Performance Demonstration Program Plan for Nondestructive Assay of Drummed Wastes for the TRU Waste Characterization Program

Each testing and analytical facility performing waste characterization activities for the Waste Isolation Pilot Plant (WIPP) participates in the Performance Demonstration Program (PDP) to comply with the Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WAC) (DOE/WIPP-02-3122) and the Quality Assurance Program Document (QAPD) (CBFO-94-1012). The PDP serves as a quality control check for data generated in the characterization of waste destined for WIPP. Single blind audit samples are prepared and distributed to each of the facilities participating in the PDP. The PDP evaluates analyses of simulated headspace gases, constituents of the Resource Conservation and Recovery Act (RCRA), and transuranic (TRU) radionuclides using nondestructive assay (NDA) techniques.

Astrophysical Gyrokinetics: Kinetic and Fluid Turbulent Cascades In Magentized Weakly Collisional Plasmas

This paper presents a theoretical framework for understanding plasma turbulence in astrophysical plasmas. It is motivated by observations of electromagnetic and density fluctuations in the solar wind, interstellar medium and galaxy clusters, as well as by models of particle heating in accretion disks. All of these plasmas and many others have turbulentmotions at weakly collisional and collisionless scales. The paper focuses on turbulence in a strong mean magnetic field. The key assumptions are that the turbulent fluctuations are small compared to the mean field, spatially anisotropic with respect to it and that their frequency is low compared to the ion cyclotron frequency. The turbulence is assumed to be forced at some system-specific outer scale. The energy injected at this scale has to be dissipated into heat, which ultimately cannot be accomplished without collisions. A kinetic cascade develops that brings the energy to collisional scales both in space and velocity. The nature of the kinetic cascade in various scale ranges depends on the physics of plasma fluctuations that exist there. Task 1 Final Report, Theoretical/Mathematical Modeling of Ultrasonic Wave Propagation in Anisotropic Polycrystalline Stainless Steels

One of the tasks of the U.S. Nuclear Regulatory Commission-sponsored project titled "Reliability of Nondestructive Examination (NDE) for Nuclear Power Plant (NPP) Inservice Examination (ISI)" is to provide collaborative assistance to Commissariat à l’Energie Atomique (CEA) in France through theoretical predictions of ultrasonic scattering by grains of cast stainless steels (CASS) components. More specifically, a mathematical treatment of ultrasonic scattering in media having duplex micro¬structure is sought because cast stainless steel components often contains larger-scale macrograins that are composed of sub-grains/colonies. In this report, we present formal mathematical theories for ultrasonic wave propagation in polycrystalline aggregates having both simple (composed of grains only) and complex microstructures (having macrograins and sub-grains/colonies). Computations based on these theories are then carried out for ultrasonic backscatter power, attenuation due to scattering, and phase velocity dispersions. Specifically, numerical results are presented for backscatter coefficient for plane longitudinal wave propagating in duplex steel containing macrograins and colonies. Furthermore, the expected propagation characteristics (attenuation coefficient and phase velocity) are computed and described in this report for plane longitudinal waves propagating in (1) steels composed of randomly oriented grains, (2) [001] aligned grains encountered in austenitic stainless steel welds and casts, and (3) duplex steels.

Multi-Channel Auto-Dilution System for Remote Continuous Monitoring of High Soil-CO2 Fluxes

Geological sequestration has the potential capacity and longevity to significantly decrease the amount of anthropogenic CO2 introduced into the atmosphere by combustion of fossil fuels such as coal. Effective sequestration, however, requires the ability to verify the integrity of the reservoir and ensure that potential leakage rates are kept to a minimum. Moreover, understanding the pathways by which CO2 migrates to the surface is critical to assessing the risks and developing remediation approaches. Field experiments, such as those conducted at the Zero Emissions Research and Technology (ZERT) project test site in Bozeman, Montana, require a flexible CO2 monitoring system that can accurately and continuously measure soil-surface CO2 fluxes for multiple sampling points at concentrations ranging from background levels to several tens of percent. To meet this need, PNNL is developing a multi-port battery-operated system capable of both spatial and temporal monitoring of CO2 at concentrations from ambient to at least 150,000 ppmv. This report describes the system components (sampling chambers, measurement and control system, and power supply) and the results of a field test at the ZERT site during the late summer and fall of 2008. Exact matched-beam envelopes for undepressed transport in a quadrupole lattice with unequal drift lengths and arbitrary field strength

