Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties

Trade agreements such asthe NAFTA and the GATT Uruguay Round agreements have been approved by majority vote of each House of Congress rather than by twothirds vote of the Senate — that is, they have been treated as congressional-executive agreements rather than astreaties. The congressional-executive agreement has been the vehicle for implementingCongress' long-standing policy ofseeking trade benefitsfor the United States through reciprocal trade negotiations. In a succession of statutes, Congress has authorized the President to negotiate and enter into tariff and nontariff barrier (NTB) agreements for limited periods, while mandating that NTB and free trade area agreements negotiated under this authority could enter into force for the United States only if approved by both Houses in a bill enacted into public law and other statutory conditions were met.

WIRELESS MINE WIDE TELECOMMUNICATIONS TECHNOLOGY

Two industrial prototype units for through-the-earth wireless communication were constructed and tested. Preparation for a temporary installation in NIOSH's Lake Lynn mine for the through-the-earth and the in-mine system were completed. Progress was made in the programming of the in-mine system to provide data communication. Work has begun to implement a wireless interface between equipment controllers and our in-mine system.

Women in Management: Analysis of Current Population Survey Data

Testimony issued by the General Accounting Office with an abstract that begins "This testimony is based on a GAO report (GAO-02-156) that analyzed key characteristics of women and men in management positions, identified the representation of women in management positions in specific industries, and identified salary differences between men and women in full-time management jobs. Female managers in the 10 industries GAO examined were younger, less educated, were more likely to work part-time, and were less likely to be married than were male managers. In five of these industries, GAO found no statistically significant differences between the percent of industry positions filled by women and the percent of management positions filled by women. In four of the industries, women were less represented in management positions. In one of these industries, women were represented in management positions to a greater degree than they were in all positions in the industry. Full-time female managers earned less than full-time male managers in all 10 industries, after controlling for education, age, marital status, and race. GAO was unable to take years of experience into account."

Worker performance and ventilation: Analyses of individual data for call-center workers

We investigated the relationship between ventilation rates and work performance in a call center. We randomized the ventilation controls and measured ventilation rate, differential carbon dioxide ({Delta}CO{sub 2}) concentration, temperature, humidity, occupant density, degree of under-staffing, shift length, time of day, and time required to complete two different work performance tasks (talk and wrap-up). {Delta}CO{sub 2} concentrations ranged from 13 to 611 ppm. We used multi-variable regression to model the association between the predictors and the responses. We found that agents performed talk tasks fastest when the ventilation rate was highest, but that the relationship between talk performance and ventilation was not monotone. We did not find a statistically significant association between wrap-up performance and ventilation. At high temperatures agents were slower at both the talk and wrap-up tasks. Agents were slower at wrap-up during long shifts and when the call center was under-staffed.

Workforce Investment Act: Youth Provisions Promote New Service Strategies, but Additional Guidance Would Enhance Program Development

A letter report issued by the General Accounting Office with an abstract that begins "The Workforce Investment Act of 1998 substantially changed the way youth workforce development services are configured and delivered. The act requires states and localities to create a more comprehensive workforce system for development needs. The act promotes partnerships among diverse programs and community representatives through participation on newly created state and local workforce investment boards and youth councils. GAO found that most youth councils nationwide included the required members and nearly all councils were active by July 2000. Local boards competitively chose youth service providers and developed strategies for one-stop centers. Most boards reported that services were provided through contracted service providers rather than one-stop centers. However, local boards had difficulty getting parents and youth to participate on youth councils. Some local areas found it difficult to identify and select youth service providers because of low response to requests for proposals. Getting youth to visit the typically adult-focused one-stop centers was also difficult. Youth councils linked with the education community by including representatives of local school districts and existing school-board career programs in their membership or as youth service providers.
