The Capital Master Plan is an opportunity for the organization to renovate its headquarters buildings and ensure conformity with current safety, fire, and security requirements. Estimated by the UN to cost about $1.6 billion, the renovation will require a substantial management effort by the UN--including the use of effective internal oversight and procurement practices. Based on recently issued work, GAO (1) examined the extent to which UN funding arrangements for its Office of Internal Oversight Services (OIOS) ensure independent oversight and the consistency of OIOS's practices with key international auditing standards and (2) assessed the UN's procurement processes according to key standards for internal controls."

Tactical Aircraft: DOD Should Present a New F-22A Business Case before Making Further Investments

Correspondence issued by the Government Accountability Office with an abstract that begins "The F-22A is the Air Force's next generation air superiority fighter aircraft. It incorporates a low observable (stealth) and highly maneuverable airframe, advanced integrated avionics, and a new engine capable of sustained supersonic flight without the use of afterburners. It was originally designed to counter threats posed by the Soviet Union and was intended to replace the F-15 fighter in the air-to-air combat role. However, the Air Force now plans to add a more robust ground attack and intelligence- gathering capability not previously envisioned but now considered "necessary" to increase the utility of the aircraft. In December 2005, the Air Force changed designations from the F/A-22 to the F-22A. The aircraft maintained all current capabilities as well as the expanded ground attack capabilities. Officials have initiated a modernization program to develop and integrate these new capabilities. In March 2005, we reported that despite substantial changes to the F-22A program since it started in 1986, Air Force leaders have not developed a new business case for investing billions more dollars to modernize the aircraft. Correspondence issued by the Government Accountability Office with an abstract that begins "Title III, section 366 of the Bob Stump National Defense Authorization Act for Fiscal Year 2003, required the Secretary of Defense to develop a comprehensive plan for the sustainment of training ranges using existing authorities available to the Secretaries of Defense and the military departments to address training constraints caused by limitations on the use of military lands, marine areas, and airspace available both in the United States and overseas. Section 366 also required the Secretary to submit to Congress a report containing the comprehensive training range sustainment plan, the results of an assessment and evaluation of current and future training range requirements, and any recommendations that the Secretary may have for legislative or regulatory changes to address training constraints. It also directed the Secretary of Defense to develop and maintain an inventory of training ranges for each of the armed forces, which identifies all training capacities, capabilities, and constraints at each training range. Correspondence issued by the Government Accountability Office with an abstract that begins "In creating the Department of Homeland Security (DHS) in the wake of September 11, 2001, some in Congress were concerned that the Department might not be able to conduct acquisitions with sufficient speed, particularly in an emergency. To that end, Congress enacted section 833 of the Homeland Security Act of 2002, which provides DHS with special streamlined acquisition authorities. Before those authorities could be used, however, the Secretary of Homeland Security or a delegate would have to determine in writing that the DHS mission would be seriously impaired without the use of the authorities. The special streamlined acquisition authorities including the following three items. First, increasing the micro-purchase threshold from $2,500 to $7,500. Purchases below the micro-purchase threshold do not require competitive quotes or compliance with the "Buy America" act. Only certain employees would be authorized to make procurements under this authority. Second, increasing the limit on the use of simplified acquisition procedures from $100,000 to $200,000 for contracts awarded and performed within the United States, and to $300,000 for contracts awarded and performed outside the United States. A letter report issued by the Government Accountability Office with an abstract that begins "The judiciary pays over $900 million in rent annually to GSA for court-related space, and this amount represents a growing proportion of the judiciary's budget. The judiciary's rent payments are deposited into GSA's Federal Buildings Fund (FBF), a revolving fund used to finance GSA's real property services, including the construction and repair of federal facilities under GSA control. In December 2004, the judiciary requested a $483 million dollar permanent, annual rent exemption, which GSA denied, saying that it undermined the intent of FBF and that GSA was unlikely to obtain appropriations to replace lost FBF income. GAO identified (1) recent trends in the judiciary's rent and space occupied and (2) challenges that the judiciary faces in managing its rent costs."

