The purpose of this study was to determine superintendents' and special education directors' perceptions regarding a special education minimum competency testing framework in Texas. Additionally, this study attempted to determine a relationship between school districts' demographic characteristics and superintendents'and special education directors' perceptions. Questionnaires were mailed to a random sample of seventy five superintendents, seventy-five special education directors of single districts and seventy-five special education directors of cooperatives in the State of Texas.

The Achievement of Student Development Tasks by Male College Scholarship Athletes and Non-Athletes: A Comparison

The problem with which this study is concerned is to determine whether or not differences exist in the achievement of student development tasks by college student athletes and non-athletes. The investigation also tested for differences in the achievement of developmental tasks between athletes and non-athletes based on the variables of race (black or white), classification, and interpersonal behavior orientation. The sample was composed of 276 male students (201 non-athletes and 75 athletes) who attend a large private university in Texas. Each participant completed both a student developmental task inventory questionnaire, which measures individual achievement of the tasks of developing autonomy, purpose, and mature interpersonal relationships, and an interpersonal relationship orientation-behavior instrument, which measures an individual's orientation to others on the scales of inclusion, control, and affection.

The Relationships Between College Aptitude, Race, College Hours Completed, and P-PST Scores for Education Students in Texas Public Colleges and Universities

The purpose of this study was to determine the relationships between the scores of students on the Pre-Professional Skills Test (P-PST) and the scores of students on college aptitude tests, the race of students and the number of college hours that students had completed. The subjects who participated in this study were education students who sought admittance to Texas public colleges and universities and took the P-PST in March, 1984. A total of 642 students participated in the study, 512 White or other, 48 Blacks and 82 Hispanics. P-PST scores, race, number of college hours completed, and college aptitude scores were obtained from the student's college or university as a result of the signed release forms each student completed at the March, 1984 testing date.

The subjects were 69 graduate faculty advisors, 187 foreign graduate students, and 184 American graduate students who were enrolled at North Texas State University in the Spring Semester, 1984. Statistical techniques used for data analysis include frequency distributions, percentages, means, and Mann-Whitney U test. Significant differences were determined by the two-tailed test of significance at or beyond the .05 level.

Validation of K-12 Art Specialist Competencies Most Essential for Elementary Classroom Teachers in the State of North Carolina

The problem of this study was to determine which of a list of forty-seven art competencies designed by the North Carolina Department of Public Instruction for K-12 art specialists were most essential for early childhood and intermediate elementary classroom teachers. Four-point Likert-type scaled instruments were designed and sent to three types of North Carolina educators: (a) 200 elementary classroom teachers, stratified into two equal subgroups of early childhood and intermediate teachers; (b) 100 K-12 art specialists; and (c) all art teacher educators employed at colleges and universities with state approved programs in art education. These subjects were asked to respond to the relevance of each competency for the elementary classroom teacher.

A Simulation Study for a Computerized Approach to Teacher Certification Information

The concern that prompted this study is the inadequacy of the present system of handling teacher certification information, especially as it involves the movement of information between Texas' teacher-certifying universities, local school districts, and the Texas Education Agency. Since it was found that no computerized certification system presently exists in any state, the primary purpose of this study was to develop a model for a computerized teacher certification information system; a secondary purpose was to determine the major factors involved in regard to the feasibility of such a model. The model is written from an education administration viewpoint and is limited to in-state elementary and secondary teacher certification, 1972 certification standards, and existing computer capabilities.

Perceptions of Texas Public School Teachers and Principals Regarding Recommendations for Educational Reform

The problem of this study was the perceptions of Texas public school teachers and principals regarding recommendations for educational reform made in April, 1983, by the National Commission on Excellence in Education. Purposes included determining those perceptions and investigating differences between them, differences among teachers1 perceptions, and differences among principals' perceptions relative to specific categories of recommendations and specific biographic variables. A random sample of 460 teachers and 180 principals, stratified equally among the state's twenty education regions, was selected from the population of public school teachers and principals on computer at the Texas Education Agency, Austin, Texas. The actual number of respondents included 224 teachers and 91 principals, or 49 percent and 51 percent respectively. The instrument used was an attitude scale developed by the investigator. The thirty-nine original recommendations made by the Commission were converted into 118 specific recommendations, more precise and easier to read according to a jury of experts. Characteristics and Predictors of Success at Two Coed Halfway Houses

The present study evaluated offender characteristics associated with completion of halfway house placement by the inclusion of additional offender characteristics for analysis in addition to those studied in previous research, the analysis of a large number of representative cases, and the use of statistics allowing clear conclusions upon which to base decision making. Data analysis was done in three steps. The first Step was to identify offender characteristics which were associated with completion in halfway house placement. The second step was to see how accurate the offender characteristics identified were in predicting completion of an offender's halfway house stay. The third step was to identify any possible factors which underlie the offender characteristics identified. Discriminant analyses identified ten offender characteristics which were associated with completion of halfway house placement for 521 male offenders and four offender characteristics which were associated with halfway house completion for the group of 33 female offenders studied. These offender characteristics resulted in 75.38 percent correctly classified cases for the male offender group and 96.9 7 percent correctly classified cases for the group of female offenders. A Comparison of Physics Enrollments in Selected Large Texas Secondary Schools

