An aerial radiological survey of the Fort Calhoun Nuclear Power Plant and surrounding area, Fort Calhoun, Nebraska

An aerial radiological survey was conducted over the Fort Calhoun Nuclear Power Plant in Fort Calhoun, Nebraska, during the period June 19 through June 28, 1993. The survey was conducted at an altitude of 150 feet (46 meters) over a 25-square-mile (65-square-kilometer) area centered on the power station. The purpose of the survey was to document the terrestrial gamma radiation environment of the Fort Calhoun Nuclear Power Plant and surrounding area. The results of the aerial survey are reported as inferred gamma radiation exposure rates at 1 meter above ground level in the form of a contour map. Outside the plant boundary, exposure rates were found to vary between 6 and 12 microroentgens per hour and were attributed to naturally-occurring uranium, thorium, and potassium. The aerial data were compared to ground-based benchmark exposure rate measurements and radionuclide assays of soil samples obtained within the survey boundary. The ground-based measurements were found to be in good agreement with those inferred from the aerial measuring system. A previous survey was conducted on August 9 and 10, 1972, before the plant began operation. Exposure rates measured in both surveys were consistent with normal terrestrial background.

Molecular Design Concept for Multi-Kilovolt X-Ray Amplification

The goal of this program is the construction of an X-ray laser in the multi-kilovolt regime which can serve as a vital enabling technology in the broad and fundamental field of materials science. Experimental findings indicate that an entirely new technique for amplification at X-ray wavelengths is feasible. This method involves the combination of (a) a recently discovered mode of multiphoton coupling to molecules which efficiently yields core excited ions, (b) a new channeled mode of propagation for spatial organization, and (c) an ultrahigh brightness subpicosecond laser technology. The concept of molecular X-ray laser design, which involves matching the conditions of excitation to the molecular structure, enables the inner-shell excitation to be selectively achieved. Basically, the molecular approach enables the copious generation of a highly excited species to occur rapidly in an environment characteristic of dense cold matter, a situation exceptionally conducive to X-ray amplification. High energy efficiency and wavelength tunability also appear as intrinsic features of this method. Triaxial creep measurements on rock salt from the Jennings dome, Louisiana, borehole LA-1, core {number_sign}8

Tejas Power Company requested that facilities in the Rock Mechanics Laboratory at Sandia National Laboratories be used to assess the time-dependent properties of rock salt from the Jennings dome in Acadia Parish, Louisiana. Nominally 2.5-inch diameter slat core from borehole LA-1, core 8 (depth 3924.8 to 3837.8 ft; 1196.8--1197.1 m) was provided to accomplish two tasks: (1) Using the smallest possible number of experiments, evaluate the tendency of Jennings salt to undergo time-dependent deformation (creep) under constant applied stresses, and compare the creep of Jennings salt with creep data for rock salt from other locations. (2) Assess the applicability of published laboratory-derived creep properties for rock salt from several bedded and domal sites in finite element analyses concerning the design of new gas storage caverns in the Jennings dome. The characterization of Jennings salt followed the same strategy that was applied in earlier laboratory experiments on core from the Moss Bluff dome near Houston, Texas. Integrated Design for Marketing and Manufacturing team: An examination of LA-ICP-AES in a mobile configuration. Final report

The Department of Energy (DOE) has identified the need for field-deployable elemental analysis devices that are safer, faster, and less expensive than the fixed laboratory procedures now used to screen hazardous waste sites. As a response to this need, the Technology Integration Program (TIP) created a mobile, field-deployable laser ablation-inductively coupled plasma-atomic emission spectrometry (LA-ICP-AES) sampling and analysis prototype. Although the elemental. screening prototype has been successfully field-tested, continued marketing and technical development efforts are required to transfer LA-ICP-AES technology to the commercial sector. TIP established and supported a student research and design group called the Integrated Design for Marketing and Manufacturing (IDMM) team to advance the technology transfer of mobile, field-deployable LA-ICP-AES. The IDMM team developed a conceptual design (which is detailed in this report) for a mobile, field-deployable LA-ICP-AES sampling and analysis system, and reports the following findings: Mobile, field-deployable LA-ICP-AES is commercially viable. Eventual regulatory acceptance of field-deployable LA-ICP-AES, while not a simple process, is likely. Further refinement of certain processes and components of LA-ICP-AES will enhance the device`s sensitivity and accuracy.

