Seismic review of the R. E. Ginna Nuclear Power Plant as part of the Systematic Evaluation Program for the Nuclear Regulatory Commission

This paper is a progress report on work at the Lawrence Livermore National Laboratory (LLNL) to perform a limited seismic reassessment of the Robert E. Ginna Nuclear Power Plant. The reassessment is being done for the Nuclear Regulatory Commission (NRC) as part of the Systematic Evaluation Program. The reassessment focuses generally on the reactor coolant pressure boundary and on those systems and components necessary to shut down the reactor safely and to maintain it in a safe shutdown condition following a postulated earthquake characterized by a peak horizontal ground acceleration of 0.2 g. Methods and modeling procedures used to analyze a complex of interconnected buildings are highlighted.

Longitudinal compression of heavy-ion beams with minimum requirements on final focus

A method is developed to compress a heavy-ion beam longitudinally in such a way that the compressed pulse has a constant line-charge density profile and uniform longitudinal momentum. These conditions may be important from the standpoint of final focusing. By realizing the similarity of the equations that describe the 1-D charged-particle motion to the equations that describe 1-D ideal gas flow, the evolution of lambda and the velocity tilt can be calculated using the method of characteristics developed for unsteady supersonic gasdynamics. Particle simulations confirm the theory. Various schemes for pulse shaping have been investigated.

BIOTIGER, A NATURAL MICROBIAL PRODUCT FOR ENHANCED HYDROCARBON RECOVERY FROM OIL SANDS.

BioTiger{trademark} is a unique microbial consortia that resulted from over 8 years of extensive microbiology screening and characterization of samples collected from a century-old Polish waste lagoon. BioTiger{trademark} shows rapid and complete degradation of aliphatic and aromatic hydrocarbons, produces novel surfactants, is tolerant of both chemical and metal toxicity and shows good activity at temperature and pH extremes. Although originally developed and used by the U.S. Department of Energy for bioremediation of oil-contaminated soils, recent efforts have proven that BioTiger{trademark} can also be used to increase hydrocarbon recovery from oil sands. This enhanced ex situ oil recovery process utilizes BioTiger{trademark} to optimize bitumen separation. A floatation test protocol with oil sands from Ft. McMurray, Canada was used for the BioTiger{trademark} evaluation. A comparison of hot water extraction/floatation test of the oil sands performed with BioTiger{trademark} demonstrated a 50% improvement in separation as measured by gravimetric analysis in 4 h and a five-fold increase at 25 hr. Since BioTiger{trademark} performs well at high temperatures and process engineering can enhance and sustain metabolic activity, it can be applied to enhance recovery of hydrocarbons from oil sands or other complex recalcitrant matrices.

DEMONSTRATION OF EQUIVALENCY OF CANE AND SOFTWOOD BASED CELOTEX FOR MODEL 9975 SHIPPING PACKAGES

Cane-based Celotex{trademark} has been used extensively in various Department of Energy (DOE) packages as a thermal insulator and impact absorber. Cane-based Celotex{trademark} fiberboard was only manufactured by Knight-Celotex Fiberboard at their Marrero Plant in Louisiana. However, Knight-Celotex Fiberboard shut down their Marrero Plant in early 2007 due to impacts from hurricane Katrina and other economic factors. Therefore, cane-based Celotex{trademark} fiberboard is no longer available for use in the manufacture of new shipping packages requiring the material as a component. Current consolidation plans for the DOE Complex require the procurement of several thousand new Model 9975 shipping packages requiring cane-based Celotex{trademark} fiberboard. Therefore, an alternative to cane-based Celotex{trademark} fiberboard is needed. Knight-Celotex currently manufactures Celotex{trademark} fiberboard from other cellulosic materials, such as hardwood and softwood. A review of the relevant literature has shown that softwood-based Celotex{trademark} meets all parameters important to the Model 9975 shipping package.