The problem of this study is twofold. The first is to discover in what ways are physics teachers and counselors in large Texas public secondary schools encouraging students to take physics, and second, what are their perceptions of reasons for student avoidance of physics. The population consisted of physics teachers and counselors in large (1,310 minimum enrollment) high and low percentage physics enrollment schools. Percentage enrollment in physics is defined as the number of students enrolled in physics compared to total twelfth grade enrollment. Thirty high (above 8.9) and thirty low (below 8.0) percentage enrollment schools comprise the sample population. Data were collected using separate questionnaires that related to (a) school, (b) physics teacher, and (c) counselor variables that could affect physics enrollments. The questionnaires addressed to perceptions of both physics teachers and counselors covered (a) the exchange of physics course information between students, teachers, and counselors, (b) the method of exchange of physics course information, and (c) the extent to which the physics program is sold to the student body. The Effect of Microeconomics Instruction on Interventionist/Noninterventionist Attitudes

The purpose of the study is to determine if there is an effect on intervention/nonintervention attitudes associated with an introductory microeconomics class. The population consisted of all students enrolled in eighteen sections of Economics 1100 during the Fall semester, 1984, at North Texs State University. There were seven sections of Economics 1100, ten sections of Sociology 1510, and ten sections of Political Science 2010 used as control groups. The instruments used for pretesting and posttesting were the twenty-three item Attitude Scale and Demographic Questionnaire. The Attitude Scale contained twelve intervention and eleven nonintervention questions. Intervention questions were reverse scored so that a high score is noninterventionist and a low score is interventionist. Data were analyzed using a multiple linear regression to determine how each variable affected the intervention/nonintervention student attitudes.

Influences of Stated Counselor Religious Values on Subjects' Preference for a Counselor

The effects of the counselor's religious values on the counseling process has been a focal point recently in the literature on counseling and psychotherapy, especially with regard to how the counselor's announced values might effect potential clients' selection of a counselor. In the present study, the investigator addressed this issue in a study with 125 male and 125 female undergraduate students assigned to five different groups in which they read a script that differed with respect to the counselor's religious orientation. The content of the five scripts ranged from no mention of religious values to describing in detail the specific religious values of the counselor. Subjects' responses to the scripts were measured by having them rate (1) the degree of similarity in their own values and the announced values of the therapist; (2) their rating of how helpful they thought the therapist would be with their problem; and, (3) their stated willingness to see the counselor. Results indicated that subjects who read the script describing an agnostic counselor saw a significant degree of dissimilarity between their own and the counselor's values, but this did not affect subjects' perceptions of the counselor's helpfulness or their willingness to see the counselor. The problem of this study was to describe inservice education programs for members of local boards of trustees and to assess the knowledge and attitude toward inservice of participating and non-participating board members. The major purposes of this study were to describe training programs carried on in selected school districts, and to assess and compare the knowledge and attitudes toward inservice education of board members who do and do not participate in those training programs. The project involved the identification of skill areas necessary for board members, the development of instruments to measure knowledge and attitudes toward inservice, the selection of boards of trustees from six school districts for an experimental and a control group, the description of inservice education programs in operation in districts comprising the experimental group, and the assessment of knowledge and attitudes of members of the experimental and control groups.

Corporal Punishment in American Education from a Historical, Legal, and Theoretical Perspective

This paper discusses corporal punishment as a disciplinary method in American public schools. The effectiveness of corporal punishment is investigated. Chapter I introduces corporal punishment as a pertinent educational issue. Chapter II discusses the historical development of corporal punishment. Chapter III discusses the legal ramifications of corporal punishment. Chapter IV looks at surveys and studies that have been conducted in regard to the issue. Chapter V discusses a survey of teachers in Lewisville, Texas. Teachers responded to 42 statements pertaining to corporal punishment. Chapter VI concludes that research indicates that corporal punishment will not be effective unless it is administered harshly and consistently. The paper concludes that corporal punishment will not be necessary if higher educational institutions train teachers in alternative methods.

An Environmental Evaluation and Public Opinion Survey Concerning Park and Recreation Development in Flower Mound, Texas

An environmental evaluation concerning land designated for park and recreation development was conducted in Flower Mound, Texas. Results were compared with the findings of a public opinion survey of the citizenry of Flower Mound. The first section is an introduction to land use and recreation planning. Section two presents a review of pertinent literature concerning environmental evaluation and recreation and recreation planning. Third is a brief description of Flower Mound, Texas, and existing park properties. The fourth section discusses both the environmental evaluation and the survey research techniques employed. Results of the environmental evaluation are examined in section five. The public opinion survey results are discussed in the sixth section. Flower Mound is fortunate to have a number of sites suitable for recreational development. If recreational development is to be successful and satisfactory to the users, decisions will need to be made in an organized fashion. Park and recreation planning should be incorporated within a general land use planning framework.
