"With reference to foreign aid, I only wish that the Administration and the Congress would approve a bill permitting work cooperation without trying to buy our way around the world, which has already proved unsuccessful." He advises that he has enclosed a copy of his weekly newsletter and a page from the Congressional Record and that he has arranged for daily copies of the Congressional Record to be sent to Carswell.
