Burleson expresses his appreciation for the letter from Carswell and for the enclosures and for his discussion on proposed labor reforms. Burleson discusses the efforts regarding the labor bill, the status of the Smith Bill (H. R. 3), and his support of a less costly foreign aid program. "With reference to foreign aid, I only wish that the Administration and the Congress would approve a bill permitting work cooperation without trying to buy our way around the world, which has already proved unsuccessful." He advises that he has enclosed a copy of his weekly newsletter and a page from the Congressional Record and that he has arranged for daily copies of the Congressional Record to be sent to Carswell.
