An installation in a Federal building tested the effectiveness of a highly-controlled, workstation-specific lighting retrofit. The study took place in an open-office area with 86 cubicles and low levels of daylight. Each cubicle was illuminated by a direct/indirectpendant luminaire with three 32 watt lamps, two dimmable DALI ballasts, and an occupancy sensor. A centralized control system programmed all three lamps to turn on and off according to occupancy on a workstation-by-workstation basis. Field measurements taken over the course of several monthsdemonstrated 40% lighting energy savings compared to a baseline without advanced controls that conforms to GSA's current retrofit standard. A photometric analysis found that the installation provided higher desktop light levels than the baseline, while an occupant survey found that occupants in general preferred the lighting system to thebaseline.Simple payback is fairly high; projects that can achieve lower installation costs and/or higher energy savings and those in which greenhouse gas reduction and occupant satisfaction are significant priorities provide the ideal setting for workstation-specific lighting retrofits.

An increasing number of homes in the U.S. have sold with photovoltaic (PV) energy systems installed at the time of sale, yet relatively little research exists that estimates the marginal impacts of those PV systems on home sale prices. A clearer understanding of these possible impacts might influence the decisions of homeowners considering the installation of a PV system, homebuyers considering the purchase of a home with PV already installed, and new home builders considering including PV as an optional or standard product on their homes. This research analyzes a large dataset of California homes that sold from 2000 through mid-2009 with PV installed. It finds strong evidence that homes with PV systems sold for a premium over comparable homes without PV systems during this time frame. Estimates for this premium expressed in dollars per watt of installed PV range, on average, from roughly $4 to $5.5/watt across a large number of hedonic and repeat sales model specifications and robustness tests. When expressed as a ratio of the sales price premium of PV to estimated annual energy cost savings associated with PV, an average ratio of 14:1 to 19:1 can be calculated; these results are consistent with those of the …

(2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. The Great Lakes Initiative (GLI) established the new water quality-based discharge criteria for mercury (Hg), thereby increasing the need for many municipal and industrial wastewater treatment plants in the region to lower the mercury in their effluents. Information on deployable technologies to satisfy these requirements for industrial and municipal dischargers in the Great lakes region is scarce. Therefore, BP funded Purdue University Calumet and Argonne to identify deployable Hg removal technologies to meet the GLI discharge criterion at its Whiting Refinery in Indiana. The joint PUC/Argonne project was divided into 2 phases. Results from Phase I and Phase II Modules 1-3 have been previously reported. This report summarizes the work done in Phase 3 Module 4, which consisted of the pilot scale testing of Hg removal technologies previously selected in Module 3. The pilot testing was an Argonne/PUC jointly directed project that was hosted at and funded by the BP refinery in Whiting, IN. Semprus Biosciences is developing environmentally benign and permanent modifications to prevent biofouling on Marine and Hydrokinetic (MHK) devices. Biofouling, including growth on external surfaces by bacteria, algae, barnacles, mussels, and other marine organisms, accumulate quickly on MHK devices, causing mechanical wear and changes in performance. Biofouling on crucial components of hydrokinetic devices, such as rotors, generators, and turbines, imposes substantial mass and hydrodynamic loading with associated efficiency loss and maintenance costs. Most antifouling coatings leach toxic ingredients, such as copper and tributyltin, through an eroding process, but increasingly stringent regulation of biocides has led to interest in the development of non-biocidal technologies to control fouling. Semprus Biosciences research team is developing modifications to prevent fouling from a broad spectrum of organisms on devices of all shapes, sizes, and materials for the life of the product. The research team designed and developed betaine-based polymers as novel underwater coatings to resist the attachment of marine organisms. Different betaine-based monomers and polymers were synthesized and incorporated within various coating formulations. The formulations and application methods were developed on aluminum panels with required adhesion strength and mechanical properties. A letter report issued by the Government Accountability Office with an abstract that begins "To prepare for its reporting obligations under the Telework Enhancement Act of 2010, the Office of Personnel Management (OPM) assembled the Interagency Telework Measurement Group, consisting of officials from several federal agencies, to assist in revising the telework data call—the survey OPM has used since 2002 to collect telework data from executive agencies. This group standardized key terms such as telework, employee, and eligibility to promote a common reporting methodology among the agencies. The revised telework data call also included changes to the time period for which OPM requested agencies report telework data, and included more extensive training for respondents."

This project sought to further our understanding of non-Local Thermodynamic Equilibrium (NLTE) processes by providing benchmark data to validate computational models. This has been a difficult regime to study in the laboratory, where experimental scales produce strong gradients while interpretation requires well-characterized uniform plasmas. It has also been a difficult regime to simulate, as evidenced by the large discrepancies in predictions of NLTE spectra for fixed plasma properties. Not surprisingly, discrepancies between data and calculations of recombining laser-produced plasmas have been in evidence since the 1980's. The goal here was to obtain data of sufficient accuracy to help resolve these discrepancies and enable better modeling of the NLTE processes that are integral to high-energy density experiments. Advances in target fabrication, diagnostic development and simulation capabilities provided the foundations for this project. Uniform plasmas were to be achieved by using aerogel foams of low enough density ({approx}mg/cm{sup 3}) and thickness ({approx}mm) to be volumetrically heated by a laser. The foams were doped with Ti to provide K- and L-shell emission and recombination spectra during the experiments. A new absolutely calibrated transmission grating spectrometer provided absolute temporal measurements at 18 frequencies, in addition to a CCD image of the time-integrated spectrum. Finally, …
