A survey of nuclear-related agreements and possibilities for nuclear cooperation in South Asia: Cooperative Monitoring Center Occasional Paper/15

Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilities is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Technical Progress Report for PEPCO: Turbo-Z Battery Charging System. Calendar Quarter Ending March 31, 1999

The project is proceeding at a rapid pace now. The software is in development for the control board and the test stand. Portions of the writing and debugging of this software have been in conjunction with the hardware development. The software now interfaces with all the measurement instruments and displays the measurements on the screen, and it saves the measurements to a disc file. There is still cleanup work to do on the display items. Work must still be imparted to the code to control a charging sequence while taking measurements of the results. The test stand hardware has received a good development effort this quarter. The timer-counter board is working in the computer. This board paces the measurement cycle and times the discharge pulse (whine circuit). The thermocouple multiplexer is scanning at the same time the analog to digital converter is taking measurements. We have made a good number of hardware modifications to solve problems revealed while writing the software. The power factor correction for the charger power section is still in development. The engineers have found additional sources for the PFC chips, and they have obtained more technical data sheets and acquired samples. The control board schematics are …

Time resolved ion beam induced charge collection

Under this effort, a new method for studying the single event upset (SEU) in microelectronics has been developed and demonstrated. Called TRIBICC, for Time Resolved Ion Beam Induced Charge Collection, this technique measures the transient charge-collection waveform from a single heavy-ion strike with a {minus}.03db bandwidth of 5 GHz. Bandwidth can be expanded up to 15 GHz (with 5 ps sampling windows) by using an FFT-based off-line waveform renormalization technique developed at Sandia. The theoretical time resolution of the digitized waveform is 24 ps with data re-normalization and 70 ps without re-normalization. To preserve the high bandwidth from IC to the digitizing oscilloscope, individual test structures are assembled in custom high-frequency fixtures. A leading-edge digitized waveform is stored with the corresponding ion beam position at each point in a two-dimensional raster scan. The resulting data cube contains a spatial charge distribution map of up to 4,096 traces of charge (Q) collected as a function of time. These two dimensional traces of Q(t) can cover a period as short as 5 ns with up to 1,024 points per trace. Time-series records of pCO{sub 2} and NO{sub 3} during the OMP Field Program: a final report for DOE Grant DE-FG03-96ER62224

The specific goals of this research are to (1) determine daily and seasonal variability of seawater pCO{sub 2} partial pressure of CO{sub 2} and NO{sub 3} in Middle Atlantic Bight (MAB) waters; (2) estimate seasonal CO{sub 2} fluxes between the MAB shelf and the atmosphere; and (3) determine the primary controls of surface seawater pCO{sub 2} in this coastal system. During the first phase of the DOE-OMP (1992-1995) we developed the Submersible Autonomous Moored Instrument for CO{sub 2} (SAMI-CO{sub 2}) which is designed to measure seawater CO{sub 2} on ocean moorings for extended periods.

Treatment of Produced Oil and Gas Waters With Surfactant-Modified Zeolite

Whereas most water produced from onshore oil and gas operations is disposed via reinjection, some waters, such as those from offshore production platforms, coastal production, and some onshore wells, must be treated to remove organic constituents before the water is discharged. Current methods for reducing residual free phases and dissolved organic carbon are not always fully effective in meeting regulatory limits. In addition, cost, space requirements, and ease of use are important factors in any treatment system. Surfactant-modified zeolite (SMZ) has been used successfully to treat contaminated ground water for organic and inorganic constituents. This research will use laboratory batch and column studies to design a field system that will be used to treat produced waters to reduce dissolved and free-phase organic constituents. The system will be designed to operate simply and to have low operating costs. Methods for regeneration of the spent zeolite will also be tested, as will the treatment system at a field production site in the final project task. Research over the past six months has focused on the selection and characterization of the surfactant modified zeolite and the produced waters. Washington Phase II Fish Diversion Screen Evaluations in the Yakima River Basin, 1999.

Pacific Northwest National Laboratory (PNNL) evaluated 20 Phase II screen sites in the Yakima River Basin as part of a multi-year study for the Bonneville Power Administration (BPA) on the effectiveness of fish screening devices. The sites were examined to determine if they were being effectively operated and maintained to provide fish a safe, efficient return to the Yakima River. Data were collected to determine if velocities in front of the screens and in the bypass met current National Marine Fisheries Service (NMFS) criteria to promote safe and timely fish bypass and whether bypass outfall conditions allowed fish to safely return to the river. In general, water velocity conditions at the screen sites met fish passage criteria set forth by the NMFS. Although velocities often fluctuated from one sampling location to the next, average sweep velocities typically exceeded approach velocities and increased toward the bypass. Mean approach velocities were below the NMFS criteria of < 0.4 feet per second (fps) at most sites (Table 1). Based on our observations in 1999, we believe that most facilities were efficiently protecting juvenile fish from entrainment, impingement, or migration delay.
