Navy Nuclear Aircraft Carrier (CVN) Homeporting at Mayport: Background and Issues for Congress
On January 14, 2009, the Navy announced that it wants to transfer one of its nuclear-powered aircraft carriers (CVNs) to the Navy home port at Mayport, FL, known formally as Naval Station (NAVSTA) Mayport. The Navy's proposed FY2010 budget requests $46.3 million in Military Construction (MilCon) funding for channel dredging at Mayport. The Navy states that a key reason it wants to transfer a CVN to Mayport is to hedge against the risk of a catastrophic event that could damage the Navy's CVN homeporting facilities at Norfolk, VA, and nearby Newport News, VA. This report discusses potential questions for Congress to consider related to budget appropriations for such a transfer, the potential negative economic effects that a CVN transfer would have on the local homeport, and the other general questions regarding the Navy.

Oral History Interview with James R. Hood, June 21, 2007
The National Museum of the Pacific War presents an oral interview with James Hood of Indianapolis, Indiana. He discusses entering the U.S. Navy in September of 1942 without basic training as he was a college graduate. After being sworn in at Wabash College he was sent to Harvard Business School for Supply Corps for 4 months before being assigned to a ship in Pearl Harbor despite having no sailing training. Mr. hood was assigned to the Cummings DE643, he was supposed to be on the Samuel B. Roberts but the naval officer over him changed his mind last minute and 37 days later the Roberts sunk. While in Tulagi, Mr. Hood was involved in shooting down a Kamikaze plane, even receiving a ribbon for it after the war. He was also involved in the Battle of Okinawa and even saved two shells and years later had them signed by U.S. pilot Paul Tibbets. Mr. Hood was discharged from the Navy on February 28th, 1946, at Santa Ana, California as a Full Lieutenant. He was recalled to the Navy for the Korean War on March 2nd, 1951, and discharged for the final time on March 30th, 1953, as a Lieutenant Commander.

Bilbray on 09 June 2005 DoD RECOMMENDATION is to realign Patrick Air Force Base, Cape Canaveral, FL, by relocating Nuclear Test and Evaluation at the Naval Ordnance Test Unit to Strategic Weapons Facility Atlantic, Kings Bay, GA. DoD JUSTIFICATION is that it realigns the stand-alone east coast facility working in full-scale Nuclear Test and Evaluation at Cape Canaveral into a fully supported Navy nuclear operational site at Kings Bay to gain synergy in security (anti-terrorism force protection), fleet operational support and mission support infrastructure. Recent changes in anti-terrorism force protection requirements, the recent establishment of the Western Test Range in the Pacific, and the programmatic decision to no longer require land based (pad) launches at Cape Canaveral all lead to the realignment/relocation of this function to Kings Bay, GA