Federal programs make considerable investments in providing transition services for youths with disabilities, often through state and local agencies. GAO has previously reported problems in how these programs support transition, such as difficulties youths with disabilities may experience in accessing services. To better understand how federal programs interact at the state and local levels to support transitioning youths with disabilities, on November 15, 2005, GAO convened a conference of professionals and state and local program experts who are directly involved with transitioning youths with disabilities in California. While the perspectives offered were limited to one state's experience, California has wide variation in population, industry, disability rates, and employment rates among its counties, and thus may offer lessons to other states about the challenges and successes in serving transitioning youths. Sculpting the shape of semiconductor heteroepitaxial islands: fromdots to rods

In the Ge on Si model heteroepitaxial system, metal patterns on the silicon surface provide unprecedented control over the morphology of highly ordered Ge islands. Island shape including nanorods and truncated pyramids is set by the metal species and substrate orientation. Analysis of island faceting elucidates the prominent role of the metal in promoting growth of preferred facet orientations while investigations of island composition and structure reveal the importance of Si-Ge intermixing in island evolution. These effects reflect a remarkable combination of metal-mediated growth phenomena that may be exploited to tailor the functionality of island arrays in heteroepitaxial systems.

Structural Properties of Eu-Doped GaN Investigated by Raman Spectroscopy

Rare-earth (RE) impurities doped GaN are highly promising candidates for light emitting device applications due to their efficient electroluminescence properties at room temperature. Among those, Eu doped GaN has been identified as an excellent material for the red spectral region due to its strong emission at 620 nm. As a transition internal to the Eu doping atom (4f-4f), light emission originates in a much smaller complex than the more flexibly controllable quantum structures of wells, wires, and dots. This is thought to make the center less susceptible to structural defects and in particular radiation damage in the lattice host. Nevertheless, the lattice host is crucial for providing the excitation in from of free electrons and holes. In this respect, the actual lattice site Eu occupies in the host lattice, i.e. in GaN, is important. A large fraction of Eu atoms are typically inactive which must be attributed to their lattice site and local environment. GaN films implanted with Eu to concentrations of {approx}10{sup 18} cm{sup -3} were subjected to a highly directed beam of 500 keV He{sup +} at a dose of 5 x 10{sup 14} cm{sup -2}. Computational Thermochemistry and Benchmarking of Reliable Methods

During the first and second years of the Computational Thermochemistry and Benchmarking of Reliable Methods project, we completed several studies using the parallel computing capabilities of the NWChem software and Molecular Science Computing Facility (MSCF), including large-scale density functional theory (DFT), second-order Moeller-Plesset (MP2) perturbation theory, and CCSD(T) calculations. During the third year, we continued to pursue the computational thermodynamic and benchmarking studies outlined in our proposal. With the issues affecting the robustness of the coupled cluster part of NWChem resolved, we pursued studies of the heats-of-formation of compounds containing 5 to 7 first- and/or second-row elements and approximately 10 to 14 hydrogens. The size of these systems, when combined with the large basis sets (cc-pVQZ and aug-cc-pVQZ) that are necessary for extrapolating to the complete basis set limit, creates a formidable computational challenge, for which NWChem on NWMPP1 is well suited.

CH-TRU Waste Content Codes (CH-TRUCON)

The CH-TRU Waste Content Codes (CH-TRUCON) document describes the inventory of the U.S. Department of Energy (DOE) CH-TRU waste within the transportation parameters specified by the Contact-Handled Transuranic Waste Authorized Methods for Payload Control (CH-TRAMPAC). The CH-TRAMPAC defines the allowable payload for the Transuranic Package Transporter-II (TRUPACT-II) and HalfPACT packagings. This document is a catalog of TRUPACT-II and HalfPACT authorized contents and a description of the methods utilized to demonstrate compliance with the CH-TRAMPAC. A summary of currently approved content codes by site is presented in Table 1. The CH-TRAMPAC describes "shipping categories" that are assigned to each payload container. Multiple shipping categories may be assigned to a single content code. A summary of approved content codes and corresponding shipping categories is provided in Table 2, which consists of Tables 2A, 2B, and 2C. Table 2A provides a summary of approved content codes and corresponding shipping categories for the "General Case," which reflects the assumption of a 60-day shipping period as described in the CH-TRAMPAC and Appendix 3.4 of the CH-TRU Payload Appendices. THREE-DIMENSIONAL IGNITION AND GROWTH REACTIVE FLOW MODELING OF PRISM FAILURE TESTS ON PBX 9502

