2010 Census: Design Shows Progress, but Managing Technology Acquisitions, Temporary Field Staff, and Gulf Region Enumeration Require Attention

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a Constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and allocate billions of dollars in federal assistance. The Census Bureau (Bureau) estimates the 2010 Census will cost $11.3 billion, making it the most expensive in the nation's history. This testimony discusses the Bureau's progress in preparing for the 2010 Census to (1) implement operations to increase the response rate and control costs; (2) use technology to increase productivity; (3) hire and train temporary staff; and (4) plan an accurate census in areas affected by hurricanes Katrina and Rita. The testimony is based on previously issued GAO reports and work nearing completion in which GAO observed recruiting, hiring, and training practices in the 2006 test, and visited localities that participated in the Local Update of Addresses Dress Rehearsal as well in the Gulf Coast region."

Brownfield Issues in the 110th Congress

The Brownfields Act authorizes the Environmental Protection Agency to award grants for the assessment and cleanup of sites that pose a less serious threat to human health and the environment than sites addressed by the Superfund program. The authorization expired on September 30, 2006. In the 109th Congress, a reauthorization bill, H.B. 5810, was reported from the House Committee on Transportation and Infrastructure on July 28, 2006, but went no further. This report contains information on the EPA's involvement in the program, EPA appropriations, Housing and Urban Development's involvement in the program and appropriations, other federal Brownfield programs, and Congressional actions of the 109th and 110th Congresses as related to the programs.

Department of Energy: Observations on Actions to Implement the New Loan Guarantee Program for Innovative Technologies

Testimony issued by the Government Accountability Office with an abstract that begins "The Energy Policy Act of 2005 (EPAct 05) authorized the Department of Energy (DOE) to establish a loan guarantee program (LGP) for projects intended to, decrease air pollutants or man-made greenhouse gases, employ new or significantly better technologies, and have a reasonable prospect of repayment. The Federal Credit Reform Act requires appropriated budget authority for LGP costs before loans can be made. In 2006, DOE solicited preapplications to the LGP, stating it intended to issue up to $2 billion in guarantees. It also issued guidelines for these proposals, stating that borrowers would ultimately pay for all costs, but funding was authorized. This testimony is based on GAO's February 2007 report (Department of Energy: Key Steps Needed to Help Ensure the Success of the New Loan Guarantee Program, GAO-07-339R) and its April 20, 2007 legal opinion (B-308715). EP&R Standards Project Report: Technical Review of National Incident Management Standards

The importance and necessity for a fully developed and implemented National Incident Management System (NIMS) has been demonstrated in recent years by the impact of national events such as Hurricane Katrina in 2005. Throughout the history of emergency response to major disasters, especially when multiple response organizations are involved, there have been systemic problems in the consistency and uniformity of response operations. Identifying national standards that support the development and implementation of NIMS is key to helping solve these systemic problems. The NIMS seeks to provide uniformity and consistency for incident management by using common terminology and protocols that will enable responders to coordinate their efforts to ensure an efficient response.

Evidence for Symplectic Symmetry in Ab Initio No-Core Shell Model Results for Light Nuclei

Clear evidence for symplectic symmetry in low-lying states of {sup 12}C and {sup 16}O is reported. Eigenstates of {sup 12}C and {sup 16}O, determined within the framework of the no-core shell model using the JISP16 NN realistic interaction, typically project at the 85-90% level onto a few of the most deformed symplectic basis states that span only a small fraction of the full model space. The results are nearly independent of whether the bare or renormalized effective interactions are used in the analysis. The outcome confirms Elliott's SU(3) model which underpins the symplectic scheme, and above all, points to the relevance of a symplectic no-core shell model that can reproduce experimental B(E2) values without effective charges as well as deformed spatial modes associated with clustering phenomena in nuclei.

Federal Transit Benefits Program: Ineffective Controls Result in Fraud and Abuse by Federal Workers

Testimony issued by the Government Accountability Office with an abstract that begins "Under the federal transit benefits program, federal employees receive transit benefits (e.g., Metrocheks) to encourage them to commute to work via public transportation. Based on information provided by the Department of Transportation, as of July 2006, the National Capital Region had 120,000 participants claiming roughly $140 million in benefits. Recently, inspectors general (IG) of various agencies have found numerous prior instances of fraud, waste, and abuse in this federal program. Based on both the significance of these IG findings and the amount of federal money spent on transit benefits, GAO was asked to (1) investigate allegations that federal employees in the National Capital Region are involved in fraud and abuse related to the transit benefits program, (2) identify the potential causes of any fraud or abuse that is detected, and (3) estimate the magnitude of fraud and abuse in the National Capital Region in 2006. To address these objectives, GAO identified federal employees selling their transit benefits on the Internet and obtained additional data from these sellers' employing agencies to determine whether more widespread problems existed. Final Report

Under our grant, DE-FG02-03ER15480, "Early transition metal oxides as catalysts: crossing scales from clusters to single crystals to functioning materials," catalytic activity of high surface area, powdered transition metal oxides (TMO, e.g. vanadium, niobium, molybdenum, and tungsten) supported on Al2O3, SiO2, ZrO2 and TiO2 have been extensively studied. In contrast, virtually no studies have been conducted for TMOs supported on well-ordered, single-crystalline oxides. This is largely due to a number of experimental difficulties related to the preparation of well-ordered oxide surfaces and to the charging problems associated with electron based probes on insulators. In our experiments we have selected TiO2(110) as a well-ordered substrate. TiO2(110) is a semiconductor (EG = 3.0 eV) and as such it has been extensively studied using ensemble averaged, as well as atomically resolved probes.1 In this work our goal was to create a well characterized, WO3/TiO2(110) model catalyst and interrogate its chemical activity for reactions of interest to this program. Initial studies of the chemical activity of the WO3 clusters on TiO2(110) focused on the partial oxidation of CH3OH. Only molecular desorption of CH3OH was observed.
