Defense Budget for FY2002: An Overview of Bush Administration Plans and Key Issues for Congress

Details of Bush Administration plans for the defense budget have been on hold for several months as senior officials have undertaken a reassessment of defense policy known as the “National Defense Review.” The initial Bush budget outline, A Blueprint for New Beginnings, released on February 28, and the Administration’s official FY2002 budget request, released on April 9, include $325 billion in new budget authority for national defense in FY2002, but that total remains subject to change as the defense review proceeds. Moreover, official Administration defense budget projections beyond FY2002 simply reflect projected growth with inflation in overall annual funding for national defense fromFY2003 through FY2006 rather than the results of any policy assessment.

Congressional Access to Executive Branch Information: Legislative Tools

This report begins by reviewing the precedents established during the Washington Administration for withholding documents from Congress. Close examination reveals that the scope of presidential privilege is often exaggerated. Congress had access to more documentation than is commonly believed and might have had more had it pressed for it. Subsequent sections focus on various forms of congressional leverage: the power of the purse, the power to impeach, issuing congressional subpoenas, holding executive officials in contempt, House resolutions of inquiry, GAO investigations, and blocking nominations, all of which may force executive officials to release documents they would otherwise want to keep private and confidential. Even if Presidents announce perfectly plausible grounds for withholding documents, they may have to comply with the congressional will to achieve other more important goals.

A Free Trade Area of the Americas: Status of Negotiations and Major Policy Issues

At the second Summit of the Americas in Santiago, Chile (April 1998), 34 Western Hemisphere nations agreed to initiate formal negotiations to create a Free Trade Area of the Americas (FTAA) by 2005. The negotiating groups completed a draft agreement in January 2001, which was presented at the third Summit of the Americas held in Quebec City on April 20-22, 2001. President Bush expressed strong support for the FTAA and concrete progress has been made in moving it forward. Yet, differences in priorities among the countries are becoming increasingly evident, suggesting that the FTAA faces many policy hurdles in both the U.S. Congress and the hemisphere.
