Crop Insurance: Opportunities Exist to Reduce the Costs of Administering the Program

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Department of Agriculture (USDA) administers the federal crop insurance program with private insurance companies, which, in turn, work with insurance agencies that sell crop insurance. In 2008, according to USDA, the program cost $6.5 billion, including about $2.0 billion in allowances to insurance companies to cover their administrative and operating (A&O) expenses, such as salaries and sales commissions to agencies. GAO was asked to examine (1) the reasons for recent substantial increases in A&O allowances, and the purposes for which insurance companies use these allowances, and (2) insurance agencies' expenses for selling federal crop insurance policies, and questionable practices, if any, that agencies use to compete for business among farmers. GAO analyzed USDA and private insurers' data, among other things."

Cryogenic Treatment of Production Components in High-Wear Rate Wells

Deep Cryogenic Tempering (DCT) is a specialized process whereby the molecular structure of a material is ''re-trained'' through cooling to -300 F and then heating to +175-1100 F. Cryocon, Inc. (hereafter referred to as Cryocon) and RMOTC entered an agreement to test the process on oilfield production components, including rod pumps, rods, couplings, and tubing. Three Shannon Formation wells were selected (TD about 500 ft) based on their proclivity for high component wear rates. Phase 1 of the test involved operation for a nominal 120 calendar day period with standard, non-treated components. In Phase 2, treated components were installed and operated for another nominal 120 calendar day period. Different cryogenic treatment profiles were used for components in each well. Rod pumps (two treated and one untreated) were not changed between test phases. One well was operated in pumped-off condition, resulting in abnormal wear and disqualification from the test. Testing shows that cryogenic treatment reduced wear of rods, couplers, and pump barrels. Testing of production tubing produced mixed results.

Currency Paper Procurement: Additional Analysis Would Help Determine Whether a Second Supplier Is Needed

A letter report issued by the Government Accountability Office with an abstract that begins "For over 125 years, the Bureau of Engraving and Printing (BEP), within the Department of the Treasury, has relied on a single contractor to supply the paper for U.S. currency. Such a long-term contracting relationship could contribute to higher costs and other risks. Another federal agency that relied on a single contractor, the U.S. Mint, decided to obtain a second supplier for coin metal. In solicitations for currency paper contracts in 1999 and 2003, BEP took steps to address barriers to competition that GAO had identified in 1998 through a survey of paper manufacturers. This report updates GAO's 1998 report using data from a second survey. It addresses (1) the changes BEP made to encourage competition and the results of its efforts, (2) the steps BEP took to ensure that it paid fair and reasonable prices, and (3) the analysis BEP has done of the advantages and disadvantages of obtaining a second supplier."

Cyclotron Resonances in Electron Cloud Dynamics

A new set of resonances for electron cloud dynamics in the presence of a magnetic field has been found. For short beam bunch lengths and low magnetic fields where lb<< 2pi c/omega c (with lb = bunch length, omega c = non-relativistic cyclotron frequency) resonances between the bunch frequency and harmonics of the electron cyclotron frequency cause an increase in the electron cloud density in narrow ranges of magnetic field near the resonances. For ILC parameters the increase in the density is up to a factor ~;;3, and the spatial distribution of the electrons is broader near resonances, lacking the well-defined vertical density"stripes" found for non-resonant cases. Simulations with the 2D computer code POSINST, as well as a single-particle tracking code, were used to elucidate the physics of the dynamics. The existence of the resonances has been confirmed in experiments at PEP-II. The resonances are expected to affect the electron cloud dynamics in the fringe fields of conventional lattice magnets and in wigglers, where the magnetic fields are low. Results of the simulations and experimental observations, the reason for the bunch-length dependence, and details of the dynamics are discussed here.

Defense Acquisitions: Results of Annual Assessment of DOD Weapon Programs

Testimony issued by the Government Accountability Office with an abstract that begins "DOD's investment in weapon systems represents one of the largest discretionary items in the budget. The department expects to invest about $900 billion (fiscal year 2008 dollars) over the next 5 years on development and procurement with more than $335 billion invested specifically in major defense acquisition programs. Every dollar spent inefficiently in acquiring weapon systems is less money available for other budget priorities--such as the global war on terror and growing entitlement programs. This testimony focuses on (1) the overall performance of DOD's weapon system investment portfolio; (2) our assessment of 72 weapon programs against best practices standards for successful product developments; and (3) potential solutions and recent DOD actions to improve weapon program outcomes. It is based on GAO-08-467SP, which included our analysis of broad trends in the performance of the programs in DOD's weapon acquisition portfolio and our assessment of 72 defense programs, and recommendations made in past GAO reports. DOD was provided a draft of GAO-08-467SP and had no comments on the overall report, but did provide technical comments on individual assessments. Defense Base Act Insurance: Review Needed of Cost and Implementation Issues