Turbulence-Flame Interactions in Type Ia Supernovae

The large range of time and length scales involved in type Ia supernovae (SN Ia) requires the use of flame models. As a prelude to exploring various options for flame models, we consider, in this paper, high-resolution three-dimensional simulations of the small-scale dynamics of nuclear flames in the supernova environment in which the details of the flame structure are fully resolved. The range of densities examined, 1 to 8 x 107 g cm-3, spans the transition from the laminar flamelet regime to the distributed burning regime where small scale turbulence disrupts the flame. The use of a low Mach number algorithm facilitates the accurate resolution of the thermal structure of the flame and the inviscid turbulent kinetic energy cascade, while implicitly incorporating kinetic energy dissipation at the grid-scale cutoff. For an assumed background of isotropic Kolmogorov turbulence with an energy characteristic of SN Ia, we find a transition density between 1 and 3 x 107 g cm-3 where the nature of the burning changes ualitatively. By 1 x 107 g cm-3, energy diffusion by conduction and radiation is exceeded, on the flame scale, by turbulent advection. As a result, the effective Lewis Number approaches unity. The uranium metallocenes, [eta5-1,3-(Me3E)2C5H3]2UMe2 (E =C, Si), react with NH3 to give the dimers{[eta5-1,3-(Me3E)2C5H3]2U}2(mu-NH)2 (E = C (1), Si (2)) but withp-toluidine to give the monomeric diamides,[eta5-1,3-(Me3E)2C5H3]2U(NH-p-tolyl)2 (E = C (3), Si (4)). The diamides[eta5-1,3-(Me3E)2C5H3]2U(NH-p-tolyl)2 (E = C (3), Si (4)) do noteliminate p- toluidine but sublime intact at 140oC in vacuum. The uraniummetallocene, [eta5-1,2,4-(Me3C)3C5H2]2UMe2, reacts with RNH2 to yield[eta5-1,2,4-(Me3C)3C5H2]2U(NHR)2 (R = Me (8), PhCH2 (9), p-tolyl (10)),which are isolated as crystalline solids. In benzene solution thesediamides are in equilibrium with [eta5-1,2,4-(Me3C)3C5H2]2U=NR, which maybe isolated pure when R is Me (11) or p-tolyl (12), and the primaryamine. The monomeric imide, [eta5-1,2,4-(Me3C)3C5H2]2U=NMe (11), reactswith R'=CR' to yield the cycloaddition products[eta5-1,2,4-(Me3C)3C5H2]2U[N(Me)C(R')=C(R')](R' = Me (15), Ph (16)),which react with excess MeNH2 to regenerate the diamide[eta5-1,2,4-(Me3C)3C5H2]2U(NHMe)2 (8) and MeN=C(R')CH(R'). Coordination of Retail Demand Response with Midwest ISO Markets

The Organization of Midwest ISO States (OMS) launched the Midwest Demand Resource Initiative (MWDRI) in 2007 to identify barriers to deploying demand response (DR) resources in the Midwest Independent System Operator (MISO) region and develop policies to overcome them. The MWDRI stakeholders decided that a useful initial activity would be to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This additional detail could then be used to assess any"seams issues" affecting coordination and integration of retail DR resources with MISO's wholesale markets. Working with state regulatory agencies, we conducted a detailed survey of existing DR programs, dynamic pricing tariffs, and their features in MISO states. Utilities were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g., seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. This report describes the results of this comprehensive survey and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into organized wholesale markets. The mechanism for iron-catalyzed alkene isomerization in solution

