Issues and Options in Designing and Implementing Limited Access Programs in Marine Fisheries
The following report was prepared after a series of workshops held by the ad hoc NMFS Limited Access Working Group (LAWG) in the period 1994-97. This report discusses the basics of limited access programs to be developed and implemented in NMFS fisheries, design and scoping considerations, limited access alternatives, nature of the fishing right, coordination and equity, implementation--including eligibility, monitoring, and evaluations, and evaluation.

Trial Burn Activities for a Mixed Waste Incinerator
The Consolidated Incineration Facility (CIF) is located on the Savannah River Site (SRS), owned by the U. S. Department of Energy and managed by BNFL, Inc. for the Westinghouse Savannah River Company. SRS received permits from the South Carolina Department of Health and Environmental Control (SCDHEC) and the U. S. Environmental Protection Agency (EPA), Region IV to construct and operate the CIF, a hazardous, radioactive mixed waste incinerator. This paper presents the results of the trial burn conducted on the CIF in April 1997 which is the initial demonstration of compliance with the permits. The incinerator is currently operating under approved post-trial burn conditions while the trial burn results are being evaluated. A final operating permit is expected the fall of 1998.

Geophysical tomography imaging system. Final CRADA report
The Cooperative Research and Development Agreement (CRADA) between Lockheed Martin Energy Systems, Inc., and Geophex, Ltd., was established to investigate high-resolution, shallow acoustic imaging of the subsurface. The primary objectives of the CRADA were accomplished, including the evaluation of a new tomographic imaging algorithm and the testing and comparison of two different acoustic sources, the hammer/plate source and an electromagnetic vibratory source. The imaging system was composed essentially of a linear array of geophones, a digital seismograph, and imaging software installed on a personal computer. Imaging was most successful using the hammer source, which was found to be less susceptible to ground roll (surface wave) interference. It is conjectured that the vibratory source will perform better for deeper targets for which ground roll is less troublesome. Potential applications of shallow acoustic imaging are numerous, including the detection and characterization of buried solid waste, unexploded ordnance, and clandestine man-made underground structures associated with treaty verification (e.g., tunnels, underground storage facilities, hidden bunkers).

Statutory Modifications of the Application of NEPA
From time to time, Congress has considered the operation of the National Environmental Policy Act. While Congress has amended the statute itself only twice since its enactment, Congress has often enacted provisions that modify the application of the Act or specify the extent of the documents that need be prepared in particular instances or contexts. D0 HVAC System Controls Evaluation of Upgrade Options
This engineering note documents three different options for upgrading the Dzero HVAC control system. All three options leave the current field hardware and field devices intact and upgrade the computer control hardware and software. Dzero will be heading into a physics run starting in 2000. This physics run could last several years. The Dzero HVAC system is an integral part of climate control and electronics cooling. The current HVAC control system is based upon a 1985 Johnson Controls System. In order to enter the next long-term physics run with a solid HVAC control system, the current control system needs to be upgraded. This proposal investigates three options: (1) Replacement to the next generation of Johnson Controls Hardware and Software with the Johnson Controls operator interface - FESS; (2) Replacement to the next generation of Johnson Controls Hardware and Software with the FIX32 Operator Interface - FESS/Dzero; and (3) Replacement with a commercially available Programmable Logic Controller (PLC) WITH THE FIX 32 Operator Interface - Dzero.

NIF PEPC Mechanical Test Stand Safety Note
The NIF PEPC Mechanical Test Stand is to be used in the building 432. Building 432 is being used to test components and processes for NIF. The test stand is to be bolted to the floor. The test stand provides a platform from which the PEPC kinematic repeatability and vibrational characteristics of the PEPC LRU can be tested. The test stand will allow user access to the LRU to install instrumentation and to make adjustments to the kinematics. The mechanical test stand is designed to hold the 1700 lb. PEPC LRU.

Copyright Term Extension: Estimating the Economic Values
This report considers proposals to extend the duration of copyrights by 20 years (as in H.R. 2589 and other bills) and related proposals to charge a fee to the owners in order to receive the extension. The method of analysis is economic rather than legal. The report reviews the basic economic principals involved in copyright law and gives rough estimates of the value of copyrights on books, music, and movies produced in the 1920s and 1930s — those that would be most immediately affected by an extension of copyright terms.

NIF conventional facilities construction health and safety plan
The purpose of this Plan is to outline the minimum health and safety requirements to which all participating Lawrence Livermore National Laboratory (LLNL) and non-LLNL employees (excluding National Ignition Facility [NIF] specific contractors and subcontractors covered under the construction subcontract packages (e.g., CSP-9)-see Construction Safety Program for the National Ignition Facility [CSP] Section I.B. ''NIF Construction Contractors and Subcontractors'' for specifics) shall adhere to for preventing job-related injuries and illnesses during Conventional Facilities construction activities at the NIF Project. For the purpose of this Plan, the term ''LLNL and non-LLNL employees'' includes LLNL employees, LLNL Plant Operations staff and their contractors, supplemental labor, contract labor, labor-only contractors, vendors, DOE representatives, personnel matrixed/assigned from other National Laboratories, participating guests, and others such as visitors, students, consultants etc., performing on-site work or services in support of the NIF Project. Based upon an activity level determination explained in Section 1.2.18, in this document, these organizations or individuals may be required by site management to prepare their own NIF site-specific safety plan. LLNL employees will normally not be expected to prepare a site-specific safety plan. This Plan also outlines job-specific exposures and construction site safety activities with which LLNL and non-LLNL employees shall comply.

Mercosur: Formation, Status, Trade Effects, Policy Challenges, and U.S. Interests
This report examines Mercosur, the third largest preferential trading group in the world. Since its inception in 1991, Mercosur has made considerable progress in integrating the economies of its members. The integration --- an almost complete free trade area and a partial customs union --- has been accompanied by a significant increase in U.S. exports and investment to the region. In the future, Mercosur face challenges affecting the size of its membership, the depth of its integration, and the strength of its institutions.
