This report surveys several of the DRM bills that were introduced in the 107th Congress and those that are pending in the 108th Congress. Generally, the bills are directed at two separate goals. One goal is to increase access to digitally-protected media for lawful purposes. The other attempts to thwart digital piracy and would do so by enhancing civil and criminal sanctions for digital (and traditional) copyright infringement and educating the public about the rights of copyright holders.

"Junk E-mail": An Overview of Issues and Legislation Concerning Unsolicited Commercial Electronic Mail ("Spam")

Unsolicited commercial e-mail (UCE), also called “spam” or “junk e-mail,” aggravates many computer users. Not only can it be a nuisance, but its cost may be passed on to consumers through higher charges from Internet service providers who must upgrade their systems to handle the traffic. Proponents of UCE insist it is a legitimate marketing technique and protected by the First Amendment. Legislation to place limits on UCE was considered by the last two Congresses, but no bill cleared Congress. Several bills have been introduced in the 107th Congress. H.R. 718 was reported from the House Energy and Commerce Committee and the House Judiciary Committee (H. Rept. 107-41, Parts 1 and 2). The two versions are quite different. S. 630 was ordered reported from the Senate Commerce Committee.

A formal portrait of two men. The man on the left, identified on the back as Willie Wedell, is sitting on a stool. The man on the right, identified as John Anizan, is standing with his right hand resting on the other man's left shoulder. Both men are dressed in two-piece dark suits with white dress shirts and bowties. Their jackets are open. John Anizan wears a pocket watch clipped to his jacket lapel and a pen or pencil in his jacket pocket. On the back of the postcard is written: "Dear Sister This Picture was taken when I come from worke Dont I look bored I got fired last night and put Back to work again Wel BYBY Wm. J. Wedell."
