Managing For Results: Executive Branch Should More Fully Implement the GPRA Modernization Act to Address Pressing Governance Challenges
A letter report issued by the Government Accountability Office with an abstract that begins "The executive branch has taken a number of steps to implement key provisions of the GPRA Modernization Act (the act). The Office of Management and Budget (OMB) developed interim cross-agency priority (CAP) goals, and agencies developed agency priority goals (APG). Agency officials reported that their agencies have assigned performance management leadership roles and responsibilities to officials who generally participate in performance management activities, including quarterly performance reviews (QPR) for APGs. Further, OMB developed Performance.gov, a government-wide website, which provides quarterly updates on the CAP goals and APGs."

Moving to Work Demonstration: Improved Information and Monitoring Could Enhance Program Assessment
Testimony issued by the Government Accountability Office with an abstract that begins "Opportunities existed to improve how the Department of Housing and Urban Development (HUD) evaluated the Moving to Work (MTW) program, which is intended to give participating public housing agencies (PHA) flexibility to design and test innovative strategies for providing housing assistance. GAO reported in April 2012 that HUD had not (1) developed guidance specifying that performance information collected from MTW agencies be outcome-oriented, (2) identified the performance data needed to assess results, or (3) established performance indicators for the program. The shortage of such standard performance data and indicators had hindered comprehensive evaluation efforts; such evaluations are key to determining the success of any demonstration program. In addition, HUD had not developed a systematic process for identifying lessons learned from the program, which limited HUD's ability to promote useful practices for broader implementation. Since the GAO report, HUD has revised reporting requirements for MTW agencies. These requirements were approved by the Office of Management and Budget in May 2013. GAO is reviewing this new guidance."

Program Evaluation: Strategies to Facilitate Agencies' Use of Evaluation in Program Management and Policy Making
A letter report issued by the Government Accountability Office with an abstract that begins "In a governmentwide survey, GAO found that most federal managers lack recentevaluations of their programs. Thirty-seven percent reported that an evaluation had been completed within the past 5 years of any program, operation, or project they were involved in. Another 40 percent of managers reported that they did not know if an evaluation had been completed. However, 80 percent of managers who did have evaluations reported that those evaluations contributed to a moderate or greater extent to improving program management or performance and to assessing program effectiveness or value. Fewer reported that evaluations contributed moderately or more to allocating resources within a program (67 percent) or streamlining programs (61 percent)."

Final report on SNAC 11
This report details how the $5,000 DOE grant to support the workshop titled “Sterile Neutrinos at the Crossroads” (or SNAC11) was allocated and spent. The SNAC11 workshop covered three days during which there were 28 talks, multiple discussion sessions, a poster session with 9 posters delivered, and an impromptu public lecture on the OPERA superluminal neutrino result by the former project manager of OPERA (this was the first official OPERA talk on the subject in North America). The workshop scientific agenda can be viewed at http://www.cpe.vt.edu/snac/program.html. Emerging out of the workshop discussions, was the idea to write a comprehensive white paper describing the current state of the light sterile neutrino. This effort soon became an international collaboration. The final document, titled “Light Sterile Neutrinos: A White Paper” has nearly 200 authors, is 267 pages long, and cites 730 unique references. It has been posted the preprint archive as arXiv:1204.5379 [hep-ph]. Workshop local organizing committee co-chairs, Patrick Huber and Jonathan Link, are the white paper’s head editors. The Impact Of The MCU Life Extension Solvent On Sludge Batch 8 Projected Operating Windows
As a part of the Actinide Removal Process (ARP)/Modular Caustic Side Solvent Extraction Unit (MCU) Life Extension Project, a next generation solvent (NGS) and a new strip acid will be deployed. The strip acid will be changed from dilute nitric acid to dilute boric acid (0.01 M). Because of these changes, experimental testing or evaluations with the next generation solvent are required to determine the impact of these changes (if any) to Chemical Process Cell (CPC) activities, glass formulation strategies, and melter operations at the Defense Waste Processing Facility (DWPF). The introduction of the dilute (0.01 M) boric acid stream into the DWPF flowsheet has a potential impact on glass formulation and frit development efforts since B203 is a major oxide in frits developed for DWPF. Prior knowledge of this stream can be accounted for during frit development efforts but that was not the case for Sludge Batch 8 (SB8). Frit 803 has already been recommended and procured for SB8 processing; altering the frit to account for the incoming boron from the strip effluent (SE) is not an option for SB8. Theoretical and Computational Investigation of Periodically Focused Intense Charged-Particle Beams
The purpose of this report is to summarize results of theoretical and computational investigations of periodically focused intense charged-particle beams in parameter regimes relevant to the development of advanced high-brightness, high-power accelerators for high-energy physics research. The breakthroughs and highlights in our research in the period from April 1, 2010 to March 30, 2013 were: a) Theory and simulation of adiabatic thermal Child-Langmuir flow; b) Particle-in-cell simulations of adiabatic thermal beams in periodic solenoidal focusing field; c)Dynamics of charged particles in an adiabatic thermal beam equilibrium in a periodic solenoidal focusing field; d) Training of undergraduate researchers and graduate student in accelerator and beam physics. A brief introduction and summary is presented. Detailed descriptions of research results are provided in an appendix of publications at the end of the report.

High Energy Physics
This grant covered an umbrella program of research in high-‐energy particle physics at Southern Methodist University during the period 2004-‐2013. The experimental program evolved during that time. At its early stages it included research on the CLEO experiment at CESR (Coan, Stroynowski, Ye), D0 experiment at Tevatron (Kehoe), preparation for the BTEV experiment at Fermilab (Coan) and construction and commissioning of the Liquid Argon Calorimeter for the ATLAS experiment at LHC (Stroynowski, Ye). In the last three years the program concentrated on the ATLAS experiment at LHC (Kehoe, Sekula, Stroynowski, Ye), D0 experiment at Tevatron (Kehoe) and NOvA experiment at Fermilab (Coan). Professor Sekula had a short-‐term independent grant for which he is submitting a separate report. The theoretical physics program included work on non-‐perturbative methods in the light cone representation (McCartor (deceased)), lattice calculations (Hornbostel), and determination of parton distribution functions (Olness). A summary of the accomplishments emphasizing results from the past three years is provided separately for each of the tasks.
