Smart Buildings: Business Case and Action Plan

General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Smolt Responses to Hydrodynamic Conditions in Forebay Flow Nets of Surface Flow Outlets, 2007

This study provides information on juvenile salmonid behaviors at McNary and The Dalles dams that can be used by the USACE, fisheries resource managers, and others to support decisions on long-term measures to enhance fish passage. We researched smolt movements and ambient hydrodynamic conditions using a new approach combining simultaneous acoustic Doppler current profiler (ADCP) and acoustic imaging device (AID) measurements at surface flow outlets (SFO) at McNary and The Dalles dams on the Columbia River during spring and summer 2007. Because swimming effort vectors could be computed from the simultaneous fish and flow data, fish behavior could be categorized as passive, swimming against the flow (positively rheotactic), and swimming with the flow (negatively rheotactic). We present bivariate relationships to provide insight into fish responses to particular hydraulic variables that engineers might consider during SFO design. The data indicate potential for this empirical approach of simultaneous water/fish measurements to lead to SFO design guidelines in the future.

Stability of uranium incorporated into Fe(hydr)oxides under fluctuating redox conditions

Reaction pathways resulting in uranium bearing solids that are stable (i.e., having limited solubility) under both aerobic and anaerobic conditions will limit dissolved concentrations and migration of this toxin. Here we examine the sorption mechanism and propensity for release of uranium reacted with Fe (hydr)oxides under cyclic oxidizing and reducing conditions. Upon reaction of ferrihydrite with Fe(II) under conditions where aqueous Ca-UO{sub 2}-CO{sub 3} species predominate (3 mM Ca and 3.8 mM CO{sub 3}-total), dissolved uranium concentrations decrease from 0.16 mM to below detection limit (BDL) after 5 to 15 d, depending on the Fe(II) concentration. In systems undergoing 3 successive redox cycles (15 d of reduction followed by 5 d of oxidation) and a pulsed decrease to 0.15 mM CO{sub 3}-total, dissolved uranium concentrations varied depending on the Fe(II) concentration during the initial and subsequent reduction phases - U concentrations resulting during the oxic 'rebound' varied inversely with the Fe(II) concentration during the reduction cycle. Uranium removed from solution remains in the oxidized form and is found both adsorbed on and incorporated into the structure of newly formed goethite and magnetite. Stabilizing effect of a double-harmonic RF system in the CERN PS

Motivated by the discussions on scenarios for LHC upgrades, beam studies on the stability of flat bunches in a double-harmonic RF system have been conducted in the CERN Proton Synchrotron (PS). Injecting nearly nominal LHC beam intensity per cycle, 18 bunches are accelerated on harmonic h = 21 to 26GeV with the 10MHz RF system. On the flat-top, all bunches are then transformed to flat bunches by adiabatically adding RF voltage at h = 42 from a 20 MHz cavity in anti-phase to the h = 21 system. The voltage ratio V (h42)/V (h21) of about 0.5 was set according to simulations. For the next 140 ms, longitudinal profiles show stable bunches in the double-harmonic RF bucket until extraction. Without the second harmonic component, coupled-bunch oscillations are observed. The flatness of the bunches along the batch is analyzed as a measure of the relative phase error between the RF systems due to beam loading. The results of beam dynamics simulations and their comparison with the measured data are presented.

Status of the INL high-temperature electrolysis research program –experimental and modeling

This paper provides a status update on the high-temperature electrolysis (HTE) research and development program at the Idaho National Laboratory (INL), with an overview of recent large-scale system modeling results and the status of the experimental program. System analysis results have been obtained using the commercial code UniSim, augmented with a custom high-temperature electrolyzer module. The process flow diagrams for the system simulations include an advanced nuclear reactor as a source of high-temperature process heat, a power cycle and a coupled steam electrolysis loop. Several reactor types and power cycles have been considered, over a range of reactor coolant outlet temperatures. In terms of experimental research, the INL has recently completed an Integrated Laboratory Scale (ILS) HTE test at the 15 kW level. The initial hydrogen production rate for the ILS test was in excess of 5000 liters per hour. Details of the ILS design and operation will be presented. Current small-scale experimental research is focused on improving the degradation characteristics of the electrolysis cells and stacks. Small-scale testing ranges from single cells to multiple-cell stacks. A Study of B→c$\bar{c}$γK in the BaBar Experiment

