A Balancing Act: China’s Role in Climate Change

Climate change has reached the apex of the global agenda at a time when China faces significant development and energy security challenges. The political leadership and leading intellectuals are debating the direction of a new development pathway that provides both growth to meet development objectives, and dramatically reduces energy intensity and pollution. While the official position has not changed significantly, there are four key aspects that illustrate how climate change is conceived by the Chinese leadership. This signals that China may come to play a much more important role in global mitigation of climate change than was thought only a couple of years ago.

Among other topics, the panel introduced a proposal for further work on emission scenarios, which was developed based on the recommendations of the Task Group on New Emission Scenarios, established following a decision by the Panel at its 23rd Session. In the plenary debate several countries expressed support for the proposal and some underlined the need to also cover the requirements of impact, adaptation and vulnerability studies, the importance of regional scenarios and developing country involvement in scenario development. Some concern was expressed that integrated scenarios may go beyond the scope of the IPCC. Different views were expressed about the IPCC role in scenario development, including the view that the IPCC should no longer itself commission or direct scenario development. The suggestion was also made to draw on the expertise of the Task Group on Data and Scenario Support for Impact and Climate Assessment (TGICA). It was recommended to take a clear decision on the future role of the IPCC and to focus in the further consultations on aspects where urgent decisions were required.

Temperature Trends in the Lower Atmosphere: Steps for Understanding and Reconciling Differences

This Synthesis and Assessment Product is an important revision to the conclusions of earlier reports from the U.S. National Research Council and the Intergovernmental Panel on Climate Change. Previously reported discrepancies between the amount of warming near the surface and higher in the atmosphere have been used to challenge the reliability of climate models and the reality of human-induced global warming. Specifically, surface data showed substantial global-average warming, while early versions of satellite and radiosonde data showed little or no warming above the surface. This significant discrepancy no longer exists because errors in the satellite and radiosonde data have been identified and corrected. New data sets have also been developed that do not show such discrepancies. This Synthesis and Assessment Product is an important revision to the conclusions of earlier reports from the U.S. National Research Council and the Intergovernmental Panel on Climate Change. For recent decades, all current atmospheric data sets now show global-average warming that is similar to the surface warming. While these data are consistent with the results from climate models at the global scale, discrepancies in the tropics remain to be resolved. Establishing the Leakage Rates of Mobile Air Conditioners

The purpose of the study is to - based on field measurements - determine the average annual leakage rate of HFC-134a from MACs in the European Union of a "second generation"1 air conditioner. From November 2002, to January 2003 300 measurements of HFC-134a leakage were carried out on air conditioners of cars up to seven years age. The measurements were carried out on vehicles of all EU relevant makes at 19 garages in Germany (Osnabrück), Portugal (Rio Maior) and Sweden (Helsingborg) reflecting different climatic conditions.