Current distribution in Cable-In-Conduit Conductors

A numerical study of the current distribution in Cable-In-Conduit Conductors (CICC`s) experiencing linearly ramping transport currents and transverse magnetic fields was conducted for both infinitely long, periodic cables and finite length cables terminated in low resistance joints. The goal of the study was to gain insight into the phenomenon known as Ramp Rate Limitation, an as yet unexplained correspondence between maximum attainable current and the ramp time taken to reach that current in CICC superconducting magnets. A discrete geometric model of a 27 strand multiply twisted CICC was developed to effectively represent the flux linkages, mutual inductances, and resistive contact points between the strands of an experimentally tested cable. The results of the numerical study showed that for fully periodic cables, the current imbalances due to ramping magnetic fields and ramping transport currents are negligible in the range of experimentally explored operating conditions. For finite length, joint terminated cables, however, significant imbalances can exist. Unfortunately, quantitative results are limited by a lack of knowledge of the transverse resistance between strands in the joints. The onsite portion of the audit was conducted May 2--13, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH). The audit evaluated the status of programs to ensure compliance with Federal, State, and local environmental laws and regulations; compliance with DOE orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The Buried Waste Integrated Demonstration (BWID) is a program funded by the U.S. Department of Energy Office of Technology Development. BWID supports the applied research, development, demonstration, testing, and evaluation of a suite of advanced technologies that together form a comprehensive remediation system for the effective and efficient remediation of buried waste. The fiscal year (FY) 1994 effort will fund thirty-eight technologies in five areas of buried waste site remediation: site characterization, waste characterization, retrieval, treatment, and containment/stabilization. This document is the basic operational planning document for deployment of all BWID projects. Discussed in this document are the BWID preparations for INEL field demonstrations, INEL laboratory demonstrations, non-INEL demonstrations, and paper studies. Each technology performing tests will prepare a test plan to detail the specific procedures, objectives, and tasks of each test. Therefore, information specific to testing each technology is intentionally omitted from this document.

Performance assessment task team progress report

The U.S. Department of Energy (DOE) Headquarters EM-35, established a Performance Assessment Task Team (referred to as the Team) to integrate the activities of the sites that are preparing performance assessments (PAs) for disposal of new low-level waste, as required by Chapter III of DOE Order 5820.2A, {open_quotes}Low-Level Waste Management{close_quotes}. The intent of the Team is to achieve a degree of consistency among these PAs as the analyses proceed at the disposal sites. The Team`s purpose is to recommend policy and guidance to the DOE on issues that impact the PAs, including release scenarios and parameters, so that the approaches are as consistent as possible across the DOE complex. The Team has identified issues requiring attention and developed discussion papers for those issues. Some issues have been completed, and the recommendations are provided in this document. Other issues are still being discussed, and the status summaries are provided in this document. A major initiative was to establish a subteam to develop a set of test scenarios and parameters for benchmarking codes in use at the various sites. The activities of the Team are reported here through December 1993.

The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. Design review report for multiport riser final design review

This design review examined the design documents contained in a notebook prepared for the final design review of the multiport riser assembly. This assembly will support the Hydrogen Mitigation Test program for mitigation of safety issues for Hanford Waste Tank 241-SY-101. The purpose of the Multiport Riser is to provide multiple access ports of several diameters in a single 42 inch riser for simultaneous access of test and support equipment. The notebook was titled: {open_quotes}Multiport Riser Final Design Review.{close_quotes} The review was conducted using a database comment registration system whereby the reviewer comments were entered into the database and each comment was given a unique identifier. During the review, each comment was referred to by its identifier. Changes to comments, responses, and actions needed were made with the agreement of the committee and the reviewers at the formal design review meeting held March 1, 1994. When the structural analyses were available, they were distributed for review which allowed closure of all design review comments. Approval of the design was achieved and supporting documents are included in this report.

BASIC program for power spectrum estimation. Revision

A standard data set is presented to be used in testing routines that are developed for evaluating the one-dimensional periodogram spectral estimate of a series of uniformly spaced data points representing measurements of a surface profile. These data were generated using the GWBASIC program ``FFTPSD`` which is included in the Appendix of this report. The original purpose of this data set was to allow us to test and debug our own periodogram estimation routines, written in various programming, languages, against a standard data set. At the request of numerous individuals, we are making it available to others who may wish to do the same. We have also included a summary explanation of periodogram estimators and the various considerations that go into generating computer algorithms for power spectrum estimation.

Baseline data for the residential sector and development of a residential forecasting database

This report describes the Lawrence Berkeley Laboratory (LBL) residential forecasting database. It provides a description of the methodology used to develop the database and describes the data used for heating and cooling end-uses as well as for typical household appliances. This report provides information on end-use unit energy consumption (UEC) values of appliances and equipment historical and current appliance and equipment market shares, appliance and equipment efficiency and sales trends, cost vs efficiency data for appliances and equipment, product lifetime estimates, thermal shell characteristics of buildings, heating and cooling loads, shell measure cost data for new and retrofit buildings, baseline housing stocks, forecasts of housing starts, and forecasts of energy prices and other economic drivers. Model inputs and outputs, as well as all other information in the database, are fully documented with the source and an explanation of how they were derived.
