Alcohol Use Among Youth

Alcohol use by persons under age 21 has been identified as a major public health problem. Studies note that it increases the risks for disability, and may be detrimental to the developing brain. Minors who drink are more likely to commit suicide, break the law, or be victims of violence. Alcohol is implicated in nearly one-third of youth traffic fatalities. The total annual cost of underage drinking is estimated at $62 billion. While most laws intended to prevent underage drinking are passed at the state level, there has been legislative activity and interest at the federal level to support states’ efforts to curb the problem. This report describes the extent of underage alcohol use, recent legislative activity on this issue, and various policy implications.

Ambient-temperature Conditioning as a Probe of Double-C Transformation Mechanisms in Pu-2.0 at. % Ga

The gallium-stabilized Pu-2.0 at. % Ga alloy undergoes a partial or incomplete low-temperature martensitic transformation from the metastable {delta} phase to the gallium-containing, monoclinic {alpha}{prime} phase near -100 C. This transformation has been shown to occur isothermally and it displays anomalous double-C kinetics in a time-temperature-transformation (TTT) diagram, where two nose temperatures anchoring an upper- and lower-C describe minima in the time for the initiation of transformation. The underlying mechanisms responsible for the double-C behavior are currently unresolved, although recent experiments suggest that a conditioning treatment--wherein, following an anneal at 375 C, the sample is held at a sub-anneal temperature for a period of time--significantly influences the upper-C of the TTT diagram. As such, elucidating the effects of the conditioning treatment upon the {delta} {yields} {alpha}{prime} transformation can provide valuable insights into the fundamental mechanisms governing the double-C kinetics of the transition. Following a high-temperature anneal, a differential scanning calorimeter (DSC) was used to establish an optimal conditioning curve that depicts the amount of {alpha}{prime} formed during the transformation as a function of conditioning temperature for a specified time. The Office of Space and Defense Power Systems of the Department of Energy (DOE) provides Radioisotope Power Systems (RPS) for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. For the Cassini Mission, ORNL produced carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS) used in the generators. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. This report reflects program guidance from the Office of Space and Defense Power Systems for fiscal year (FY) 2006. Production activities for prime quality (prime) CBCF insulator sets, iridium alloy blanks and foil, and CVS are summarized in this report. Technology activities are also reported that were conducted to improve the manufacturing processes, characterize materials, or to develop information for new radioisotope power systems.

Applying Simple Technology Accomplishes Visual Inspection Challenges

This paper discusses the successful implementation of simple video technologies at the Savannah River Site (SRS) to perform complex visual inspection, monitoring, and surveillance tasks. The constraints and challenges associated with remote viewing are discussed, and examples of applications are given. Work at SRS involves many radioactive, hazardous, and remote operations and activities, which require monitoring or surveillance. As well, many facilities, including tanks, cells, and pipelines, require inspections but are inaccessible to humans. SRTC supports SRS in these situations by applying simple remote viewing technologies to address these issues and accomplish monitoring and inspection goals.

Appointment and Qualifications of U.S. Marshals

Correspondence issued by the General Accounting Office with an abstract that begins "The U.S. Marshal Service was created by the first Congress in the Judiciary Act of 1789. U.S. Marshals were placed in each federal judicial district and were given broad authority to support the federal courts and to carry out all lawful orders issued by judges, Congress, and the President. Early duties of U.S. Marshals included taking the census, distributing presidential proclamations, protecting the borders, and making arrests. Beginning in the late nineteenth century, some responsibilities of U.S. Marshals were transferred to newly created federal agencies, including the U.S. Census Bureau, Immigration and Naturalization Service, and Federal Bureau of Investigation. Today, the primary responsibilities of U.S. Marshals include protecting federal judges and witnesses, transporting federal prisoners, apprehending federal fugitives, and managing assets seized from criminal enterprises. Aquifer Transport of Th, U, Ra, and Rn In Solution and Colloids

The ability to safely store radioactive materials for long periods of time depends on our understanding of the conditions that mobilize the nuclei, which requires an understanding of the mechanisms of dissolution and transport in aquifers. The objective of this research was to gain an understanding of the dissolution and transport of naturally occurring uranium, thorium, and their radioactive daughter products in groundwater systems without using injected tracers or accidental contaminants. The study involved analyses of groundwater in and around the Brookhaven National Laboratory site and the water supply system. A theoretical model of continuous flow was developed considering chemical, physical, and geologic properties. This is the first model of water transport in the vadose zone and the groundwater table with water-rock interactions supplying insight into the problems of mobilization and precipitation. We derived clear theoretical predictions on U and Th behavior in groundwater. The combination of sound theory and good data was successful. Most of the variation in uranium isotopes was due to the original imprint of near-surface weathering and not to water-rock reactions at depth. ARCHITECTURE OF A CHARGE-TRANSFER STATE REGULATING LIGHT HARVESTING IN A PLANT ANTENNA PROTEIN

Energy-dependent quenching of excess absorbed light energy (qE) is a vital mechanism for regulating photosynthetic light harvesting in higher plants. All of the physiological characteristics of qE have been positively correlated with charge-transfer between coupled chlorophyll and zeaxanthin molecules in the light-harvesting antenna of photosystem II (PSII). In this work, we present evidence for charge-transfer quenching in all three of the individual minor antenna complexes of PSII (CP29, CP26, and CP24), and we conclude that charge-transfer quenching in CP29 involves a de-localized state of an excitonically coupled chlorophyll dimer. We propose that reversible conformational changes in CP29 can `tune? the electronic coupling between the chlorophylls in this dimer, thereby modulating the energy of the chlorophylls-zeaxanthin charge-transfer state and switching on and off the charge-transfer quenching during qE.

