1989 Environmental monitoring report, Sandia National Laboratories, Albuquerque, New Mexico
This 1989 report contains monitoring data from routine radiological and nonradiological environmental surveillance activities. Summaries of significant environmental compliance programs in progress such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque (SNL, Albuquerque) are included. The maximum offsite dose impact was calculated to be 8.8 {times} 10{sup {minus}4} mrem. The total Albuquerque population received a collective dose of 0.097 person-rem during 1989 from SNL, Albuquerque, operations. As in the previous year, SNL, Albuquerque, operations in 1989 had no adverse impact on the general public or on the environment. 46 refs., 20 figs., 31 tabs.

1989 environmental monitoring report, Tonopah Test Range, Tonopah, Nevada
This report summarizes the environmental surveillance activities conducted by Environmental Protection Agency (EPA) and Reynolds Electrical and Engineering Company (REECo) for the Tonopah Test Range (TTR) operated by Sandia National Laboratories (SNL). Other environmental compliance programs such as National Environmental Policy Act of 1969 (NEPA), environmental permits, environmental restoration, and waste management programs are also included. The maximum offsite dose impact from 1989 operations was 8.7 {times} 10{sup {minus}4} mrem as a result of an unusual occurrence. The population received a collective dose of 1.2 {times} 10{sup {minus}5} person-rem from this incidence, while the same populations received 4.94 person-rem from natural background radiation. The 1989 SNL, TTR operations had no adverse impact on the general public or the environment. 18 refs., 2 figs., 14 tabs.

Acute Environmental Toxicity and Persistence of DEM, a Chemical Agent Simulant: Diethyl Malonate. [Diethyl Malonate]
The purpose of the following chemical simulant studies is to assess the potential acute environmental effects and persistence of diethyl malonate (DEM). Deposition velocities for DEM to soil surfaces ranged from 0.04 to 0.2 cm/sec. For foliar surfaces, deposition velocities ranged from 0.0002 cm/sec at low air concentrations to 0.05 cm/sec for high dose levels. The residence times or half-lives of DEM deposited to soils was 2 h for the fast component and 5 to 16 h for the residual material. DEM deposited to foliar surfaces also exhibited biphasic depuration. The half-life of the short residence time component ranged from 1 to 3 h, while the longer time component had half-times of 16 to 242 h. Volatilization and other depuration mechanisms reduce surface contaminant levels in both soils and foliage to less than 1% of initial dose within 96 h. DEM is not phytotoxic at foliar mass loading levels of less than 10 {mu}m/cm{sup 2}. However, severe damage is evident at mass loading levels in excess of 17 {mu}g/cm{sup 2}. Tall fescue and sagebrush were more affected than was short-needle pine, however, mass loading levels were markedly different. Adlerian Counseling and the Early Recollections of Children
This investigation used a descriptive approach to explore and evaluate early recollection changes of children in Adlerian counseling. The study addressed seven research questions regarding early recollection change for children in Adlerian counseling as compared with children not in Adlerian counseling. The treatment group was engaged in Adlerian counseling for 10 weeks. The investigator conducted pre-counseling and post-counseling interviews to collect six total early recollections from 9 subjects. The comparison group was not engaged in treatment for counseling. The investigator conducted interviews at an interval of 10 weeks to collect six total early recollections from 9 subjects. The Manaster-Perryraan Manifest Content Early Recollection Scoring Manual was used for analysis of early recollection content. Following training sesions, raters scored absence or presence of content variables in early recollections. Tables were employed to reveal findings of early recollection content change as addressed by the seven research questions of this study. A descriptive evaluation of' the data indicated that the treatment group manifested greater change in early recollection content as compared to the comparison group in six of seven research questions. Adolescent Discouragement: Development of an Assessment Instrument
The Adolescent Discouragement Indicator (ADI) was developed to assess the Adlerian construct of discouragement. The 75-item ADI contains five subscales corresponding to the five life tasks specified in Individual Psychology and is specifically designed to pinpoint the area and degree of adolescent discouragement. Item selection was based on ratings by five prominent Adlerians and item correlation with subscale scores. Age and sex norms for the ADI were established on 225 females and 299 males 12 to 18 years of age. Findings indicate that female adolescents are less discouraged than male adolescents on all scales except the love scale and both sexes reported the least amount of discouragment on the love scale. The only significant difference among the age groups is between the 13-year-olds and the 15, 16, and 17-year-olds on the love scale. An internal consistency coefficient of .95, a 2-week test-retest coefficient of .89, and a 4-week test-retest coefficient of .92 indicates that the ADI is a reliable instrument. Negative and significant (p < .001) correlations between the ADI and Social Interest Index (Greever, Tseng, & Friedland, 1973) and between the ADI and the Social Interest Scale (Crandall, 1975) contribute to construct validity and support Adler's belief that discouragement …

