This document serves as the 45-day report deliverable for the tank C-203 auger samples collected on April 5, 1995 (samples 95-AUG-20 and 95-AUG-021). As no secondary analyses were required and no other analyses have been requested, this document also serves as the final report for C-203 auger sampling. Each sample was received, extruded, and analyzed by the 222-S Laboratories in accordance with the Tank Characterization Plan (TCP) referenced below. Included in this report are the primary safety screening results (DSC, TGA, and alpha) and density results. The worklists and raw data are included in this report. Photographs of the auger samples were taken during extrusion and, although not included in this report, are available.

105K West Isolation Barrier Acceptance Test results

The objective of this document is to report and interpret the findings of the isolation barrier acceptance tests performed in 105KW/100K. The tests were performed in accordance with the test plan and acceptance test procedure. The test report contains the test data. This document compares the test data against the criteria. A discussion of the leak rate analytical characterization describes how the flow characteristics flow rate will be determined using the test data from the test report. Two modes of water loss were considered; basin and/or discharge chute leakage, and evaporation. An initial test established baseline leakage data and instrumentation performance. Test 2 evaluated the sealing performance of the isolation barrier by inducing an 11 in. (27.9 cm) level differential across the barrier. The leak rate at this 11 in. (27.9 cm) level is extrapolated to the 16 ft. (4.9 m) level differential postulated in the DBE post seismic event. If the leak rate, adjusted for evaporation and basin leakage (determined from Test 1), is less than the SAR limit of 1,500 gph (5,680 lph) at a 16 ft (4.9 m) level differential, the barriers pass the acceptance test.

Absolute Measurement of Electron Cloud Density in a Positively-Charged Particle Beam

Clouds of stray electrons are ubiquitous in particle accelerators and frequently limit the performance of storage rings. Earlier measurements of electron energy distribution and flux to the walls provided only a relative electron cloud density. We have measured electron accumulation using ions expelled by the beam. The ion energy distribution maps the depressed beam potential and gives the dynamic cloud density. Clearing electrode current reveals the static background cloud density, allowing the first absolute measurement of the time-dependent electron cloud density during the beam pulse.

Advances in full field microscopy with table-top soft x-ray lasers

We describe recent advances in the demonstration of table-top full field microscopes that use soft x-ray lasers for illumination. We have achieved wavelength resolution and single shot exposure operation with a very compact 46.9 nm microscope based on a desk-top size capillary discharge laser. This {lambda}-46.9 nm microscope has been used to capture full field images of a variety of nanostructure systems and surfaces. In a separate development we have demonstrated a zone plate microscope that uses {lambda}=13.2 nm laser illumination to image absorption defects in an extreme ultraviolet lithography (EUVL) mask in the same geometry used in a 4x demagnification EUVL stepper. Characterization of the microscope’s transfer function shows it can resolve 55 nm half period patterns. With these capabilities, the {lambda}-13.2 nm microscope is well suited for evaluation of pattern and defect printability of EUVL masks for the 22 nm node.

Air Monitoring Network at Tonopah Test Range: Network Description and Capabilities

During the period April to June 2008, at the behest of the U.S. Department of Energy (DOE) National Nuclear Security Administration, Nevada Site Office (NNSA/NSO); the Desert Research Institute (DRI) constructed and deployed two portable environmental monitoring stations at the Tonopah Test Range (TTR) as part of the Environmental Restoration Project Soils Sub-Project. The TTR is located within the boundaries of the Nevada Test and Training Range (NTTR) near the northern edge, and covers an area of approximately 725.20 km2 (179,200 acres). The primary objective of the monitoring stations is to evaluate whether and under what conditions there is wind transport of radiological contaminants from one of the three Soil Sub-Project Corrective Action Units (CAUs) associated with Operation Roller Coaster on TTR. Operation Roller Coaster was a series of tests, conducted in 1963, designed to examine the stability and dispersal of plutonium in storage and transportation accidents. These tests did not result in any nuclear explosive yield. However, the tests did result in the dispersal of plutonium and contamination of surface soils in the surrounding area.