Basin-Scale Hydrologic Impacts of CO2 Storage: Regulatory and Capacity Implications

Industrial-scale injection of CO{sub 2} into saline sedimentary basins will cause large-scale fluid pressurization and migration of native brines, which may affect valuable groundwater resources overlying the deep sequestration reservoirs. In this paper, we discuss how such basin-scale hydrologic impacts can (1) affect regulation of CO{sub 2} storage projects and (2) may reduce current storage capacity estimates. Our assessment arises from a hypothetical future carbon sequestration scenario in the Illinois Basin, which involves twenty individual CO{sub 2} storage projects in a core injection area suitable for long-term storage. Each project is assumed to inject five million tonnes of CO{sub 2} per year for 50 years. A regional-scale three-dimensional simulation model was developed for the Illinois Basin that captures both the local-scale CO{sub 2}-brine flow processes and the large-scale groundwater flow patterns in response to CO{sub 2} storage. The far-field pressure buildup predicted for this selected sequestration scenario suggests that (1) the area that needs to be characterized in a permitting process may comprise a very large region within the basin if reservoir pressurization is considered, and (2) permits cannot be granted on a single-site basis alone because the near- and far-field hydrologic response may be affected by interference between individual …

There are times when a laser beam needs to cross between tables or even go from one room to another. This presents an interesting traffic-flow and safety challenge to both the laser safety officer and laser user. Fortunately it is a challenge that has several solutions But the simplest solution may not be the best one. For example, the simplest way to get a beam from one optical table to another is just to put a sturdy tube around it. That's a permanent solution, and it completely contains the laser beam. While this is laser safe, there can be egress issues if it blocks a walkway. One comment this author often hears is, 'We can just duck under the tube.' The fire marshal, as well as the laser safety officer, might have issues with this. Especially in the case of a darkened lab, a blocked walkway can present a hazard of its own. One good solution is to transport the beam from Point A to Point B through a fiberoptic cable, when that is possible. One should easily be able to run the fiber up and over any walkway or down through a conduit on the floor. An important concern …

Chemical Kinetic Modeling of Hydrogen Combustion Limits

A detailed chemical kinetic model is used to explore the flammability and detonability of hydrogen mixtures. In the case of flammability, a detailed chemical kinetic mechanism for hydrogen is coupled to the CHEMKIN Premix code to compute premixed, laminar flame speeds. The detailed chemical kinetic model reproduces flame speeds in the literature over a range of equivalence ratios, pressures and reactant temperatures. A series of calculation were performed to assess the key parameters determining the flammability of hydrogen mixtures. Increased reactant temperature was found to greatly increase the flame speed and the flammability of the mixture. The effect of added diluents was assessed. Addition of water and carbon dioxide were found to reduce the flame speed and thus the flammability of a hydrogen mixture approximately equally well and much more than the addition of nitrogen. The detailed chemical kinetic model was used to explore the detonability of hydrogen mixtures. A Zeldovich-von Neumann-Doring (ZND) detonation model coupled with detailed chemical kinetics was used to model the detonation. The effectiveness on different diluents was assessed in reducing the detonability of a hydrogen mixture. China and the World Trade Organization

China has sought over the past several years to become a member of the World Trade Organization (WTO), the international agency that administers multilateral trade rules. China’s WTO membership (as well as that of Taiwan’s) was formally approved at the WTO Ministerial Conference in Doha, Qatar in November 2001. On December 11, 2001, China officially became a WTO member. WTO membership will require China to significantly liberalize its trade and investment regimes, which could produce significant new commercial opportunities for U.S. businesses. A main concern for Congress is to ensure that China fully complies with its WTO commitments.

This report contains the results of the Workshop on the CKM Unitarity Triangle that was held at CERN on 13-16 February 2002. There had been several Workshops on B physics that concentrated on studies at e{sup +}e{sup -} machines, at the Tevatron, or at LHC separately. Here we brought together experts of different fields, both theorists and experimentalists, to study the determination of the CKM matrix from all the available data of K, D, and B physics. The analysis of LEP data for B physics is reaching its end, and one of the goals of the Workshop was to underline the results that have been achieved at LEP, SLC, and CESR. Another goal was to prepare for the transfer of responsibility for averaging B physics properties, that has developed within the LEP community, to the present main actors of these studies, from the B factory and the Tevatron experiments. The optimal way to combine the various experimental and theoretical inputs and to fit for the apex of the Unitarity Triangle has been a contentious issue. Combating Terrorism: Intergovernmental Cooperation in the Development of a National Strategy to Enhance State and Local Preparedness

Testimony issued by the General Accounting Office with an abstract that begins "Federal, state, and local governments share responsibility for terrorist attacks. However, local government, including police and fire departments, emergency medical personnel, and public health agencies, is typically the first responder to an incident. The federal government historically has provided leadership, training, and funding assistance. In the aftermath of September 11, for instance, one-quarter of the $40 billion Emergency Response Fund was earmarked for homeland security, including enhancing state and local government preparedness. Because the national security threat is diffuse and the challenge is highly intergovernmental, national policymakers must formulate strategies with a firm understanding of the interests, capacity, and challenges facing those governments. The development of a national strategy will improve national preparedness and enhance partnerships between federal, state, and local governments. The creation of the Office of Homeland Security is an important and potentially significant first step. The Office of Homeland Security's strategic plan should (1) define and clarify the appropriate roles and responsibilities of federal, state, and local entities; (2) establish goals and performance measures to guide the nation's preparedness efforts; and (3) carefully choose the most appropriate tools of government to implement the national strategy …