Agenda-Setting by Minority Political Groups: A Case Study of American Indian Tribes
This study tested theoretical propositions concerning agenda-setting by minority political groups in the United States to see if they had the scope to be applicable to American Indian tribes or if there were alternative explanations for how this group places its agenda items on the formal agenda and resolves them. Indian tribes were chosen as the case study because they are of significantly different legal and political status than other minority groups upon which much of the previous research has been done. The study showed that many of the theoretical propositions regarding agenda-setting by minority groups were explanatory for agenda-setting by Indian tribes. The analyses seemed to demonstrate that Indian tribes use a closed policy subsystem to place tribal agenda items on the formal agenda. The analyses demonstrated that most tribal agenda items resolved by Congress involve no major policy changes but rather incremental changes in existing policies. The analyses also demonstrated that most federal court decisions involving Indian tribes have no broad impact or significance to all Indian tribes. The analyses showed that both Congress and the federal courts significantly influence the tribal agenda but the relationship between the courts and Congress in agenda-setting in this area of policy …

Analysis of offsite Emergency Planning Zones (EPZ) for the Rocky Flats Plant
This project plan for Phase II summarizes the design of a project to complete analysis of offsite Emergency Planning Zones (EPZ) for the Rocky Flats Plant. Federal, state, and local governments develop emergency plans for facilities that may affect the public in the event of an accidental release of nuclear or hazardous materials. One of the purposes of these plans is to identify EPZs where actions might be necessary to protect public health. Public protective actions include sheltering, evacuation, and relocation. Agencies use EPZs to develop response plans and to determine needed resources. The State of Colorado, with support from the US Department of Energy (DOE) and Rocky Flats contractors, has developed emergency plans and EPZs for the Rocky Flats Plant periodically beginning in 1980. In Phase II, Interim Emergency Planning Zones Analysis, Maximum Credible Accident'' we will utilize the current Rocky Flats maximum credible accident (MCA), existing dispersion methodologies, and upgraded dosimetry methodologies to update the radiological EPZs. Additionally, we will develop recommendations for EPZs for nonradiological hazardous materials releases and evaluate potential surface water releases from the facility. The purpose of this study was to analyze the physical issues of verticality and architectural reference in the presentation of my figurative sculpture and to determine how these issues affect me as viewer. In this analysis, the term architectural reference refers to the fundamental structural elements historically associated with architecture, such as column, pylon, pilaster, pyramid, elevated platform, and bilateral symmetry. The term does not address broader architectural concepts such as spatial organization, circulation, or shelter.

Anger Reduction in Closed Head Injured Individuals with Group Social Skills Training
In the present study, an anger management treatment program was compared to a pseudo-social skills training program (self-help group) and waiting list control group to determine its effectiveness in reducing irritable/angry behavior in head injured subjects. Subjects consisted of 28 adults with previous head injury trauma who had difficulty with excessive irritability and anger. Subjects averaged 35.4 years of age and had an average of 8.9 years post head injury. Treatment consisted of 10 group sessions over a five week period. Anger management training was designed to teach subjects self management skills aimed at reducing the frequency of angry acting out behavior. Training methods included role playing, relaxation training, assertiveness training and cognitive restructuring. The pseudo-social skills training group was a self-help group designed to encourage discussion of irritability problems without teaching specific coping techniques. To assure some degree of homogeneity in cognitive abilities among subjects, minimum eligibility scores were required on five subtests of the Wechsler Adult Intelligence Scale - Revised and the Peabody Picture Vocabulary Test. Dependent measures were pre and posttreatment scores obtained from five categories of the Katz Adjustment Scale - Relative form: belligerence, negativity, general psychopathology, social obstreperousness, and social role functioning. Angular Momentum in Subbarrier Fusion
We have measured the ratio of the isomer to ground-state yields of {sup 137}Ce produced in the fusion reactions {sup 128}Te({sup 12}C,3n), {sup 133}Cs({sup 7}Li,3n), {sup 136}Ba({sup 3}He,2n), {sup 136}Ba({sup 4}He,3n), and {sup 137}Ba({sup 3}He,3n), from energies above the Coulomb barrier to energies typically 20--30% below the barrier by observing the delayed x- and {gamma}-ray emission. We deduce the average angular momentum, {lt}J{gt}, from the measured isomer ratios with a statistical model. In the first three reactions we observe that the values of {lt}J{gt} exhibit the behavior predicted for low energies and the expected variation with the reduced mass of the entrance channel. We analyze these data and the associated cross sections with a barrier penetration model that includes the coupling of inelastic channels. Measurements of average angular momenta and cross sections made on other systems using the {gamma}-multiplicity and fission-fragment angular correlation techniques are then analyzed in a similar way with this model. The discrepancies with theory for the {gamma}-multiplicity data show correlations in cross section and angular momentum that suggest a valid model can be found. The measurements of angular momentum using the fission fragment angular correlation technique, however, do not appear reconcilable with the energy dependence of …

The purpose of this document is to set down the reasons and decisions regarding what is an important choice for the APS Control System design staff, namely the choice of an operating system for its principle computer resources. Since the choice also may affect cost estimates and the design handbook, there is a further need to document the process. Art by the Yard: Exploring Narrative Drawings
I am interested, both from a personal standpoint and from a cultural perspective, in pursuing the meaning of thes eimages singly and as they combine with others. In turn, the results, I hope, will lead to the discovery of more images for my image encyclopedia. After this introduction subsequent chapters will explore my reasons for the combinations of images I choose and will place the finished drawings in their contemporary art context. My goal will be to note the changing meanings of the objects as they interact serially.