The Ignition and Growth reactive flow model for shock initiation and detonation of solid explosives based on triaminotirnitrobenzene (TATB) is applied to three-dimensional detonation wave propagation. The most comprehensive set of three-dimensional detonation wave propagation data is that measured using the trapezoidal prism test. In this test, a PBX 9501 (95% HMX, 2.5% Estane, and 2.5% BDNPA/F) line detonator initiates a detonation wave along the trapezoidal face of a PBX 9502 (95% TATB and 5% Kel-F binder) prism. The failure thickness, which has been shown experimentally to be roughly half of the failure diameter of a long cylindrical charge, is measured after 50 mm of detonation wave propagation by impact with an aluminum witness plate. The effects of confinement impedance on the PBX 9502 failure thickness have been measured using air (unconfined), water, PMMA, magnesium, aluminum, lead, and copper placed in contact with the rectangular faces of the prism parallel to the direction of detonation propagation. These prism test results are modeled using the two-dimensional PBX 9502 Ignition and Growth model parameters determined by calculating failure diameter and tested on recent corner turning experiments. Participation through Automation: Fully Automated Critical Peak Pricing in Commercial Buildings

California electric utilities have been exploring the use of dynamic critical peak prices (CPP) and other demand response programs to help reduce peaks in customer electric loads. CPP is a tariff design to promote demand response. Levels of automation in DR can be defined as follows: Manual Demand Response involves a potentially labor-intensive approach such as manually turning off or changing comfort set points at each equipment switch or controller. Semi-Automated Demand Response involves a pre-programmed demand response strategy initiated by a person via centralized control system. Fully Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. The receipt of the external signal initiates pre-programmed demand response strategies. They refer to this as Auto-DR. This paper describes the development, testing, and results from automated CPP (Auto-CPP) as part of a utility project in California. The paper presents the project description and test methodology. This is followed by a discussion of Auto-DR strategies used in the field test buildings. Dislocation Multi-junctions and Strain Hardening

At the microscopic scale, the strength of a crystal derives from the motion, multiplication and interaction of distinctive line defects--dislocations. First theorized in 1934 to explain low magnitudes of crystal strength observed experimentally, the existence of dislocations was confirmed only two decades later. Much of the research in dislocation physics has since focused on dislocation interactions and their role in strain hardening: a common phenomenon in which continued deformation increases a crystal's strength. The existing theory relates strain hardening to pair-wise dislocation reactions in which two intersecting dislocations form junctions tying dislocations together. Here we report that interactions among three dislocations result in the formation of unusual elements of dislocation network topology, termed hereafter multi-junctions. The existence of multi-junctions is first predicted by Dislocation Dynamics (DD) and atomistic simulations and then confirmed by the transmission electron microscopy (TEM) experiments in single crystal molybdenum. In large-scale Dislocation Dynamics simulations, multi-junctions present very strong, nearly indestructible, obstacles to dislocation motion and furnish new sources for dislocation multiplication thereby playing an essential role in the evolution of dislocation microstructure and strength of deforming crystals. Simulation analyses conclude that multi-junctions are responsible for the strong orientation dependence of strain hardening in BCC crystals.

Scale Dependence of Effective Matrix Diffusion Coefficient Evidence and Preliminary Interpertation

The exchange of solute mass (through molecular diffusion) between fluid in fractures and fluid in the rock matrix is called matrix diffusion. Owing to the orders-of-magnitude slower flow velocity in the matrix compared to fractures, matrix diffusion can significantly retard solute transport in fractured rock, and therefore is an important process for a variety of problems, including remediation of subsurface contamination and geological disposal of nuclear waste. The effective matrix diffusion coefficient (molecular diffusion coefficient in free water multiplied by matrix tortuosity) is an important parameter for describing matrix diffusion, and in many cases largely determines overall solute transport behavior. While matrix diffusion coefficient values measured from small rock samples in the laboratory are generally used for modeling field-scale solute transport in fractured rock (Boving and Grathwohl, 2001), several research groups recently have independently found that effective matrix diffusion coefficients much larger than laboratory measurements are needed to match field-scale tracer-test data (Neretnieks, 2002; Becker and Shapiro, 2000; Shapiro, 2001; Liu et al., 2003,2004a). Infiltration and Seepage Through Fractured Welded Tuff

The Nopal I mine in Pena Blanca, Chihuahua, Mexico, contains a uranium ore deposit within fractured tuff. Previous mining activities exposed a level ground surface 8 m above an excavated mining adit. In this paper, we report results of ongoing research to understand and model percolation through the fractured tuff and seepage into a mined adit both of which are important processes for the performance of the proposed nuclear waste repository at Yucca Mountain. Travel of water plumes was modeled using one-dimensional numerical and analytical approaches. Most of the hydrologic properly estimates were calculated from mean fracture apertures and fracture density. Based on the modeling results, we presented constraints for the arrival time and temporal pattern of seepage at the adit.