Correspondence issued by the Government Accountability Office with an abstract that begins "Since the Iraq conflict began in March 2003, the Departments of Defense (DOD) and State, the U.S. Agency for International Development, and other federal agencies have issued contracts to perform reconstruction activities in Iraq. The large number of contractors working amid continued violence has raised concerns over the use of contractors to support U.S. military and civilian operations overseas, including the cost of workers' compensation insurance provided to contractor employees in Iraq under the Defense Base Act (DBA). We have received requests from over 100 members of Congress asking us to review a number of Iraq-related issues, including issues associated with DBA insurance. Because of the level of interest in issues dealing with Iraq, the Comptroller General initiated this review under his statutory authority. The objectives of our review were to identify the cost to the U.S. government of insurance coverage purchased under DBA and to assess the act's implementation. DBA provides disability and medical benefits for contractors' and subcontractors' employees injured on the job and death benefits to survivors when those employees are killed."

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2004, the Department of Defense (DOD) spent more than $200 billion to purchase goods and services. To help ensure defense contracts are awarded fairly and current and former employees do not use their knowledge of DOD acquisition activities to gain financial or other benefits, DOD personnel are required to conduct themselves in a manner that meets federal ethics rules and standards. Regulations require DOD to implement an ethics program and provide that contractors meet certain ethics standards. For this report, GAO assessed (1) DOD's efforts to train and counsel its workforce to raise awareness of ethics rules and standards as well as DOD measures of the effectiveness of these efforts and (2) DOD's knowledge of defense contractors' programs to promote ethical standards of conduct."

DOD's legislative initiative would provide for major changes in the civiliean and military human capital management, make major adjustments in the DOD acquisition process, affect DOD's organization structure, and change DOD's reporting requirements to Congress, among other things. DOD's proposed National Security Personnel System (NSPS) would provide for wide-ranging changes in DOD's civilian personnel pay and performance management, collective bargaining, rightsizing, and a variety of other human capital areas. The NSPS would enable DOD to develop and implement a consistent DOD-wide civilian personnel system. This testimony provides GAO's preliminary observations on aspects of DOD's legislative proposal to make changes to its civilian personnel system and poses critical questions that need to be considered."

DESIGN AND DEVELOPMENT OF GAS-LIQUID CYLINDRICAL CYCLONE COMPACT SEPARATORS FOR THREE-PHASE FLOW

This report presents a brief overview of the activities and tasks accomplished during the first half year (October 1, 2001--March 31, 2002) of the fifth project year budget period (October 1, 2001--September 30, 2002). An executive summary is presented initially followed by the tasks of the current budget period. Then, detailed description of the experimental and modeling investigations are presented. Subsequently, the technical and scientific results of the activities of this project period are presented with some discussions. The findings of this investigation are summarized in the ''Conclusions'' section followed by relevant references. The fifth project year activities are divided into three main parts, which are carried out in parallel. The first part is continuation of the experimental program that includes a study of the oil/water two-phase behavior at high pressures and control system development for the two-phase LLCC{copyright}. This investigation has been extended for three-phase GLCC as well. The second part consists of the development of a simplified mechanistic model incorporating the experimental results and behavior of dispersion of oil in water and water in oil. Design Evolution Study Thermal Operating Methodology

This study provides results supporting the conclusion that the repository can be operated over a varying range of thermal modes and therefore temperatures. In particular, this work focused on limiting the peak, postclosure waste package surface temperature to less than 85 degrees Celsius, a possible limit due to corrosion considerations. These operating modes were compared by varying the waste package in drift spacing (0.1-2.83 meters), drift pitch (drift spacing centerline to centerline of 40-120 meters), ventilation duration (75-300 years), and ventilation efficiency (50-80%). The resulting graphical representation shows where the constant temperature of the waste package (85 degrees Celsius) lies with respect to drift pitch and waste package spacing. The waste considered in this study is the strict youngest fuel first 5 years old fuel. Using only strict youngest fuel first 5 years old fuel in the waste stream results in an average heat load per waste package of 12.48kW/Pkg. With this high average heat load, it is not possible to achieve a maximum waste package surface temperature of 85 degrees Celsius or less. By aging 63% of the strict youngest fuel first 5 years old fuel for 27 years, it becomes possible to maintain the waste package surface temperature …