Here we report nano- through microsecond time-resolved IR experiments of iron-catalyzed alkene isomerization in room-temperature solution. We have monitored the photochemistry of a model system, Fe(CO){sub 4}({eta}{sup 2}-1-hexene), in neat 1-hexene solution. UV-photolysis of the starting material leads to the dissociation of a single CO to form Fe(CO){sub 3}({eta}{sup 2}-1-hexene), in a singlet spin state. This CO loss complex shows a dramatic selectivity to form an allyl hydride, HFe(CO){sub 3}({eta}{sup 3}-C{sub 6}H{sub 11}), via an internal C-H bond-cleavage reaction in 5-25 ns. We find no evidence for the coordination of an alkene molecule from the bath to the CO loss complex, but do observe coordination to the allyl hydride, indicating that it is the key intermediate in the isomerization mechanism. Coordination of the alkene ligand to the allyl hydride leads to the formation of the bis-alkene isomers, Fe(CO){sub 3}({eta}{sup 2}-1-hexene)({eta}{sup 2}-2-hexene) and Fe(CO){sub 3}({eta}{sup 2}-1-hexene){sub 2}. Because of the thermodynamic stability of Fe(CO){sub 3}({eta}{sup 2}-1-hexene)({eta}{sup 2}-2-hexene) over Fe(CO){sub 3}({eta}{sup 2}-1-hexene){sub 2} (ca. 12 kcal/mol), nearly 100% of the alkene population will be 2-alkene. The results presented herein provide the first direct evidence for this mechanism in solution and suggest modifications to the currently accepted mechanism.

Damping beam displacements through phase mixing: an illustrative model

We develop a simple model of a beam transported in a hard wall channel (an idealized very-high-order magnetic-multipole channel). The extremely anharmonic nature of the potential leads to damping of coherent transverse displacements of the beam via phase mixing. For the case of small uniform displacements of the beam we can write down by inspection the analytical form of the motion of the beam centroid. The same technique allows us to evaluate the effects of focussing and scattering elements in the transport channel upon the damping of the transverse motion of the beam.

Improved 50-kV pulser design

A compact 50 kilovolt pulser has been developed as a gas switch trigger. This unit combines a grounded grid thyratron with a ferrite loaded step-up transformer to provide the required output voltage. A magnetic switch at the output brings the risetime down to the ten nanosecond range. Unit operation is specified into a 25 ohm resistive load. Integral with the pulser package is the necessary low level support electronics to power the thyratron and to provide trigger and diagnostic functions. Package volume is less than .02 m/sup 3/.

Symmetry issues in a class of ion beam targets using short direct drive pulses

We address a class of modified ion beam targets where the symmetry issues are ameliorated in the regime of short bursts of direct drive pulses. Short pulses are here defined so that the fractional change in target radii of peak beam energy deposition are assumed to be small (during each such direct drive burst with a fixed beam focal radius). This requirement is actually not stringent on the temporal pulse-length. In fact we show an explicit example where this can be satisfied by a greater than or equal to 60 ns direct drive pulse-train. A new beam placement scheme is used which systematically eliminated low order spherical harmonic asymmetries. The residual asymmetries of such pulses are studied with both simple model and numerical simulations.

Limit on the rare decay B {yields} {mu}{sup +}{mu}{sup {minus}} K{sup {plus_minus}}

We report on a search for flavor-changing neutral current decays of B mesons into {mu}{mu}K{sup {plus_minus}} using data obtained in the Collider Detector at Fermilab (CDF) 1992--1993 data taking run. To reduce the amount of background in our data we use precise tracking information from the CDF silicon vertex detector to pinpoint the location of the decay vertex of the B candidate, and accept only events which have a large decay time. We compare this data to a B meson signal obtained in a similar fashion, but where the muon pears originate from {psi} decays, and calculate the relative branching ratios. In absence of any indication of flavor-changing neutral current decay we set an upper limit on the branching ratio of 3.2 {times} 10{sup {minus}1}, which is consistent with Standard Model expectations but leaves little room for non-standard physics.

