2008 LANL radionuclide air emissions report

The emissions of radionuclides from Department of Energy Facilities such as Los Alamos National Laboratory (LANL) are regulated by the Amendments to the Clean Air Act of 1990, National Emissions Standards for Hazardous Air Pollutants (40 CFR 61 Subpart H). These regulations established an annual dose limit of 10 mrem to the maximally exposed member of the public attributable to emissions of radionuclides. This document describes the emissions of radionuclides from LANL and the dose calculations resulting from these emissions for calendar year 2008. This report meets the reporting requirements established in the regulations.

Access to Broadband Networks: The Net Neutrality Debate

This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Adapting to Climate Change in Europe and Central Asia (open access)

Adapting to Climate Change in Europe and Central Asia

Contrary to popular perception, ECA faces significant threats from climate change, with a number of the most serious risks already in evidence. Vulnerability over the next ten to twenty years will be dominated by socio‐economic factors and legacy issues. Even countries and sectors that stand to benefit from climate change are poorly positioned to do so. The next decade offers a window of opportunity for ECA countries to make their development more resilient to climate change while reaping numerous co‐benefits.

Analysis of Enriched Uranyl Nitrate in Nested Annular Tank Array

Two series of experiments were performed at the Rocky Flats Critical Mass Laboratory during the 1980s using highly enriched (93%) uranyl nitrate solution in annular tanks. [1, 2] Tanks were of typical sizes found in nuclear production plants. Experiments looked at tanks of varying radii in a co-located set of nested tanks, a 1 by 2 array, and a 1 by 3 array. The co-located set of tanks had been analyzed previously [3] as a benchmark for inclusion within the International Handbook of Evaluated Criticality Safety Benchmark Experiments. [4] The current study represents the benchmark analysis of the 1 by 3 array of a series of nested annular tanks. Of the seventeen configurations performed in this set of experiments, twelve were evaluated and nine were judged as acceptable benchmarks.

Analyzing and Tracking Burning Structures in Lean Premixed Hydrogen Flames (open access)

Analyzing and Tracking Burning Structures in Lean Premixed Hydrogen Flames

This paper presents topology-based methods to robustly extract, analyze, and track features defined as subsets of isosurfaces. First, we demonstrate how features identified by thresholding isosurfaces can be defined in terms of the Morse complex. Second, we present a specialized hierarchy that encodes the feature segmentation independent of the threshold while still providing a flexible multi-resolution representation. Third, for a given parameter selection we create detailed tracking graphs representing the complete evolution of all features in a combustion simulation over several hundred time steps. Finally, we discuss a user interface that correlates the tracking information with interactive rendering of the segmented isosurfaces enabling an in-depth analysis of the temporal behavior. We demonstrate our approach by analyzing three numerical simulations of lean hydrogen flames subject to different levels of turbulence. Due to their unstable nature, lean flames burn in cells separated by locally extinguished regions. The number, area, and evolution over time of these cells provide important insights into the impact of turbulence on the combustion process. Utilizing the hierarchy we can perform an extensive parameter study without re-processing the data for each set of parameters. The resulting statistics enable scientist to select appropriate parameters and provide insight into the sensitivity …

Assessment of Zero Power Critical Experiments and Needs for a Fission Surface Power System (open access)

Assessment of Zero Power Critical Experiments and Needs for a Fission Surface Power System

The National Aeronautics and Space Administration (NASA) is providing funding to the Department of Energy (DOE) to assess, develop, and test nuclear technologies that could provide surface power to a lunar outpost. Sufficient testing of this fission surface power (FSP) system will need to be completed to enable a decision by NASA for flight development. The near-term goal for the FSP work is to conduct the minimum amount of testing needed to validate the system performance within an acceptable risk. This report attempts to assess the current modeling capabilities and quantify any bias associated with the modeling methods for designing the nuclear reactor. The baseline FSP system is a sodium-potassium (NaK) cooled, fast spectrum reactor with 93% 235U enriched HEU-O2 fuel, SS316 cladding, and beryllium reflectors with B4C control drums. The FSP is to produce approximately 40 kWe net power with a lifetime of at least 8 years at full power. A flight-ready FSP is to be ready for launch and deployment by 2020. Existing benchmarks from the International Criticality Safety Benchmark Evaluation Program (ICSBEP) were reviewed and modeled in MCNP. An average bias of less than 0.6% was determined using the ENDF/B-VII cross-section libraries except in the case of …

Audit Report, "Fire Protection Deficiencies at Los Alamos National Laboratory" (open access)

Audit Report, "Fire Protection Deficiencies at Los Alamos National Laboratory"

The Department of Energy's Los Alamos National Laboratory (Los Alamos) maintains some of the Nation's most important national security assets, including nuclear materials. Many of Los Alamos' facilities are located in close proximity to one another, are occupied by large numbers of contract and Federal employees, and support activities ranging from nuclear weapons design to science-related activities. Safeguarding against fires, regardless of origin, is essential to protecting employees, surrounding communities, and national security assets. On June 1, 2006, Los Alamos National Security, LLC (LANS), became the managing and operating contractor for Los Alamos, under contract with the Department's National Nuclear Security Administration (NNSA). In preparation for assuming its management responsibilities at Los Alamos, LANS conducted walk-downs of the Laboratory's facilities to identify pre-existing deficiencies that could give rise to liability, obligation, loss or damage. The walk-downs, which identified 812 pre-existing fire protection deficiencies, were conducted by subject matter professionals, including fire protection experts. While the Los Alamos Site Office has overall responsibility for the effectiveness of the fire protection program, LANS, as the Laboratory's operating contractor, has a major, day-to-day role in minimizing fire-related risks. The issue of fire protection at Los Alamos is more than theoretical. In May 2000, …