Development of Large-Aperture, Light-Weight Fresnel Lenses for Gossamer Space Telescopes

In order to examine more distant astronomical objects, with higher resolution, future space telescopes require objectives with significantly larger aperture than presently available. NASA has identified a progression in size from the 2.4m aperture objective currently used in the HUBBLE space telescope[l,2], to 25m and greater in order to observe, e.g., extra-solar planets. Since weight is a crucial factor for any object sent into space, the relative weight of large optics over a given area must be reduced[3]. The areal mass density of the primary mirror for the Hubble space telescope is {approx}200 kg/m{sup 2}. This is expected to be reduced to around 15 kg/m{sup 2} for the successor to Hubble--the next generation space telescope (NGST)[4]. For future very large aperture telescopes needed for extra-solar planet detection, the areal mass density must be reduced even further. For example, the areal mass density goal for the Gossamer space telescopes is < 1 kg/m{sup 2}. The production of lightweight focusing optics at >10m size is also an enabling technology for many other applications such as Earth observation, power beaming, and optical communications.

Development of nondestructive evaluation methods for ceramic coatings.

Various nondestructive evaluation (NDE) technologies are being developed to study the use of ceramic coatings on components in the hot-gas path of advanced low-emission gas-fired turbines. The types of ceramic coatings include thermal barrier coatings (TBCs) and environmental barrier coatings (EBCs). TBCs are under development for vanes, blades, and combustor liners to allow hotter gas-path temperatures, and EBCs are under development to reduce environmental damage to high-temperature components made of ceramic matrix composites. The NDE methods will be used to (a) provide data to assess the reliability of new coating application processes, (b) identify defective components that could cause unscheduled outages, (c) track growth rates of defects during component use in engines, and (d) allow rational judgment for replace/repair/re-use decisions regarding components. Advances in TBC application, both electron beam-physical vapor deposition (EB-PVD) and air plasma spraying (APS), are allowing higher temperatures in the hot-gas path. However, as TBCs become ''prime reliant,'' their condition at scheduled or unscheduled outages must be known. NDE methods are under development to assess the condition of the TBC for pre-spall conditions. EB-PVD test samples with up to 70 thermal cycles have been studied by a newly developed method involving polarized laser back-scatter NDE. Results suggest …

Dirac charge dynamics in graphene by infrared spectroscopy

A remarkable manifestation of the quantum character of electrons in matter is offered by graphene, a single atomic layer of graphite. Unlike conventional solids where electrons are described with the Schrödinger equation, electronic excitations in graphene are governed by the Dirac hamiltonian. Some of the intriguing electronic properties of graphene, such as massless Dirac quasiparticles with linear energy-momentum dispersion, have been confirmed by recent observations. Here, we report an infrared spectromicroscopy study of charge dynamics in graphene integrated in gated devices. Our measurements verify the expected characteristics of graphene and, owing to the previously unattainable accuracy of infrared experiments, also uncover significant departures of the quasiparticle dynamics from predictions made for Dirac fermions in idealized, free-standing graphene. Several observations reported here indicate the relevance of many-body interactions to the electromagnetic response of graphene.

The Distribution and Flux of Fish in the Forebay of The Dalles Dam in 2003

In spring and summer 2003, the Pacific Northwest National Laboratory led a team that conducted mobile and fixed hydroacoustic surveys in the forebay of The Dalles Dam for the U.S. Army Corps of Engineers - Portland District, for the Anadromous Fish Evaluation Program. The surveys provided information on the distribution and movement of smolt-sized fish relative to ambient factors such as flow, bathymetry, or diel cycle in the forebay at The Dalles Dam. This information is intended to provide baseline data for the development of a surface bypass alternative for juvenile salmon at The Dalles Dam. We sampled the forebay of The Dallas Dam one day and night each week for six weeks in the spring and another six weeks in the summer. In general, during the day in the spring, the greatest densities of smolt-sized fish were observed in the thalweg of the main channel from the Washington bank, to the east side of the powerhouse, along the powerhouse, and concentrated in the areas next to the sluiceway. Fish density was lower on the Washington side of the river and west of mid-powerhouse (north spillway side). The spring night distribution was similar, with a few notable differences. The density …