In 1958, Courant and Snyder analyzed the problem of alternating-gradient beam transport and treated a model without focusing gaps or space charge. Recently we revisited their work and found the exactsolution for matched-beam envelopes in a linear quadrupole lattice [O.A. Anderson and L.L. LoDestro, Phys. Rev. ST Accel. Beams, 2009]. We extend that work here to include the effect of gaps. We derive the exact envelopes and show results for various field strengths, occupancies eta,and gap-length ratios. We find the peak envelope excursion. It has a broad minimum as a function of the phase advance sigma (typically around 34o) over which it varies less than +-1percent. The phase-advance numbers also change little over the full range of gap ratios. However, the required field strengths vary appreciably. In the second stable band, the higher field strength necessitated by the lower occupancy accentuates the remarkable compression effect predicted for the FD (gapless) model.

Hydrogen-filled RF Cavities for Muon Beam Cooling

Ionization cooling requires low-Z energy absorbers immersed in a strong magnetic field and high-gradient, large-aperture RF cavities to be able to cool a muon beam as quickly as the short muon lifetime requires. RF cavities that operate in vacuum are vulnerable to dark-current- generated breakdown, which is exacerbated by strong magnetic fields, and they require extra safety windows that degrade cooling, to separate RF regions from hydrogen energy absorbers. RF cavities pressurized with dense hydrogen gas will be developed that use the same gas volume to provide the energy absorber and the RF acceleration needed for ionization cooling. The breakdown suppression by the dense gas will allow the cavities to operate in strong magnetic fields. Measurements of the operation of such a cavity will be made as functions of external magnetic field and charged particle beam intensity and compared with models to understand the characteristics of this technology and to develop mitigating strategies if necessary.

Let x = (x{sub 1}, x{sub 2} {hor_ellipsis}, x{sub n}) be a vector of real or complex numbers. x is said to possess an integer relation if there exist integers a{sub i}, not all zero, such that a{sub 1}x{sub 1} + a{sub 2}x{sub 2} + {hor_ellipsis} + a{sub n}x{sub n} = 0. By an integer relation algorithm, we mean a practical computational scheme that can recover the vector of integers ai, if it exists, or can produce bounds within which no integer relation exists. As we will see in the examples below, an integer relation algorithm can be used to recognize a computed constant in terms of a formula involving known constants, or to discover an underlying relation between quantities that can be computed to high precision. At the present time, the most effective algorithm for integer relation detection is the 'PSLQ' algorithm of mathematician-sculptor Helaman Ferguson [10, 4]. Some efficient 'multi-level' implementations of PSLQ, as well as a variant of PSLQ that is well-suited for highly parallel computer systems, are given in [4]. Battelle—Pacific Northwest Division operates numerous research and development laboratories in Richland, Washington, including those associated with the Pacific Northwest National Laboratory (PNNL) on the Department of Energy’s Hanford Site that have the potential for radionuclide air emissions. The National Emission Standard for Hazardous Air Pollutants (NESHAP 40 CFR 61, Subparts H and I) requires an assessment of all effluent release points that have the potential for radionuclide emissions. Potential emissions are assessed annually. Sampling, monitoring, and other regulatory compliance requirements are designated based upon the potential-to-emit dose criteria found in the regulations. The purpose of this document is to describe the facility radionuclide air emission sampling program and provide current and historical facility emission point system performance, operation, and design information. A description of the buildings, exhaust points, control technologies, and sample extraction details is provided for each registered or deregistered facility emission point. Additionally, applicable stack sampler configuration drawings, figures, and photographs are provided.

Executive Summary The materials science understanding of high rate low cost processes for Coated Conductor will benefit the application to power utilities for low loss energy transportation and power generation as well for DOD applications. The research in this program investigated several materials processing approaches that are new and original, and are not being investigated elsewhere. This work added to the understanding of the material science of high rate PVD growth of HTSC YBCO assisted by a liquid phase. A new process discovered uses amorphous glassy precursors which can be made at high rate under flexible conditions of temperature and oxygen, and later brought to conditions of oxygen partial pressure and temperature for rapid conversion to YBCO superconductor. Good critical current densities were found, but further effort is needed to optimize the vortex pinning using known artificial inclusions. A new discovery of the physics and materials science of vortex pinning in the HTSC system using Sm in place of Y came at growth at unusually low oxygen pressure resulting in clusters of a low or non superconducting phase within the nominal high temperature phase. Energy Efficiency Potential in Existing Commercial Buildings: Review of Selected Recent Studies

This report reviews six recent studies (from 2002 through 2006) by states and utilities to assess the energy saving potential in existing commercial buildings. The studies cover all or portions of California, Connecticut, Vermont, Colorado, Illinois, and the Pacific Northwest. The studies clearly reveal that lighting remains the single largest and most cost effective end use that can be reduced to save energy. Overall the study indicated that with existing technologies and costs, a reasonable range of economic savings potential in existing commercial buildings is between 10 and 20 percent of current energy use. While not a focus of the study, an additional conclusion is that implementation of commercial building monitoring and controls would also play an important role in the nation’s efforts to improve energy efficiency of existing buildings.

