Abelian Hidden Sectors at a GeV
We discuss mechanisms for naturally generating GeV-scale hidden sectors in the context of weak-scale supersymmetry. Such low mass scales can arise when hidden sectors are more weakly coupled to supersymmetry breaking than the visible sector, as happens when supersymmetry breaking is communicated to the visible sector by gauge interactions under which the hidden sector is uncharged, or if the hidden sector is sequestered from gravity-mediated supersymmetry breaking. We study these mechanisms in detail in the context of gauge and gaugino mediation, and present specific models of Abelian GeV-scale hidden sectors. In particular, we discuss kinetic mixing of a U(1){sub x} gauge force with hypercharge, singlets or bi-fundamentals which couple to both sectors, and additional loop effects. Finally, we investigate the possible relevance of such sectors for dark matter phenomenology, as well as for low- and high-energy collider searches.

Achieving High Reliability Operations Through Multi-Program Integration
Over the last 20 years the Idaho National Laboratory (INL) has adopted a number of operations and safety-related programs which has each periodically taken its turn in the limelight. As new programs have come along there has been natural competition for resources, focus and commitment. In the last few years, the INL has made real progress in integrating all these programs and are starting to realize important synergies. Contributing to this integration are both collaborative individuals and an emerging shared vision and goal of the INL fully maturing in its high reliability operations. This goal is so powerful because the concept of high reliability operations (and the resulting organizations) is a masterful amalgam and orchestrator of the best of all the participating programs (i.e. conduct of operations, behavior based safety, human performance, voluntary protection, quality assurance, and integrated safety management). This paper is a brief recounting of the lessons learned, thus far, at the INL in bringing previously competing programs into harmony under the goal (umbrella) of seeking to perform regularly as a high reliability organization. Acquisition Workforce: DOD Can Improve Its Management and Oversight by Tracking Data on Contractor Personnel and Taking Additional Actions
Testimony issued by the Government Accountability Office with an abstract that begins "Since 2001, Department of Defense's (DOD) spending on goods and services has more than doubled to $388 billion in 2008, while the number of civilian and military acquisition personnel has remained relatively stable. To supplement its in-house workforce, DOD relies heavily on contractor personnel. If it does not maintain an adequate workforce, DOD places its billion-dollar acquisitions at an increased risk of poor outcomes and vulnerability to fraud, waste, and abuse. This testimony is based on GAO's March 2009 report and addresses DOD's efforts to assess the sufficiency of the total acquisition workforce and to improve its management and oversight of that workforce. It also discusses selected practices of leading organizations that may provide DOD with insights for its efforts."

Addressing Significant Vulnerabilities in the Department of State's Passport Issuance Process

The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the surety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with current and future non-nuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program requires the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing Program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear weapons design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable stockpile Life Extension Programs (LEPs) and the resolution of Significant Finding Investigations (SFIs). This requires a balanced resource, including technical staff, hardware, simulation software, and computer science solutions. Advanced Waveform Simulation for Seismic Monitoring Events
High-Resolution Source Parameters using Calibration from Ambient Seismic Noise (ASN) Zhongwen Zhan, Shengji Wei, Sidao Ni, and Don V. Helmberger Abstract Several new methods have been developed to retrieve local Green's functions based on the cross-correlation of ambient seismic noise (station-to-station) and conventional (source-to-station) inversions. The latter methods provide the most broadband results but require accurate source parameters for phase-delay recovery which depends on the starting model. Considerable progress is being made in providing such information from 3D modeling, Tape et al. (2008), using Adjoint Tomography. But to match waveforms for the recent Chino Hills event still requires shifting synthetics to align on data. This means that it is difficult to use 3D simulations to refine source locations in near-real time. We can avoid the 3D problems by applying the CAP method and storing shifts from past events, Tan (2006), and/or using ASN, Shapiro et al. (2005), to predict lags for surface waves. Here, we directly compare results from CAP predictions with ASN results using stations near the Chino Hills event. We use the same SC seismic model as used in the Library of Earthquakes to generate Green's functions for noise (single force) for comparison with ASN correlations and allow …

Aerosol penetration of leak pathways : an examination of the available data and models.
Data and models of aerosol particle deposition in leak pathways are described. Pathways considered include capillaries, orifices, slots and cracks in concrete. The Morewitz-Vaughan criterion for aerosol plugging of leak pathways is shown to be applicable only to a limited range of particle settling velocities and Stokes numbers. More useful are sampling efficiency criteria defined by Davies and by Liu and Agarwal. Deposition of particles can be limited by bounce from surfaces defining leak pathways and by resuspension of particles deposited on these surfaces. A model of the probability of particle bounce is described. Resuspension of deposited particles can be triggered by changes in flow conditions, particle impact on deposits and by shock or vibration of the surfaces. This examination was performed as part of the review of the AP1000 Standard Combined License Technical Report, APP-GW-GLN-12, Revision 0, 'Offsite and Control Room Dose Changes' (TR-112) in support of the USNRC AP1000 Standard Combined License Pre-Application Review.

Afghanistan: Government Formation and Performance
The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. President Hamid Karzai is working with U.S. and international donors on how to improve governance and delivery of public services, and on winning re-election in presidential elections slated for August 20, 2009. Many agree that the country has made substantial progress on personal and political freedoms since the fall of the Taliban regime. Over the past year U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives as a complement to efforts to build central government capabilities. The United States will increase economic development efforts, and develop benchmarks with which to judge the performance and legitimacy of the Afghan government, including its efforts to curb official corruption.

Afghanistan: Key Issues for Congressional Oversight
A letter report issued by the Government Accountability Office with an abstract that begins "The United States has provided approximately $38.6 billion in reconstruction assistance to Afghanistan and has over 35,000 troops in the country as of February 2009. Some progress has occurred in areas such as economic growth, infrastructure development, and training of the Afghan National Security Forces (ANSF), but the overall security situation in Afghanistan has not improved after more than 7 years of U.S. and international efforts. In response, the new administration plans to deploy approximately 21,000 additional troops1 to Afghanistan this year, and has completed a strategic review of U.S. efforts in Afghanistan and Pakistan. Based on our past work and the significance of U.S. efforts in Afghanistan to the overall U.S. counterinsurgency strategy, we have highlighted Afghanistan as an urgent oversight issue facing this Congress. The government of Afghanistan, with the assistance of the international community, developed the Afghanistan National Development Strategy (ANDS), which was finalized in June 20083, as a guiding document for achieving Afghanistan's reconstruction goals.