The BABAR Collaboration is a high energy physics experiment located at the Stanford Linear Accelerator Center. The primary goal of the experiment is to study charge and parity violation in the B-meson sector, however the copious production of B mesons decaying to other final states allows for a wide-ranging physics program. In particular, one can access the charmonium system via colour-suppressed b → c decays of the type B → c$\bar{c}$K. This thesis presents a study of B →c$\bar{c}$γK decays where c$\bar{c}$ includes J/Ψ and Ψ(2S), and K includes K<sup>±</sup>, K<sub>S</sub><sup>0</sup> and K*(892). The particular emphasis is on a search for the radiative decays X(3872) → J/Ψγ and X(3872) → Ψ(2S)γ. The X(3872) state is a recently-discovered resonance of undetermined quark composition, speculatively a conventional charmonium state or exotic four-quark di-meson molecule. This research is also sensitive to the well-known radiative charmonium decays B → χ<sub>c1,2</sub>K, which are used as verification for the analysis technique. This dissertation sets the best B → χ<sub>c1</sub>K branching fraction measurements to date, and sees the first evidence for factorization-suppressed B<sup>0</sup> → χ<sub>c2</sub>}K*<sup>0</sup> decay at a level of 3.6σ. It also provides evidence for X(3872) → J/Ψγ and X(3872) → Ψ(2S)γ with 3.6σ and 3.3σ …

Therefore, known vulnerabilities in these legacy systems must be remediated and associated risks mitigated in order to increase the security and success of the Smart Grid. The implementation of Smart Grid will include the deployment of many new technologies and multiple communication infrastructures. This report describes the main technologies that support Smart Grid and summarizes the status of implementation into the existing U.S. electrical infrastructure.

Study of timing properties of multi-pixel-photon-counter's illuminated by 630 nm and 405 nm PiLas laser light

Timing measurements of Multy-Pixel-Photon Counters (MPPC's) at the picosecond level were performed at Fermilab. The core timing resolution of the amplifiers, discriminators and TAC/ADC combination to perform these measurements is approximately 2 picoseconds. The single photoelectron time resolution (SPTR) was measured for the signals coming from the MPPC's. An SPTR of about one hundred picoseconds was obtained for MPPC's illuminated by picosecond laser pulses. The SPTR depends on applied bias voltage and on the wavelength of the light. A simple model is proposed to explain the difference in the SPTR for blue and red light. Finally, requirements for the MPPC's temperature and bias voltage stability to maintain the time resolution are discussed.

Sustainable Biomass Supply Systems

The U.S. Department of Energy (DOE) aims to displace 30% of the 2004 gasoline use (60 billion gal/yr) with biofuels by 2030 as outlined in the Energy Independence and Security Act of 2007, which will require 700 million tons of biomass to be sustainably delivered to biorefineries annually. Lignocellulosic biomass will make an important contribution towards meeting DOE’s ethanol production goals. For the biofuels industry to be an economically viable enterprise, the feedstock supply system (i.e., moving the biomass from the field to the refinery) cannot contribute more that 30% of the total cost of the biofuel production. The Idaho National Laboratory in collaboration with Oak Ridge National Laboratory, University of California, Davis and Kansas State University are developing a set of tools for identifying economical, sustainable feedstocks on a regional basis based on biorefinery siting.

Techno-economic Analysis for the Thermochemical Conversion of Lignocellulosic Biomass to Ethanol via Acetic Acid Synthesis

Biomass is a renewable energy resource that can be converted into liquid fuel suitable for transportation applications. As a widely available biomass form, lignocellulosic biomass can have a major impact on domestic transportation fuel supplies and thus help meet the Energy Independence and Security Act renewable energy goals (U.S. Congress 2007). This study performs a techno-economic analysis of the thermo chemical conversion of biomass to ethanol, through methanol and acetic acid, followed by hydrogenation of acetic acid to ethanol. The conversion of syngas to methanol and methanol to acetic acid are well-proven technologies with high conversions and yields. This study was undertaken to determine if this highly selective route to ethanol could provide an already established economically attractive route to ethanol. The feedstock was assumed to be wood chips at 2000 metric ton/day (dry basis). Two types of gasification technologies were evaluated: an indirectly-heated gasifier and a directly-heated oxygen-blown gasifier. Process models were developed and a cost analysis was performed. The carbon monoxide used for acetic acid synthesis from methanol and the hydrogen used for hydrogenation were assumed to be purchased and not derived from the gasifier.
