Herrera also expresses to Laurel that Laurel can count on Herrera for sincere cooperation and in any other way that Herrera can assist Laurel throughout his administration.

The voting resulted in a technical tie, with Vice President Herrera granted the right to cast the deciding vote, whereupon he cast his vote for his opponent.
