Exact matched-beam envelopes for undepressed transport in a quadrupole lattice with unequal drift lengths and arbitrary field strength

In 1958, Courant and Snyder analyzed the problem of alternating-gradient beam transport and treated a model without focusing gaps or space charge. Recently we revisited their work and found the exactsolution for matched-beam envelopes in a linear quadrupole lattice [O.A. Anderson and L.L. LoDestro, Phys. Rev. ST Accel. Beams, 2009]. We extend that work here to include the effect of gaps. We derive the exact envelopes and show results for various field strengths, occupancies eta,and gap-length ratios. We find the peak envelope excursion. It has a broad minimum as a function of the phase advance sigma (typically around 34o) over which it varies less than +-1percent. The phase-advance numbers also change little over the full range of gap ratios. However, the required field strengths vary appreciably. In the second stable band, the higher field strength necessitated by the lower occupancy accentuates the remarkable compression effect predicted for the FD (gapless) model.

Does Price Transparency Improve Market Efficiency? Implications of Empirical Evidence in Other Markets for the Health Sector

This report reviews the empirical studies of the effect of changes in price transparency on prices and quality of goods in a variety of industries; addresses the extent to which this evidence might be applicable to the health care market and certain special characteristics of the health care market which may reduce the importance of prices as signals; examines how prices are actually set by hospitals and the evidence that exists on price dispersion both across hospitals and across patient categories; discusses some initiatives undertaken by governments, insurers, and interest groups to improve information about prices and to regulate price discrimination; and finally, suggests that while it is difficult to determine the consequences of greater consumer price transparency, it is reasonable to believe that greater transparency would improve outcomes.

PRODUCTION IMPROVEMENT FROM INCREASED PERMEABILITY USING ENGINEERED BIOCHEMICAL SECONDARY RECOVERY METHODOLOGY IN MARGINAL WELLS OF THE EAST TEXAS FIELD

A combination of a regenerating biochemical mixture and an organic surfactant has been applied to wells in the East Texas Field with the goal of restoring permeability, reversing formation damage, mobilizing hydrocarbons, and ultimately increasing production. Initial work in task 1 was designed to open the perforations and remove blockages of scale, asphaltene, and other corrosion debris. This was accomplished on three wells that produce from the Woodbine, and was necessary to prepare the wells for more substantial future treatments. Secondly, in task 2, two wells were treated with much larger quantities of the biochemical mixture, e.g. 25 gallons, with a 2% KCl carrier solution that carried the active biochemical solution into the near wellbore area adjacent to producing reservoir. After a 7 to 10 day acclamation and reaction period, the wells were put back into production. The biochemical solution successfully broke down the scale, paraffin and other binders blocking permeability and released significant debris, which was immediately produced into the flow lines and separators. Oil production was clearly improved and the removed debris was a maintenance issue until the surface equipment could be modified. FURNACE INJECTION OF ALKALINE SORBENTS FOR SULFURIC ACID CONTROL

This document summarizes progress on Cooperative Agreement DE-FC26-99FT40718, Furnace Injection of Alkaline Sorbents for Sulfuric Acid Control, during the time period October 1, 2001 through March 31, 2002. The objective of this project is to demonstrate the use of alkaline reagents injected into the furnace of coal-fired boilers as a means of controlling sulfuric acid emissions. The coincident removal of hydrochloric acid and hydrofluoric acid is also being determined, as is the removal of arsenic, a known poison for NO{sub X} selective catalytic reduction (SCR) catalysts. EPRI, the Tennessee Valley Authority (TVA), FirstEnergy Corporation, American Electric Power (AEP) and the Dravo Lime Company are project co-funders. URS Corporation is the prime contractor. This is the fifth reporting period for the subject Cooperative Agreement. During the previous (fourth) period, two long-term sorbent injection tests were conducted, one on Unit 3 at FirstEnergy's Bruce Mansfield Plant (BMP) and one on Unit 1 at AEP's Gavin Plant. Those tests determined the effectiveness of injecting alkaline slurries into the upper furnace of the boiler as a means of controlling sulfuric acid emissions from these units. NOx Control Options and Integration for US Coal Fired Boilers Quarterly Progress Report: January-March 2003

This is the eleventh Quarterly Technical Report for DOE Cooperative Agreement No: DE-FC26-00NT40753. The goal of the project is to develop cost effective analysis tools and techniques for demonstrating and evaluating low NO{sub x} control strategies and their possible impact on boiler performance for boilers firing US coals. The Electric Power Research Institute (EPRI) is providing co-funding for this program. This program contains multiple tasks and good progress is being made on all fronts. During this quarter, FTIR experiments for SCR catalyst sulfation were finished at BYU and indicated no vanadium/vanadyl sulfate formation at reactor conditions. Poisoned catalysts were prepared and tested in the CCS. Poisoning with sodium produced a noticeable drop in activity, which was larger at higher space velocity. A computer code was written at BYU to predict conversion along a cylindrical monolithic reactor. This code may be useful for monolith samples that will be tested in the laboratory. Shakedown of the slipstream reactor was completed at AEP's Rockport plant. Ammonia was connected to the reactor. The measurement of O{sub 2} and NO{sub x} made by the CEMs corresponded to values measured by the plant at the economizer outlet. Excellent NO{sub x} reduction was observed in preliminary tests …