Properties of RR Lyrae stars in the Inner Regions of the Large Magellanic Cloud

We present the radial velocities, metallicities and the K-band magnitudes of 74 RR Lyrae stars in the inner regions of the LMC. The intermediated resolution spectra and the infrared images were obtained with FORS1 at the ESO VLT and with the SOFI infrared imager at the ESO NTT. The best 43 RR Lyrae with measured velocities yield an observed velocity dispersion of {sigma}=61{+-} 7 km s{sup -1}. We obtain a true LMC RR Lyrae velocity dispersion of {sigma}=53 km s{sup -1}, which is higher than the velocity dispersion of any other LMC population previously measured. This is the first empirical evidence for a kinematically hot, metal-poor halo in the LMC as discussed in Minniti et al. (2003). Using Layden's (1994) modification for the {Delta}S method we measured the metallicity for 23 of our stars. The mean value is [Fe/H]=-1.46{+-}0.09 dex. The absolute magnitudes M{sub v} and M{sub K} of RR Lyrae stars are linear functions of metallicity. In the V band, our data agree with the Olech et al. (2003) relation, in the K band the slope is flatter. The average apparent V luminosity of 70 RR Lyrae stars is <V>=19.45{+-}0.04 and the average K luminosity of 37 RR Lyrae …

9975 SHIPPING PACKAGE LIFE EXTENSION SURVEILLANCE PROGRAM RESULTS SUMMARY

Results from the 9975 shipping package Storage and Surveillance Program at the Savannah River Site (SRS) are summarized for justification to extend the life of the 9975 packages currently stored in the K-Area Complex (KAC). This justification is established with the stipulation that surveillance activities will continue throughout the extended time to ensure the continued integrity of the 9975 materials of construction and to further understand the currently identified degradation mechanisms. The 10 year storage life justification was developed prior to storage. A subsequent report was later used to validate the qualification of the 9975 shipping packages for 10 years in storage. However the qualification for the storage period was provided by the monitoring requirements of the 9975 Storage and Surveillance Program. This report summarizes efforts to determine a new safe storage limit for the 9975 shipping package based on the surveillance data collected since 2005 when the 9975 Storage and Surveillance Program began. The Program has demonstrated that the 9975 package has a robust design that can perform under a variety of conditions. The primary emphasis of the on-going 9975 Storage and Surveillance Program is an aging study of the 9975 Viton{reg_sign} containment vessel O-rings and the Celotex{reg_sign} fiberboard …

Parametric design study of tandem mirror fusion reactors

The parametric design study of the tandem mirror reactor (TMR) is described. The results of this study illustrate the variation of reactor characteristics with changes in the independent design parameters, reveal the set of design parameters which minimizes the cost of the reactor, and show the sensitivity of the optimized design to physics and technological uncertainties. The total direct capital cost of an optimized 1000 MWe TMR is estimated to be $1300/kWe. The direct capital cost of a 2000 MWe plant is less than $1000/kWe.

SAVANNAH RIVER SITE'S H-CANYON FACILITY: RECOVERY AND DOWN BLEND URANIUM FOR BENEFICIAL USE

For over fifty years, the H Canyon facility at the Savannah River Site (SRS) has performed remotely operated radiochemical separations of irradiated targets to produce materials for national defense. Although the materials production mission has ended, the facility continues to play an important role in the stabilization and safe disposition of proliferable nuclear materials. As part of the US HEU Disposition Program, SRS has been down blending off-specification (off-spec) HEU to produce LEU since 2003. Off-spec HEU contains fission products not amenable to meeting the American Society for Testing and Material (ASTM) commercial fuel standards prior to purification. This down blended HEU material produced 301 MT of ~5% enriched LEU which has been fabricated into light water reactor fuel being utilized in Tennessee Valley Authority (TVA) reactors in Tennessee and Alabama producing economic power. There is still in excess of ~10 MT of off-spec HEU throughout the DOE complex or future foreign and domestic research reactor returns that could be recovered and down blended for beneficial use as either ~5% enriched LEU, or for use in subsequent LEU reactors requiring ~19.75% enriched LEU fuel.