Chlorinated solvents used in the A/M-Area at the Savannah River Site (SRS) from 1952-1982 have contaminated the groundwater under the site. To comply with the requirements of the current SCDHEC Part B Permit, this plume is being addressed by a multi-phase program under the direction of the Environmental Restoration Division at SRS. This report details the first phase of this program, the containment of the portion of the plume greater than 500 ppb (TCE) within the Southern Sector of the A/M Area.

Analysis of the CRBRP part-load conditions using SSC/MINET

The Super System Code (SSC), coupled with the MINET (Momentum Integral Network) Code, was used to determine the plausibility of these postulated plant conditions, particularly with regard to whether the heat exchangers have sufficient heat transfer area for these conditions to prevail. The SSC/MINET representation of the Clinch River Plant used for the part load study is shown. SSC was used to analyze the reactor, the primary loop, and most of the intermediate loop. MINET was used for the rest of the CRBRP system. The analysis relies primarily on energy balances (SSC), an established package of heat transfer correlations (SSC and MINET), and two steady state momentum integral network solvers (MINET).

The Office of Space and Defense Power Systems of the Department of Energy (DOE) provides Radioisotope Power Systems (RPS) for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. For the Cassini Mission, for example, ORNL was involved in the production of carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS). This report has been divided into three sections to reflect program guidance from the Office of Space and Defense Power Systems for fiscal year (FY) 2003. The first section deals primarily with maintenance of the capability to produce flight quality (FQ) CBCF insulator sets, iridium alloy blanks and foil, and CVS. In all three cases, production maintenance is assured by the manufacture of limited quantities of FQ components. Application of Self-Propagating High Temperature Synthesis to the Fabrication of Actinide Bearing Nitride and Other Ceramic Nuclear Fuels

The high vapor pressures of americium (Am) and americium nitride (AmN) are cause for concern in producing nitride ceramic nuclear fuel that contains Am. Along with the problem of Am retention during the sintering phases of current processing methods, are additional concerns of producing a consistent product of desirable homogeneity, density and porosity. Similar difficulties have been experienced during the laboratory scale process development stage of producing metal alloys containing Am wherein compact powder sintering methods had to be abandoned. Therefore, there is an urgent need to develop a low-temperature or low–heat fuel fabrication process for the synthesis of Am-containing ceramic fuels. Self-propagating high temperature synthesis (SHS), also called combustion synthesis, offers such an alternative process for the synthesis of Am nitride fuels. Although SHS takes thermodynamic advantage of the high combustion temperatures of these exothermic SHS reactions to synthesize the required compounds, the very fast heating, reaction and cooling rates can kinetically generate extremely fast reaction rates and facilitate the retention of volatile species within the rapidly propagating SHS reaction front. Approach to IAEA material-balance verification with intermittent inspection at the Portsmouth Gas Centrifuge Enrichment Plant

This paper describes a potential approach by which the International Atomic Energy Agency (IAEA) might verify the nuclear-material balance at the Portsmouth Gas Centrifuge Enrichment Plant (GCEP) for the circumstance in which the IAEA inspections occur on an intermittent basis. The verification approach is a variation of the standard IAEA attributes/variables measurement-verification method. This alternative approach is useful and applicable at the Portsmouth GCEP, which will ship all its product and tails UF/sub 6/ to United States facilities not eligible for IAEA safeguards. The paper reviews some of the relevant results of the Hexapartite Safeguards Project (HSP), describes the standard IAEA material-balance-verification approach for bulk-handling facilities, and provides the procedures to be followed in handling and processing UF/sub 6/ cylinders at the Portsmouth GCEP. The paper then discusses the assumptions made in the approach, and derives a formula for the probability with which the IAEA could detect the diversion of a significant quantity of uranium (75 kg of U-235 in depleted, normal, and low-enriched uranium) if this method were applied.