Status of Current Plutonium Evaluations And an Update Plan for ENDL99

We review the current state of ENDL99, ENDF/B-VI.r8, JENDL-3.3, JEFF-3.0 and ENDF/B-VII.{beta}0 plutonium evaluations and lay out a tentative plan for updating all of the ENDL99 plutonium evaluations. In some specific cases, an evaluation for a particular isotope is of sufficient quality for us to adopt in ENDL99. More often, the quality of all evaluations for an isotope are low enough that we will need to perform a new evaluation.

Remaining Sites Verification Package for the 100-F-26:12, 1.8-m (72-in.) Main Process Sewer Pipeline, Waste Site Reclassification Form 2007-034

The 100-F-26:12 waste site was an approximately 308-m-long, 1.8-m-diameter east-west-trending reinforced concrete pipe that joined the North Process Sewer Pipelines (100-F-26:1) and the South Process Pipelines (100-F-26:4) with the 1.8-m reactor cooling water effluent pipeline (100-F-19). In accordance with this evaluation, the verification sampling results support a reclassification of this site to Interim Closed Out. The results of verification sampling show that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

Heat Treatment Procedure Qualification for Steel Castings

Heat treatment practices used by steel foundries have been carefully studied as part of comprehensive heat treatment procedure qualification development trials. These studies highlight the relationships between critical heat treatment process control parameters and heat treatment success. Foundry heat treatment trials to develop heat treatment procedure qualifications have shed light on the relationship between heat treatment theory and current practices. Furnace load time-temperature profiles in steel foundries exhibit significant differences depending on heat treatment equipment, furnace loading practice, and furnace maintenance. Time-temperature profiles of furnace control thermocouples can be very different from the time-temperature profiles observed at the center of casting loads in the furnace. Typical austenitization temperatures and holding times used by steel foundries far exceed what is required for transformation to austenite. Quenching and hardenability concepts were also investigated. Heat treatment procedure qualification (HTPQ) schema to demonstrate heat treatment success and to pre-qualify other alloys and section sizes requiring lesser hardenability have been developed. Tempering success is dependent on both tempering time and temperature. As such, furnace temperature uniformity and control of furnace loading during tempering is critical to obtain the desired mechanical properties. Establishment of the International Power Institute

Building on the two previous trips to Central America last year, International Power Institute (IPI) and its partner Tennessee Valley Infrastructure Group (TVIG) have focused their attention this quarter on project sites in Honduras. TVIG's unit--an Integrated Infrastructure Platform or IIP--combines water and electricity production in a single integrated unit, thereby providing both products at a lower cost than could be attained for each one separately. Because of the unmet demand for clean drinking water and electricity in remote towns throughout the developing world, the need for such units is widespread. Previous visits to Honduras have resulted in strong in-country commercial interest, support in the form of memorandums of understanding by key government agencies, and identification of four prospective project sites for IIP installations. From March 5 to March 15 and with IPI support and participation, representatives from the TVIG, Tennessee Valley Authority (TVA), IPI, and market research firm International Business Initiatives (IBI) conducted an intensive survey of project opportunities in the four communities, to establish how IIPs might help these four communities enhance their economic development, A key aspect of the projects examined is the need to make them economically self-supporting so that they will be viable in the …

An Indirect Route for Ethanol Production

The ZeaChem indirect method is a radically new approach to producing fuel ethanol from renewable resources. Sugar and syngas processing platforms are combined in a novel way that allows all fractions of biomass feedstocks (e.g. carbohydrates, lignins, etc.) to contribute their energy directly into the ethanol product via fermentation and hydrogen based chemical process technologies. The goals of this project were: (1) Collect engineering data necessary for scale-up of the indirect route for ethanol production, and (2) Produce process and economic models to guide the development effort. Both goals were successfully accomplished. The projected economics of the Base Case developed in this work are comparable to today's corn based ethanol technology. Sensitivity analysis shows that significant improvements in economics for the indirect route would result if a biomass feedstock rather that starch hydrolyzate were used as the carbohydrate source. The energy ratio, defined as the ratio of green energy produced divided by the amount of fossil energy consumed, is projected to be 3.11 to 12.32 for the indirect route depending upon the details of implementation. Conventional technology has an energy ratio of 1.34, thus the indirect route will have a significant environmental advantage over today's technology. Energy savings of 7.48 …

Lawsuits Against State Supporters of Terrorism: An Overview

A 1996 amendment to the Foreign Sovereign Immunities Act (FSIA) enables American victims of international terrorist acts supported by certain States designated by the State Department as supporters of terrorism -- Cuba, Iran, North Korea, Sudan, Syria, and previously Iraq and Libya -- to bring suit in U.S. courts to seek monetary damages. Despite congressional efforts to make blocked (of "frozen) assets of such States available for attachment by judgment creditors in such cases, plaintiffs encountered difficulties in enforcing the awards. This report provides an overview of these issues and relevant legislation.