Warm formability of aluminum-magnesium alloys

Manufacturers have become increasingly interested in near-net-shape forming of aluminum alloys as a means to reduce production costs and the weight of aircraft and automotive structures. To achieve the ductilities required for this process, we have examined extended ductility of Al-Mg alloys in the warm forming, or Class I creep, regime. We have studied a high-purity, binary alloy of Al-2.8Mg and ternary alloys of Al-xMg-0.5Mn with Mg concentrations from 1.0 to 6.6 wt. %. Tensile tests, including strain rates-change tests, have been performed with these materials at temperatures of 300 and 400C over a range 10{sup {minus}4} to 2 {times} 10{sup {minus}2} s{sup {minus}1}. A maximum tensile failure strain of 325% for the binary alloy and a maximum of 125% in the ternary alloys have been measured. The experimental results have been used to evaluate the effects of solute concentration, microstructure, temperature, and strain rate on flow stress ({sigma}), elongation to failure (e{sub f}), and strain-rate sensitivity (m) of these alloys.

Method validation is the process of evaluating whether an analytical method is acceptable for its intended purpose. For pharmaceutical methods, guidelines from the United States Pharmacopeia (USP), International Conference on Harmonisation (ICH), and the United States Food and Drug Administration (USFDA) provide a framework for performing such valications. In general, methods for regulatory compliance must include studies on specificity, linearity, accuracy, precision, range, detection limit, quantitation limit, and robustness. Elements of these guidelines are readily adapted to the issue of validation for beryllium sampling and analysis. This document provides a listing of available sources which can be used to validate analytical methods and/or instrumentation for beryllium determination. A literature review was conducted of available standard methods and publications used for method validation and/or quality control. A comprehensive listing of the articles, papers and books reviewed is given in the Appendix. Available validation documents and guides are listed therein; each has a brief description of application and use. In the referenced sources, there are varying approches to validation and varying descriptions of the valication process at different stages in method development. number of technical requirements and performance criteria can drive stellarator costs, e.g., tight tolerances, accurate coil positioning, low aspect ratio (compactness), choice of assembly strategy, metrology, and complexity of the stellarator coil geometry. With the completion of a seven-year design and construction effort of the National Compact Stellarator Experiment (NCSX) it is useful to interject the NCSX experience along with the collective experiences of the NCSX stellarator community to improving the stellarator configuration. Can improvements in maintenance be achieved by altering the stellarator magnet configuration with changes in the coil shape or with the combination of trim coils? Can a mechanical configuration be identified that incorporates a partial set of shaped fixed stellarator coils along with some removable coil set to enhance the overall machine maintenance? Are there other approaches that will simplify the concepts, improve access for maintenance, reduce overall cost and improve the reliability of a stellarator based power plant? Using ARIES-CS and NCSX as reference cases, alternative approaches have been studied and developed to show how these modifications would favorably impact the stellarator power plant and experimental projects. NEPTUNIUM OXIDE PROCESSING

The Savannah River Site's HB-Line Facility completed a campaign in which fifty nine cans of neptunium oxide were produced and shipped to the Idaho National Laboratory in the 9975 shipping container. The neptunium campaign was divided into two parts: Part 1 which consisted of oxide made from H-Canyon neptunium solution which did not require any processing prior to conversion into an oxide, and Part 2 which consisted of oxide made from additional H-Canyon neptunium solutions which required processing to purify the solution prior to conversion into an oxide. The neptunium was received as a nitrate solution and converted to oxide through ion-exchange column extraction, precipitation, and calcination. Numerous processing challenges were encountered in order make a final neptunium oxide product that could be shipped in a 9975 shipping container. Among the challenges overcome was the issue of scale: translating lab scale production into full facility production. The balance between processing efficiency and product quality assurance was addressed during this campaign. Lessons learned from these challenges are applicable to other processing projects.