Assessment of the Energy Impacts of Outside Air in the Commercial Sector

The enormous quantity of energy consumed by U.S. commercial buildings places a significant burden on the energy supply and is a potential source of economic strain. To address this, the DOE Building Technologies Program has established the goal of developing market-viable zero energy buildings by 2025. This study focuses on the effects of outside air, and considers various outside air sources, types of building construction, building subsectors, and climates. Based on the information about energy consumption attributed to outside air, it identifies topics for further research that have the greatest potential to achieve energy savings.

"Research to Improve the Efficacy of Captive Broodstock Programs and Advance Hatchery Reform Throughout the Columbia River Basin." [from the Abstract], 2007-2008 Annual Progress Report.

This project was developed to conduct research to improve the efficacy of captive broodstock programs and advance hatchery reform throughout the Columbia river basin. The project has three objectives: (1) maintain adaptive life history characteristics in Chinook salmon, (2) improve imprinting in juvenile sockeye salmon, and (3) match wild phenotypes in Chinook and sockeye salmon reared in hatcheries. A summary of the results are as follows: Objective 1: Adult and jack Chinook salmon males were stocked into four replicate spawning channels at a constant density (N = 16 per breeding group), but different ratios, and were left to spawn naturally with a fixed number of females (N = 6 per breeding group). Adult males obtained primary access to females and were first to enter the nest at the time of spawning. Jack male spawning occurred primarily by establishing satellite positions downstream of the courting pair, and 'sneaking' into the nest at the time of spawning. Male dominance hierarchies were fairly stable and strongly correlated with the order of nest entry at the time of spawning. Spawning participation by jack and adult males is consistent with a negative frequency dependent selection model, which means that selection during spawning favors the rarer …

The success of captive broodstock programs depends on high in-culture survival, appropriate development of the reproductive system, and the behavior and survival of cultured salmon after release, either as adults or juveniles. Continuing captive broodstock research designed to improve technology is being conducted to cover all major life history stages of Pacific salmon. Accomplishments detailed in this report are listed below by major objective. Objective 1: This study documented that captively reared Chinook exhibited spawn timing similar to their founder anadromous population. An analysis of spawn timing data of captively reared Chinook salmon that had received different levels of antibiotic treatment did not suggest that antibiotic treatments during the freshwater or seawater phase of the life cycle affects final maturation timing. No effect of rearing density was found with respect to spawn timing or other reproductive behaviors. Objective 2: This study investigated the critical period(s) for imprinting for sockeye salmon by exposing juvenile salmon to known odorants at key developmental stages. Molecular assessments of imprinting-induced changes in odorant receptor gene expression indicated that regulation of odorant expression differs between coho and sockeye salmon. While temporal patterns differ between these species, exposure to arginine elicited increases in odorant receptor mRNA expression …

Basin-Scale Hydrologic Impacts of CO2 Storage: Regulatory and Capacity Implications

Industrial-scale injection of CO{sub 2} into saline sedimentary basins will cause large-scale fluid pressurization and migration of native brines, which may affect valuable groundwater resources overlying the deep sequestration reservoirs. In this paper, we discuss how such basin-scale hydrologic impacts can (1) affect regulation of CO{sub 2} storage projects and (2) may reduce current storage capacity estimates. Our assessment arises from a hypothetical future carbon sequestration scenario in the Illinois Basin, which involves twenty individual CO{sub 2} storage projects in a core injection area suitable for long-term storage. Each project is assumed to inject five million tonnes of CO{sub 2} per year for 50 years. A regional-scale three-dimensional simulation model was developed for the Illinois Basin that captures both the local-scale CO{sub 2}-brine flow processes and the large-scale groundwater flow patterns in response to CO{sub 2} storage. The far-field pressure buildup predicted for this selected sequestration scenario suggests that (1) the area that needs to be characterized in a permitting process may comprise a very large region within the basin if reservoir pressurization is considered, and (2) permits cannot be granted on a single-site basis alone because the near- and far-field hydrologic response may be affected by interference between individual …
