Russell acknowledges his receipt of the letter from Carswell in which was enclosed a copy of the letter written by Carswell to the President with reference to Vatican representation. Russell advises that the matter has never come before the Congress, if it did that he would oppose such actions. He advises that the President has been appointing Mr. Taylor as his personal representative, paying him out of contingent funds.