A thermal-hydrologic natural-ventilation model is configured for simulating temperature, humidity, and condensate distributions in the coupled domains of the in-drift airspace and the near-field rockmass. Meaningful results are obtained from the model for a practical application in which the beneficial effects of unheated drift sections are analyzed. Sensitivity to the axial dispersion coefficient is also studied with the model.

Using Historic Models of Cn2 to predict r0 and regimes affected by atmospheric turbulence for horizontal, slant and topological paths

Image data collected near the ground, in the boundary layer, or from low altitude planes must contend with the detrimental effects of atmospheric turbulence on the image quality. So it is useful to predict operating regimes (wavelength, height of target, height of detector, total path distance, day vs. night viewing, etc.) where atmospheric turbulence is expected to play a significant role in image degradation. In these regimes, image enhancement techniques such as speckle processing, deconvolution and Wiener filtering methods can be utilized to recover near instrument-limited resolution in degraded images. We conducted a literature survey of various boundary layer and lower troposphere models for the structure coefficient of the index of refraction (C{sub n}{sup 2}). Using these models, we constructed a spreadsheet tool to estimate the Fried parameter (r{sub 0}) for different scenarios, including slant and horizontal path trajectories. We also created a tool for scenarios where the height along the path crudely accounted for the topology of the path. This would be of particular interest in mountain-based viewing platforms surveying ground targets. Kinetic Modeling of Slow Energy Release in Non-Ideal Carbon Rich Explosives

We present here the first self-consistent kinetic based model for long time-scale energy release in detonation waves in the non-ideal explosive LX-17. Non-ideal, insensitive carbon rich explosives, such as those based on TATB, are believed to have significant late-time slow release in energy. One proposed source of this energy is diffusion-limited growth of carbon clusters. In this paper we consider the late-time energy release problem in detonation waves using the thermochemical code CHEETAH linked to a multidimensional ALE hydrodynamics model. The linked CHEETAH-ALE model dimensional treats slowly reacting chemical species using kinetic rate laws, with chemical equilibrium assumed for species coupled via fast time-scale reactions. In the model presented here we include separate rate equations for the transformation of the un-reacted explosive to product gases and for the growth of a small particulate form of condensed graphite to a large particulate form. The small particulate graphite is assumed to be in chemical equilibrium with the gaseous species allowing for coupling between the instantaneous thermodynamic state and the production of graphite clusters. THRESHOLD STUDIES ON TNT, COMPOSITION B, C-4, AND ANFO EXPLOSIVES USING THE STEVEN IMPACT TEST

Steven Impact Tests were performed at low velocity on the explosives TNT (trinitrotolulene), Composition B (63% RDX, 36% TNT, and 1% wax by weight), C-4 (91% RDX, 5.3% Di (2-ethylhexyl) sebacate, 2.1% Polyisobutylene, and 1.6% motor oil by weight) and ANFO (94% ammonium Nitrate with 6% Fuel Oil) in attempts to obtain a threshold for reaction. A 76 mm helium driven gas gun was used to accelerate the Steven Test projectiles up to approximately 200 m/s in attempts to react (ignite) the explosive samples. Blast overpressure gauges, acoustic microphones, standard video and high-speed photography were used to characterize the level of any high explosive reaction violence. No bulk reactions were observed in the TNT, Composition B, C-4 or ANFO explosive samples impacted up to velocities in the range of 190-200 m/s. This work will outline the experimental details and discuss the lack of reaction when compared to the reaction thresholds of other common explosives. These results will also be compared to that of the Susan Test and reaction thresholds observed in the common small-scale safety tests such as the drop hammer and friction tests in hopes of drawing a correlation.
