The ultimate goal is to relate the charge-boosting of ions of stable species to possible charge-boosting of ions of radioactive species extracted from the diverse, low-charge-state ion sources developed for radioactive ion beams.

70193-Influence of Clastic Dikes on Vertical Migration of Contaminants in the Vadose Zonde at Hanford

The purpose of this study was to examine the hypothesis that clastic dikes could form a preferential flow path through the vadose zone to the water table at the Hanford Site. Clastic dikes are subvertical structures that form within sedimentary sequences after deposition and cut across the original sedimentary layers. They are common throughout the Hanford Site, often occurring in organized polygonal networks. In the initial phase of the project, we analyzed the large-scale geometry of the clastic dikes and developed an algorithm for simulating their spatial distribution. This result will be useful in providing maps of the potential distribution of clastic dikes in areas where they are not exposed at the surface (e.g., where covered by windblown sand or construction of facilities like tank farms at the surface). In addition to the study of the large-scale distribution of the dikes, a major focus of the project was on field, laboratory, and modeling studies of the hydrogeological properties of the clastic dikes and the effect that they have on transport of water through the vadose zone. Age of an Indonesian Fossil Tooth Determined by Electron Paramagnetic Resonance

The first fossil hominid tooth recovered during 1999 excavations from the Cisanca River region in West Java, Indonesia, was associated with a series of bovid teeth from a single individual that was recovered 190 cm beneath the hominid tooth. The age of the fossil bovid teeth was determined using electron paramagnetic resonance (EPR) analysis as part of an effort to bracket the age of the hominid tooth. The EPR-derived age of the bovid teeth is (5.16 {+-} 2.01) x 10{sup 5} years. However, the age estimate reported here is likely an underestimate of the actual age of deposition since evidence of heating was detected in the EPR spectra of the bovid teeth, and the heating may have caused a decrease in the intensity of EPR components on which the age calculation is based.

Agricultural Issues in the 109th Congress

This report discusses a number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters; the reauthorization of the Commodity Futures Trading Commission; and farm labor issues.

Analysis of Laser-Driven Particle Acceleration fromPlanar Transparent Boundaries

This article explores the interaction between a monochromatic plane wave laser beam and a relativistic electron in the presence of a thin dielectric transparent boundary. It is found that the sign of the interaction between the laser and the electron in the downstream space is determined by the optical phase delay of the laser caused by the boundary, and that it can add to or cancel the interaction in the upstream space. Both the inverse-transition radiation picture and the electric field path integral method show this result.

Analysis of Percent On-Cell Reformation of Methane in SOFC Stacks: Thermal, Electrical and Stress Analysis

This report summarizes a parametric analysis performed to determine the effect of varying the percent on-cell reformation (OCR) of methane on the thermal and electrical performance for a generic, planar solid oxide fuel cell (SOFC) stack design. OCR of methane can be beneficial to an SOFC stack because the reaction (steam-methane reformation) is endothermic and can remove excess heat generated by the electrochemical reactions directly from the cell. The heat removed is proportional to the amount of methane reformed on the cell. Methane can be partially pre-reformed externally, then supplied to the stack, where rapid reaction kinetics on the anode ensures complete conversion. Thus, the thermal load varies with methane concentration entering the stack, as does the coupled scalar distributions, including the temperature and electrical current density. The endotherm due to the reformation reaction can cause a temperature depression on the anode near the fuel inlet, resulting in large thermal gradients. This effect depends on factors that include methane concentration, local temperature, and stack geometry.

Assessment of the Electrical Power Requirements for Continued Safe Storage and Waste Feed Delivery Phase 1

This study evaluated the ability of the electrical distribution system to support safe storage as well as the first phase of the Waste Feed Delivery. Several recommendations are made to improve the electrical system. The ability to assure adequate Waste Feed Delivery (WFD) to the Privatization Contractor's vitrification facility is a key element in the overall Hanford cleanup schedule. An important aspect of this WFD is the availability of sufficient and appropriate electrical power in the single- and double-shell tank farms. The methodology for performing this review and the results are described.

