Research Has Not Established That Concentration Has Affected These Trends

Correspondence issued by the Government Accountability Office with an abstract that begins "Over the past 25 years, farmers have received a decreasing share of the consumer food dollar. Some analysts and farm interest groups are concerned that this decline can be attributed, in part, to increasing concentration in agriculture. They believe that firms in highly concentrated markets may be able to exert market power by raising retail food prices while also depressing prices farmers receive for agricultural commodities. Others have argued that concentration has facilitated changes, such as technological innovations, that have improved productivity and served to lower food prices while increasing some farm incomes. The influence of any one factor, such as concentration, in determining agricultural commodity and retail food prices (commodity and food prices) varies and is difficult to isolate. Our prior work has noted that concentration may be one of a number of factors that can influence prices along the food marketing chain from farms to food processors, retail stores, and finally, consumers. To better understand the impact of concentration on commodity and food prices, economists have used a variety of analytical techniques and data sets. Correspondence issued by the Government Accountability Office with an abstract that begins "On May 13, 2008, the President submitted to Congress a proposed Agreement Between the Government of the United States of America and the Government of the Russian Federation for Cooperation in the Field of Peaceful Uses of Nuclear Energy (henceforth referred to as the U.S.-Russia 123 agreement) in accordance with the review requirements established under Section 123 of the Atomic Energy Act of 1954 (AEA), as amended. The United States has agreements for peaceful nuclear cooperation governing nuclear exports to nearly 50 countries, Taiwan, and the International Atomic Energy Agency (IAEA). Such agreements provide the framework and authorization for civilian nuclear cooperation, but do not guarantee that cooperation will take place or that nuclear material or technology transfers will occur. The proposed agreement with Russia would, among other things, establish the legal basis for the Department of Energy (DOE) to work with Russia on large-scale development of nuclear energy. Understanding Molecular Interactions within Chemically Selective Layered Polymer Assemblies

This work focuses on two broad issues. These are (1) the molecular origin of the chemical selectivity achieved with ultrathin polymer multilayers, and (2) how the viscoelastic properties of the polymer layers are affected by exposure to solvent and analytes. These issues are inter-related, and to understand them we need to design experiments that probe both the energetic and kinetic aspects of interfacial adsorption processes. This project focuses on controling the chemical structure, thickness, morphology and sequential ordering of polymer layers bound to interfaces using maleimide-vinyl ether and closely related alternating copolymerization chemistry and efficient covalent cross-linking reactions that allow for layer-by-layer polymer deposition. This chemistry has been developed during the funding cycle of this Grant. We have measure the equilibrium constants for interactions between specific layers within the polymer interfaces and size-controlled, surface-functionalized gold nanoparticles. The ability to control both size and functionality of gold nanoparticle model analytes allows us to evaluate the average “pore size” that characterizes our polymer films. We have measured the “bulk” viscosity and shear modulus of the ultrathin polymer films as a function of solvent overlayer identity using quartz crystal microbalance complex impedance measurements. The US DOE/MIT Innovation Acceleration Competition

The Competition asked student teams from several US Universities to propose business models, technological systems, and policy framework to accelerate the penetration of new vehicle and fuel technologies into the markets. In May 2009 the final selection of teams was announced and four of five finalist teams flew to Washington DC to present to the US Department of Energy. The five finalist teams were 1. Filter Sensing Technologies (FST) (MIT), 2. Flex Cathode Technology for Electric Vehicle Batteries, 3. Green Guidance (RPI), 4. Levant Power (MIT), and 5. Use of Air2Air Technology to Recover Fresh-Water from the Normal Evaporative Cooling Loss at Coal-Based Thermoelectric Power Plants

This program was undertaken to build and operate the first Air2Air{trademark} Water Conservation Cooling Tower at a power plant, giving a validated basis and capability for water conservation by this method. Air2Air{trademark} water conservation technology recovers a portion of the traditional cooling tower evaporate. The Condensing Module provides an air-to-air heat exchanger above the wet fill media, extracting the heat from the hot saturated moist air leaving in the cooling tower and condensing water. The rate of evaporate water recovery is typically 10%-25% annually, depending on the cooling tower location (climate).

Wireless Demand Response Controls for HVAC Systems

The objectives of this scoping study were to develop and test control software and wireless hardware that could enable closed-loop, zone-temperature-based demand response in buildings that have either pneumatic controls or legacy digital controls that cannot be used as part of a demand response automation system. We designed a SOAP client that is compatible with the Demand Response Automation Server (DRAS) being used by the IOUs in California for their CPP program, design the DR control software, investigated the use of cellular routers for connecting to the DRAS, and tested the wireless DR system with an emulator running a calibrated model of a working building. The results show that the wireless DR system can shed approximately 1.5 Watts per design CFM on the design day in a hot, inland climate in California while keeping temperatures within the limits of ASHRAE Standard 55: Thermal Environmental Conditions for Human Occupancy.

Wireless Infrastructure for Performing Monitoring, Diagnostics, and Control HVAC and Other Energy-Using Systems in Small Commercial Buildings

This project focused on developing a low-cost wireless infrastructure for monitoring, diagnosing, and controlling building systems and equipment. End users receive information via the Internet and need only a web browser and Internet connection. The system used wireless communications for: (1) collecting data centrally on site from many wireless sensors installed on building equipment, (2) transmitting control signals to actuators and (3) transmitting data to an offsite network operations center where it is processed and made available to clients on the Web (see Figure 1). Although this wireless infrastructure can be applied to any building system, it was tested on two representative applications: (1) monitoring and diagnostics for packaged rooftop HVAC units used widely on small commercial buildings and (2) continuous diagnosis and control of scheduling errors such as lights and equipment left on during unoccupied hours. This project developed a generic infrastructure for performance monitoring, diagnostics, and control, applicable to a broad range of building systems and equipment, but targeted specifically to small to medium commercial buildings (an underserved market segment). Wireless Sensor Network for Electric Transmission Line Monitoring

Generally, federal agencies tasked to oversee power grid reliability are dependent on data from grid infrastructure owners and operators in order to obtain a basic level of situational awareness. Since there are many owners and operators involved in the day-to-day functioning of the power grid, the task of accessing, aggregating and analyzing grid information from these sources is not a trivial one. Seemingly basic tasks such as synchronizing data timestamps between many different data providers and sources can be difficult as evidenced during the post-event analysis of the August 2003 blackout. In this project we investigate the efficacy and cost effectiveness of deploying a network of wireless power line monitoring devices as a method of independently monitoring key parts of the power grid as a complement to the data which is currently available to federal agencies from grid system operators. Such a network is modeled on proprietary power line monitoring technologies and networks invented, developed and deployed by Genscape, a Louisville, Kentucky based real-time energy information provider. Genscape measures transmission line power flow using measurements of electromagnetic fields under overhead high voltage transmission power lines in the United States and Europe.