The Distribution and Flux of Fish in the Forebay of The Dalles Dam in 2003

In spring and summer 2003, the Pacific Northwest National Laboratory led a team that conducted mobile and fixed hydroacoustic surveys in the forebay of The Dalles Dam for the U.S. Army Corps of Engineers - Portland District, for the Anadromous Fish Evaluation Program. The surveys provided information on the distribution and movement of smolt-sized fish relative to ambient factors such as flow, bathymetry, or diel cycle in the forebay at The Dalles Dam. This information is intended to provide baseline data for the development of a surface bypass alternative for juvenile salmon at The Dalles Dam. We sampled the forebay of The Dallas Dam one day and night each week for six weeks in the spring and another six weeks in the summer. In general, during the day in the spring, the greatest densities of smolt-sized fish were observed in the thalweg of the main channel from the Washington bank, to the east side of the powerhouse, along the powerhouse, and concentrated in the areas next to the sluiceway. Fish density was lower on the Washington side of the river and west of mid-powerhouse (north spillway side). The spring night distribution was similar, with a few notable differences. The density …

Calcium Carbonate Production by Coccolithophorid Algae in Long Term, Carbon Dioxide Sequestration

Predictions of increasing levels of anthropogenic carbon dioxide (CO{sub 2}) and the specter of global warming have intensified research efforts to identify ways to sequester carbon. A number of novel avenues of research are being considered, including bioprocessing methods to promote and accelerate biosequestration of CO{sub 2} from the environment through the growth of organisms such as coccolithophorids, which are capable of sequestering CO{sub 2} relatively permanently. Calcium and magnesium carbonates are currently the only proven, long-term storage reservoirs for carbon. Whereas organic carbon is readily oxidized and releases CO{sub 2} through microbial decomposition on land and in the sea, carbonates can sequester carbon over geologic time scales. This proposal investigates the use of coccolithophorids--single-celled, marine algae that are the major global producers of calcium carbonate--to sequester CO{sub 2} emissions from power plants. Cultivation of coccolithophorids for calcium carbonate (CaCO{sub 3}) precipitation is environmentally benign and results in a stable product with potential commercial value. Because this method of carbon sequestration does not impact natural ecosystem dynamics, it avoids controversial issues of public acceptability and legality associated with other options such as direct injection of CO{sub 2} into the sea and ocean fertilization. Entrainment of Solvent in Aqueous Stream from CINC V-5 Contactor

Personnel completed a rapid study of organic entrainment during operation of a CINC V-5 contactor under prototypical conditions covering the range of expected MCU operation. The study only considered the entrainment of organic into the strip acid effluent destined for the Defense Waste Processing Facility. Based on this work, the following observations are noted: (1) Concentrations of total organic from the contactor discharge, based upon modifier measurements, in the acid typically averaged 330 ppm{sub m}, for a range to 190-610 ppm{sub m}. (2) Entrained droplet sizes remained below 18 microns for samples collected at the decanter outlet and below 11 microns for samples taken from the contactor discharge. (3) Scouting tests showed that a vendor coalescer material promotes coalescence of smaller size droplets from the decanter effluent. (4) Personnel observed a previously unreported organic impurity in the solvent used for this study. Additional efforts are needed to ascertain the source of the impurity and its implication on the overall process. (5) Process throughputs and planned operating conditions result in very stable hydraulics, suggesting that the MCU stripping stages will have spare operating capacity. The 300 Area Integrated Field Research Challenge Quality Assurance Project Plan

Pacific Northwest National Laboratory and a group of expert collaborators are using the U.S. Department of Energy Hanford Site 300 Area uranium plume within the footprint of the 300-FF-5 groundwater operable unit as a site for an Integrated Field-Scale Subsurface Research Challenge (IFRC). The IFRC is entitled Multi-Scale Mass Transfer Processes Controlling Natural Attenuation and Engineered Remediation: An IFRC Focused on the Hanford Site 300 Area Uranium Plume Project. The theme is investigation of multi-scale mass transfer processes. A series of forefront science questions on mass transfer are posed for research that relate to the effect of spatial heterogeneities; the importance of scale; coupled interactions between biogeochemical, hydrologic, and mass transfer processes; and measurements/approaches needed to characterize and model a mass transfer-dominated system. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the 300 Area IFRC Project. This plan is designed to be used exclusively by project staff.

Optical Coatings for Thermophotovoltaic Spectral Control

The efficiency of thermophotovoltaic (TPV) energy conversion is dependent on efficient spectral control. An edge pass filter (short pass) in series with a highly doped, epitaxially grown layer has achieved the highest performance of TPV spectral control. Front surface, tandem filters have achieved the highest spectral efficiency and represent the best prospect for even higher spectral efficiency for TPV energy conversion systems. Specifically, improvements in the physical vapor deposition process, identification of other materials with a high index of refraction and a low absorption coefficient, and more efficient edge filter designs could provide higher TPV spectral performance.
