Banking Acquisition and Merger Procedures

This report discusses in general terms the basic process and time line for banking industry acquisitions and mergers and briefly discusses the May 4, 1998 application by Travelers Group to merge with Citicorp. Among the issues discussed are: potential impact on consumers; whether the new entities would be too big to fail; and, whether competitive equity calls for financial modernization legislation with functional regulation of the securities, banking, and insurance sectors of companies offering customers a full range of financial products and services. Legislative developments on financial modernization issues in the 105th Congress are reported in CRS Issue Brief 97034, which is available on the Legislative Information System.

Calibration of an Advanced Photon Source linac beam position monitor used for positron position measurement of a beam containing both positrons and electrons. (open access)

Calibration of an Advanced Photon Source linac beam position monitor used for positron position measurement of a beam containing both positrons and electrons.

The Advanced Photon Source (APS) linac beam position monitors can be used to monitor the position of a positron beam also containing electrons. To accomplish this task, both the signal at the bunching frequency of 2856 MHz and the signal at 2 x 2856 MHz are acquired and processed for each stripline. The positron beam position is obtained by forming a linear combination of both 2856- and 5712-MHz signals for each stripline and then performing the standard difference over sum computation. The required linear combination of the 2856- and 5712-MHz signals depends on the electrical calibration of each stripline/cable combination. In this paper, the calibration constants for both 2856-MHz and 5712-MHz signals for each stripline are determined using a pure beam of electrons. The calibration constants are obtained by measuring the 2856- and 5712-MHz stripline signals at various electron beam currents and positions. Finally, the calibration constants measured using electrons are used to determine positron beam position for the mixed beam case.

Characterization engineering status report January 1998--March 1998 (open access)

Characterization engineering status report January 1998--March 1998

Characterization Engineering (CE) continues to make progress in support of the project goal of characterizing the Hanford high-level waste tanks. Four core sampling systems were operational during this reporting period -- push mode core sample system No. 1 and rotary mode core sample systems No. 2, No. 3, and No. 4. The availability average for all core sampling systems increased to 46 percent from the last quarter average of 43 percent. Six tanks were core sampled during the reporting period and 72 samples were retrieved. Average sampler recovery for system No. 1 was 76 percent, below the performance goal of 80 percent. The systems No. 2, No. 3, and No. 4 goal of 60 percent was satisfied by overall recovery of 77 percent. This reporting period included the completion of modifications to Exhauster C for rotary mode core sampling (RMCS) and successful Acceptance and Operational testing. The portable exhauster was upgraded to Major Stack. All of the permit issues were resolved and the exhauster will be deployed when the Readiness Review is complete. During this reporting period significant progress was made in other areas as well. Grab Sampling retrieved samples of waste from fifteen tanks. Vapor Sampling was utilized in …

Design requirements document for Project W-465, immobilized low-activity waste interim storage (open access)

Design requirements document for Project W-465, immobilized low-activity waste interim storage

The scope of this Design Requirements Document (DRD) is to identify the functions and associated requirements that must be performed to accept, transport, handle, and store immobilized low-activity waste (ILAW) produced by the privatized Tank Waste Remediation System (TWRS) treatment contractors. The functional and performance requirements in this document provide the basis for the conceptual design of the TWRS ILAW Interim Storage facility project and provides traceability from the program level requirements to the project design activity. Technical and programmatic risk associated with the TWRS planning basis are discussed in the Tank Waste Remediation System Decisions and Risk Assessment (Johnson 1994). The design requirements provided in this document will be augmented by additional detailed design data documented by the project.

Effect of divertor geometry on plasma detachment in DIII-D (open access)

Effect of divertor geometry on plasma detachment in DIII-D

This paper explores the physics of the recently installed Radiative Divertor Plasma divertor (RDP) in DIII-D through the use of UEDGE simulation with experimentally derived plasma parameters. The RDP is a nearly closed baffle and cryopumping system in the upper divertor of DIII-D. [l] One measure of the effectiveness of the RDP is the achievement of a detached plasma with a lower core density than in the open divertor (present in the lower divertor in DIII-D). Plasma detachment, observed on all diverted tokamaks, is a change in the plasma state which results in a decrease in both the ion current and heat load on the divertor plate. These reductions together with the related drop in electron temperature are important for divertor design in high power devices such as ITER, in which detached operation is assumed [2]. Both UEDGE modeling and DIII-D experiments show a reduction of 25% to 50% in the core density necessary for plasma detachment in the RDP compared to the open divertor.

First quarter chemical borehole studies in the drift scale test (open access)

First quarter chemical borehole studies in the drift scale test

The chemistry boreholes of the Drift Scale Test (DST) have been designed to gather geochemical information and assess the impact of thermal perturbations on gas and liquid phases present in pore spaces and fractures within the rock. There are a total of ten boreholes dedicated to these chemical studies. Two arrays of five boreholes each were drilled from the access/observation drift (AOD) in planes which run normal to the heater drift and which are located approximately 15 and 45% of the way along the length of the drift as measured from the bulkhead. The boreholes each have a length of about 40 meters and have been drilled at low angles directed just above or just below the heater plane. In each array, three boreholes are directed at increasingly steeper angles (< 25-) above the line of wing heaters and two are directed at shallow angles below the wing heater plane.

Hanford facility dangerous waste permit application, general information portion (open access)

Hanford facility dangerous waste permit application, general information portion

The Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (document number DOE/RL-91-28) and a Unit-Specific Portion. Both the General Information and Unit-Specific portions of the Hanford Facility Dangerous Waste Permit Application address the content of the Part B permit application guidance prepared by the Washington State Department of Ecology (Ecology 1996) and the U.S. Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information needed by the Hazardous and Solid Waste Amendments and revisions of Washington Administrative Code 173-303. Documentation contained in the General Information Portion is broader in nature and could be used by multiple treatment, storage, and/or disposal units (e.g., the glossary provided in this report).

Impact of detailed radiation transport on volume recombination (open access)

Impact of detailed radiation transport on volume recombination

Recently both the Alcator C-Mod and DIII-D tokamaks observed significant recombination of major ion species in the divertor region during detachment. For sufficiently low temperatures the mixture of neutral atoms and ions can be optically thick to line radiation. The optical depth of the recombined region to Ly{alpha} radiation can be very large and opacity effects and radiation trapping can dramatically change the heat flux to the divertor walls. This paper presents an analysis of the effect of line radiation on volume recombination using CRETIN, a multi-dimensional, non-local thermodynamic equilibrium simulation code that includes the atomic kinetics and radiative transport processes necessary to model this complex environment.
