A 20-year data set of surface longwave fluxes in the Arctic
Creation of 20-year data set of surface infrared fluxes from satellite measurements. A reliable estimate of the surface downwelling longwave radiation flux (DLF) is a glaring void in available forcing data sets for models of Arctic sea ice and ocean circulation. We have developed a new method to estimate the DLF from a combination of satellite sounder retrievals and brightness temperatures from the TIROS Operational Vertical Sounder (TOVS), which has flown on NOAA polar-orbiting satellites continuously since late 1979. The overarching goal of this project was to generate a 20-year data set of surface downwelling longwave flux measurements from TOVS data over the Arctic Ocean. Daily gridded fields of DLF were produced with a spatial resolution of (100 km){sup 2} north of 60{sup o}N for 22.5 years rather than only 20. Surface measurements from the field station at Barrow, AK--part of the Atmospheric Radiation Measurement (ARM) Program --and from the Surface Heat Budget of the Arctic (SHEBA) were used to validate the satellite-derived fluxes and develop algorithm improvements for conditions that had resulted in systematic errors in early versions of the algorithm. 45-Day safety screen results for Tank 241-C-201, Auger samples 95-AUG-025 and 95-AUG-026
Two auger samples from tank 241-C-201 (C-201) were received by the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. Analytical results for the DSC analyses of both samples exceeded the notification limit of 481 J/g (dry weight basis). As well, the TGA analyses for both samples were less than the safety screening notification limit (notification is made if the sample is analyzed at less than 17 percent water). Notification of both of these occurrences was made on May,15, 1995, and secondary analysis of total organic carbon (TOC) was initiated. These TOC analysis results are also included in this report.

50 kWp Photovoltaic Concentrator Application Experiment, Phase I. Final report, 1 June 1978-28 February 1979
This program consists of a design study and component development for an experimental 50-kWp photovoltaic concentrator system to supply power to the San Ramon substation of the Pacific Gas and Electric Company. The photovoltaic system is optimized to produce peaking power to relieve the air conditioning load on the PG and E system during summer afternoons; and would therefore displace oil-fired power generation capacity. No electrical storage is required. The experiment would use GaAs concentrator cells with point-focus fresnel lenses operating at 400X, in independent tracking arrays of 440 cells each, generating 3.8 kWp. Fourteen arrays, each 9 feet by 33 feet, are connected electrically in series to generate the 50 kWp. The high conversion efficiency possible with GaAs concentrator cells results in a projected annual average system efficiency (AC electric power output to sunlight input) of better than 15%. The capability of GaAs cells for high temperature operation made possible the design of a total energy option, whereby thermal power from selected arrays could be used to heat and cool the control center for the installation. The 2009 Influenza Pandemic: Selected Legal Issues
In late April 2009, human cases of infection with a novel influenza A(H1N1) virus, commonly known as "swine flu," were identified. Since then, the virus has become widespread. It is timely to examine the legal issues surrounding this public health threat. This report provides a brief overview of selected legal issues including emergency measures, civil rights, liability issues, and employment issues.

2010 Census: Census Bureau Needs to Take Prompt Actions to Resolve Long-standing and Emerging Address and Mapping Challenges
A letter report issued by the Government Accountability Office with an abstract that begins "To conduct a successful census, it is important that the U.S. Census Bureau (Bureau) produce the most complete and accurate address file and maps for 2010. For this review, GAO's specific objectives were to determine the extent to which (1) the Bureau's efforts to modernize the address file and maps are addressing problems experienced during the 2000 Census, (2) the Bureau is managing emerging address file and map issues, (3) the Bureau is able to collect and transmit address and mapping data using mobile computing devices (MCD) equipped with global positioning system (GPS) technology, and (4) the Bureau has a plan to update the address file and maps in areas affected by hurricanes Katrina and Rita. GAO reviewed the Bureau's progress in modernizing both the address file and maps."
