International Organizations: Assistance Programs Constrained in Burma

A letter report issued by the Government Accountability Office with an abstract that begins "Burma is one of the world's most impoverished and isolated countries. The United Nations (UN) and other international organizations have become important sources of outside assistance to the country. In recent years, UN entities have increased their funding for activities aimed at addressing Burma's problems. However, Burma's military regime has imposed restrictions on international organizations' activities in Burma. GAO (1) identified principal efforts of the United Nations and other international organizations to address Burma's problems and (2) described the impact of the regime's recent actions on these efforts. We reviewed UN, U.S., and Burmese official documents and interviewed UN, U.S., Burmese, and nongovernmental organization officials in the United States and Burma. We also visited UN project sites in Burma."

Ionization-Induced Electron Trapping in Ultrarelativistic Plasma Wakes

The onset of trapping of electrons born inside a highly relativistic, 3D beam-driven plasma wake is investigated. Trapping occurs in the transition regions of a Li plasma confined by He gas. Li plasma electrons support the wake, and higher ionization potential He atoms are ionized as the beam is focused by Li ions and can be trapped. As the wake amplitude is increased, the onset of trapping is observed. Some electrons gain up to 7.6 GeV in a 30.5 cm plasma. The experimentally inferred trapping threshold is at a wake amplitude of 36 GV/m, in good agreement with an analytical model and PIC simulations.

Ionizing radiation predisposes non-malignant human mammaryepithelial cells to undergo TGF beta-induced epithelial to mesenchymaltransition

Transforming growth factor {beta}1 (TGF{beta}) is a tumor suppressor during the initial stage of tumorigenesis, but it can switch to a tumor promoter during neoplastic progression. Ionizing radiation (IR), both a carcinogen and a therapeutic agent, induces TGF{beta}, activation in vivo. We now show that IR sensitizes human mammary epithelial cells (HMEC) to undergo TGF{beta}-mediated epithelial to mesenchymal transition (EMT). Non-malignant HMEC (MCF10A, HMT3522 S1 and 184v) were irradiated with 2 Gy shortly after attachment in monolayer culture, or treated with a low concentration of TGF{beta} (0.4 ng/ml), or double-treated. All double-treated (IR+TGF{beta}) HMEC underwent a morphological shift from cuboidal to spindle-shaped. This phenotype was accompanied by decreased expression of epithelial markers E-cadherin, {beta}-catenin and ZO-1, remodeling of the actin cytoskeleton, and increased expression of mesenchymal markers N-cadherin, fibronectin and vimentin. Furthermore, double-treatment increased cell motility, promoted invasion and disrupted acinar morphogenesis of cells subsequently plated in Matrigel{trademark}. Neither radiation nor TGF{beta} alone elicited EMT, even though IR increased chronic TGF{beta} signaling and activity. Gene expression profiling revealed that double treated cells exhibit a specific 10-gene signature associated with Erk/MAPK signaling. The Market Viability of Nuclear Hydrogen Technologies.

The Department of Energy Office of Nuclear Energy is supporting system studies to gain a better understanding of nuclear power's potential role in a hydrogen economy and what hydrogen production technologies show the most promise. This assessment includes identifying commercial hydrogen applications and their requirements, comparing the characteristics of nuclear hydrogen systems to those market requirements, evaluating nuclear hydrogen configuration options within a given market, and identifying the key drivers and thresholds for market viability of nuclear hydrogen options. One of the objectives of the current analysis phase is to determine how nuclear hydrogen technologies could evolve under a number of different futures. The outputs of our work will eventually be used in a larger hydrogen infrastructure and market analysis conducted for DOE-EE using a system-level market simulation tool now underway. This report expands on our previous work by moving beyond simple levelized cost calculations and looking at profitability, risk, and uncertainty from an investor's perspective. We analyze a number of technologies and quantify the value of certain technology and operating characteristics. Model-Based Estimation of Forest Canopy Height in Red and Austrian Pine Stands Using Shuttle Radar Topography Mission and Ancillary Data: a Proof-of-Concept Study

In this paper, accurate tree stand height retrieval is demonstrated using C-band Shuttle Radar Topography Mission (SRTM) height and ancillary data. The tree height retrieval algorithm is based on modeling uniform tree stands with a single layer of randomly oriented vegetation particles. For such scattering media, the scattering phase center height, as measured by SRTM, is a function of tree height, incidence angle, and the extinction coefficient of the medium. The extinction coefficient for uniform tree stands is calculated as a function of tree height and density using allometric equations and a fractal tree model. The accuracy of the proposed algorithm is demonstrated using SRTM and TOPSAR data for 15 red pine and Austrian pine stands (TOPSAR is an airborne interferometric synthetic aperture radar). The algorithm yields root-mean-square (rms) errors of 2.5-3.6 m, which is a substantial improvement over the 6.8-8.3-m rms errors from the raw SRTM minus National Elevation Dataset Heights.

A Monte Carlo Study of the Momentum Dependence on the Results of Tracking Unknown Particle Species in the BaBar Detector

Abstract: The BABAR experiment is composed of an international collaboration that will test the Standard Model prediction of CP violation. To accomplish this a new detector was constructed at the asymmetric B Factory, located at the Stanford Linear Accelerator Center. The tests will shed some light on the origins of CP violation, which is an important aspect in explaining the matter/antimatter asymmetry in the universe. In particular, the BABAR experiment will measure CP violation in the neutral B meson system. In order to succeed, the BABAR experiment requires excellent track fitting and particle species identification. Prior to the current study, track fitting was done using only one particle species--the pion. But given the momentum dependence on the accuracy of the results from this choice of particle species, a better algorithm needed to be developed. Monte Carlo simulations were carried out and a new algorithm utilizing all five particle species present in the BABAR detector was created.