Through its purchasing decisions, it has the opportunity to affirm its policies and goals, including those related to purchases of biobased products, as set out in the 2002 farm bill. A biobased product is a commercial or industrial product, other than food or feed that is composed of, in whole or part, biological products, renewable domestic agricultural materials, or forestry materials. GAO examined (1) actions the U.S. Department of Agriculture (USDA) and other agencies have taken to carry out farm bill requirements for purchasing biobased products, (2) additional actions that may be needed to implement the requirements, and (3) views of stakeholders on the need for and costs of testing biobased products. GAO interviewed officials from USDA, major procuring agencies, testing entities, interested associations, and 15 manufacturers of biobased products."

Biorefinery Concept Development Based On Wheat Flour Milling

A new process is being developed to extract starch from millfeed, the low-value byproduct of wheat flour milling, and convert it to glucose through enzymatic processing. The millfeed-derived glucose will then be converted to value-added products, such as polyol, through a catalytic process, or lactic acid, through a fermentation process. The starch (glucose) recovery process has been tested through the pilot scale. Catalytic and fermentation processes have been tested in the laboratory. The process developed for glucose recovery from wheat millfeed includes hot water extraction of starch and filtration of a fibrous animal feed coproduct, followed by enzymatic liquefaction and saccharification of the extracted starch, with filtration of a high-protein coproduct. The bench-scale tests showed that a glucose yield of approximately 30% on a dry millfeed basis could be achieved, which corresponds to the recovery of essentially all the glucose value in the millfeed. Glucose yields with the pilot-scale system were comparable, although filtration was more difficult.

In this report GAO provides information on state and local preparedness and state and local concerns regarding the federal role in funding and improving preparedness. To gather this information, GAO visited seven cities and their respective state governments, reviewed documents, and interviewed officials. Boron-Containing Compounds for Liposome-Mediated Tumor Localization and Application to Neutron Capture Therapy

Medical application of boron neutron capture therapy (BNCT) has been significantly hindered by the slow development of boron drug-targeting methodologies for the selective delivery of high boron concentration sto malignant cells. We have successfully sought to fill this need by creating liposomes suitable as in vivo boron delivery vehicles for BNCT. Delivery of therapeutic quantities of boron to tumors in murine models has been achieved with small unilamellar boron-rich liposomes. Subsequently, attempts have been made to improve delivery efficiency of liposomes encapsulating boron-containing water-soluble species into their hollow core by incorporating lipophilic boron compounds as addenda to the liposome bilayer, incorporating boron compounds as structural components of the bilayer (which however, poses the risk of sacrificing some stability), and combinations thereof. Regardless of the method, approximately 90% of the total liposome mass remains therapeutically inactive and comprised of the vehicle’s construction materials, while less than 5% is boron for neutron targeting. Following this laboratory's intensive study, the observed tumor specificity of certain liposomes has been attributed to their diminutive size of these liposomes (30-150 nm), which enables these small vesicles to pass through the porous, immature vasculature of rapidly growing tumor tissue. This design calculation revises and updates the previous criticality evaluation for the canister handling, transfer and staging operations to be performed in the Canister Handling Facility (CHF) documented in BSC [Bechtel SAIC Company] 2004 [DIRS 167614]. The purpose of the calculation is to demonstrate that the handling operations of canisters performed in the CHF meet the nuclear criticality safety design criteria specified in the ''Project Design Criteria (PDC) Document'' (BSC 2004 [DIRS 171599], Section 4.9.2.2), the nuclear facility safety requirement in ''Project Requirements Document'' (Canori and Leitner 2003 [DIRS 166275], p. 4-206), the functional/operational nuclear safety requirement in the ''Project Functional and Operational Requirements'' document (Curry 2004 [DIRS 170557], p. 75), and the functional nuclear criticality safety requirements described in the ''Canister Handling Facility Description Document'' (BSC 2004 [DIRS 168992], Sections 3.1.1.3.4.13 and 3.2.3).
