Nuclear Forensics: Comprehensive Interagency Plan Needed to Address Human Capital Issues

Correspondence issued by the Government Accountability Office with an abstract that begins "The detonation of a nuclear weapon or radiological dispersal device (RDD) in the United States or elsewhere would cause decision makers to immediately demand information on the nature of the device--including its design, the materials used to build it, and the materials' source--as well as the identification of the perpetrators. Technical nuclear forensics--the analysis of nuclear or radiological materials that are intercepted or the radioactive debris and prompt output signals (such as gamma rays) produced by a nuclear event--can contribute to the identification of the sources of these materials and the processes used to create them. Analytical techniques developed to determine the nature of nuclear tests can be used if terrorists were to detonate a nuclear device or RDD and radioactive debris samples were recovered (known as "postdetonation" nuclear forensics). Nuclear forensic techniques also could potentially be used to determine the origin of nuclear or radiological materials or devices seized prior to their use in a weapon (known as "predetonation" nuclear forensics). The Advanced Photoinjector Experiment (APEX) seeks to validate the design of a proposed high-brightness, normal conducting RF photoinjector gun and bunching cavity feeding a superconducting RF linac to produce nC-scale electron bunches with sub-micron normalized emittances at MHz-scale repetition rates. The beamline design seeks to optimize the slice averaged 6D brightness of the beam prior to injection into a high gradient linac for further manipulation and delivery to an FEL undulator. Details of the proposed beamline layout and electron beam dynamics studies are presented.

Photoacoustic and Photothermal Effects in Particulate Suspensions

A summary of the research areas investigated by the author during the grant period is given. Experiments and theory have been carried out on the photoacoustic effect arising from a number of physical and chemical processes. A number of studies of the photoacoustic effect as it occurs in transient grating experiments have been completed. The research done with the Ludwig-Soret effect on the generation of shock waves is reported. Other research, such as that carried out on interferometric and beam deflection microphones, the use of microphones in vacuum as momentum flux detectors, and chemical generation of sonoluminescence is listed. A list of published research including selected publications, a complete list of journal articles, books, review articles, and reviews are given.

Refinement, Validation and Application of Cloud-Radiation Parameterization in a GCM

The research performed under this award was conducted along 3 related fronts: (1) Refinement and assessment of parameterizations of sub-grid scale radiative transport in GCMs. (2) Diagnostic studies that use ARM observations of clouds and convection in an effort to understand the effects of moist convection on its environment, including how convection influences clouds and radiation. This aspect focuses on developing and testing methodologies designed to use ARM data more effectively for use in atmospheric models, both at the cloud resolving model scale and the global climate model scale. (3) Use (1) and (2) in combination with both models and observations of varying complexity to study key radiation feedback Our work toward these objectives thus involved three corresponding efforts. First, novel diagnostic techniques were developed and applied to ARM observations to understand and characterize the effects of moist convection on the dynamical and thermodynamical environment in which it occurs. Second, an in house GCM radiative transfer algorithm (BUGSrad) was employed along with an optimal estimation cloud retrieval algorithm to evaluate the ability to reproduce cloudy-sky radiative flux observations. Seasonal Juvenile Salmonid Presence and Migratory Behavior in the Lower Columbia River

To facilitate preparing Biological Assessments of proposed channel maintenance projects, the Portland District of the U.S. Army Corps of Engineers contracted the Pacific Northwest National Laboratory to consolidate and synthesize available information about the use of the lower Columbia River and estuary by juvenile anadromous salmonids. The information to be synthesized included existing published documents as well as data from five years (2004-2008) of acoustic telemetry studies conducted in the Columbia River estuary using the Juvenile Salmon Acoustic Telemetry System. For this synthesis, the Columbia River estuary includes the section of the Columbia River from Bonneville Dam at river kilometer (Rkm) 235 downstream to the mouth where it enters the Pacific Ocean. In this report, we summarize the seasonal salmonid presence and migration patterns in the Columbia River estuary based on information from published studies as well as relevant data from acoustic telemetry studies conducted by NOAA Fisheries and the Pacific Northwest National Laboratory (PNNL) between 2004 and 2008. Recent acoustic telemetry studies, conducted using the Juvenile Salmon Acoustic Telemetry System (JSATS; developed by the Portland District of the U.S. Army Corps of Engineers), provided information on the migratory behavior of juvenile steelhead (O. mykiss) and Chinook salmon in the …

Space Acquisitions: Government and Industry Partners Face Substantial Challenges in Developing New DOD Space Systems

Testimony issued by the Government Accountability Office with an abstract that begins "Despite a growing investment in space, the majority of large-scale acquisition programs in the Department of Defense's (DOD) space portfolio have experienced problems during the past two decades that have driven up cost and schedules and increased technical risks. The cost resulting from acquisition problems along with the ambitious nature of space programs have resulted in cancellations of programs that were expected to require investments of tens of billions of dollars. Along with the cost increases, many programs are experiencing significant schedule delays--as much as 7 years--resulting in potential capability gaps in areas such as positioning, navigation, and timing; missile warning; and weather monitoring. This testimony focuses on (3) the condition of space acquisitions, (1) causal factors, (2) observations on the space industrial base, and (4) recommendations for better positioning programs and industry for success. In preparing this testimony, GAO relied on its body of work in space and other programs, including previously issued GAO reports on assessments of individual space programs, common problems affecting space system acquisitions, and DOD's acquisition policies."
