The U.S. Occupation of Haiti, 1915-1934

In 1915, the United States undertook a military occupation of Haiti to preempt any European intervention, to establish order out of civil strife, and to stabilize Haitian finances. During the nineteen-year occupation, U.S. military and civilian officials, numbering less than 2500 for the most part, supervised the collection of taxes and the disbursement of revenues, maintained public order, and initiated a program of public works. The Haitian government remained in place, but was subject to U.S. guidance. The Haitian people benefitted from the end of endemic political violence and from the construction of roads, bridges, and ports as well as from improved access to health care. The U.S. occupation was, nonetheless, deeply resented throughout Haitian society, and many of its accomplishments did not long endure its termination in 1934.

Sovereign Debt in Advanced Economies: Overview and Issues for Congress

Sovereign debt, also called public debt or government debt, refers to debt incurred by governments. Since the global financial crisis of 2008-2009, public debt in advanced economies has increased substantially. A number of factors related to the financial crisis have fueled the increase, including fiscal stimulus packages, the nationalization of private-sector debt, and lower tax revenue. Even if economic growth reverses some of these trends, such as by boosting tax receipts and reducing spending on government programs, aging populations in advanced economies are expected to strain government debt levels in coming years.

The U.S. trade deficit was shrinking through June 2009 because of the global financial crisis but has begun to increase again. The crisis caused U.S. imports to drop faster than U.S. exports. The global simultaneous recession, however, implies that exporting countries cannot rely on increased foreign demand to make up for slack demand at home. Even though U.S. imports are down considerably from 2008, companies competing with imports still face diminishing demand as the domestic economy has been hit by recession. This report provides an overview of the international trade climate and U.S. trade policy. The report also discusses common perceptions about the deficit and trade balances.

This report contains three tables that, together, provide an overview of the American Health Care Act (AHCA) provisions, as amended by the five manager's amendments and the amendment referenced in H.Res. 254. Table 1 includes provisions that apply to the private health insurance market, Table 2 includes provisions that affect the Medicaid program, and Table 3 includes provisions related to public health and taxes. Each table contains a column identifying whether the AHCA provision is related to an ACA provision (e.g., whether the AHCA provision repeals an ACA-related provision). In addition to the three tables, the report includes more detailed summaries of each AHCA provision and two graphics showing the effective dates of AHCA provisions.
